About this file

This is a Request for Proposal (RFP) issued by the University of Wisconsin-Milwaukee on behalf of the Board of Regents of the University of Wisconsin System and the State of Wisconsin for the procurement of fetal pigs intended for dissection in biology courses. The RFP seeks individually packaged, double-injected fetal pigs measuring 13-15 inches in length, with each specimen shipped in a specifically designed box meeting dimensional requirements of 16 inches (length) by 8 inches (width) by 5 inches (height). The RFP was released on December 18, 2018, with a deadline for questions on December 28, 2018, and a proposal due date of January 7, 2019, at 8:00 a.m. UWM anticipates ordering volumes up to 200 fetal pigs per semester. The resulting contract will have an initial term of one year with three available one-year renewals. This is a rebid of a previous solicitation (N18-042-M), with revised emphasis on shipping box specifications and flap design.

Proposers must provide pricing on Exhibit B reflecting all-inclusive costs with no additional fees permitted, accept net 30 payment terms, and agree to deliver within thirty days of order placement. Pricing will be evaluated alongside sample quality (600 points), with scoring criteria including tissue quality, appearance, odor, visibility of double-injection colors, preservation condition, and packaging durability. The award will be granted to the highest-scoring responsive and responsible proposer, with a 5% preference extended to certified minority business enterprises under Wisconsin Statutes. Delivery terms are FOB Destination, Freight Prepaid, with the seller bearing risk of loss until merchandise arrives at UWM. The contract is available for use by UW-System campuses, State of Wisconsin agencies, and Wisconsin municipalities, though participation by branch campuses UW-Waukesha and UW-Washington County is optional. Proposers must demonstrate two years of experience in this business line and submit mandatory forms including DOA Form 3832, a sample specimen in qualifying packaging, and documentation regarding chemical preservation solutions and safe-handling requirements.

1. GENERAL INFORMATION

1.1 Issuing Agent

University of Wisconsin-Milwaukee issues this RFP on behalf of the Board of Regents of the University of Wisconsin System as an agency of the State of Wisconsin. The University of Wisconsin--Milwaukee is hereafter referred to as “UWM”. UWM shall not be liable for any cost incurred by a Proposer in the process of responding to this RFP. News releases pertaining to the RFP or to the acceptance, rejection, or evaluation of proposals shall not be made without the prior written approval of UWM.

UWM will provide reasonable accommodations, including the provision of informational material in an alternative format, for qualified individuals with disabilities, upon request.

UW-Waukesha and UW-Washington County are branch campuses of UWM. The resulting contract awarded from this RFP is not mandatory for those campuses.

1.2 Contract Term

The contract will begin on the date of the final contract signature and be valid for one year, with three available one-year renewals.

1.3 Definitions

The following definitions are used through the RFP:

UWM – means the University of Wisconsin – Milwaukee on behalf of the Board of Regents for the State of Wisconsin.

Proposer – means firm(s) submitting a Proposal in response to this RFP.

Proposal – means the response to this RFP submitted by Proposer.

Contractor – means the Proposer awarded the contract subject of this RFP.

State – means the State of Wisconsin.

RFP – means Request for Proposal.

Committee – means the Evaluation Committee which evaluates the Proposals.

MBE – means Minority Business Enterprises.

BAFO – means Best and Final Offer.

Pig/Fetal Pig-means double-injected pig meeting specifications in section 2.

1.4 General Description/Purpose of the Request for Proposal

UWM wishes to set up a contract with a vendor that can provide fetal pigs for dissection. The pigs must meet all mandatory requirements and all RFP mandatory materials must be received in the purchasing office by the due dates (including submission of a sample specimen). This is a rebid of N18-042-M. The changes made emphasize the importance of the box in which the specimens are shipped (dimensions and flaps).

2. MINIMUM MANDATORY REQUIREMENTS

2.1 Proposer must submit a sample fetal pig which meets the minimum requirements outlined in this section 2. The sample must include the packaging and/or any materials which would normally be provided with the proposal (example: if the proposal does not include a vacuum sealed bag, the sample should not be sent in a vacuum sealed bag).

Sample pig and packaging will be scored separately.

2.2 Fetal Pig length: fetal pig must be packaged and sealed in a fashion which allows the sample to arrive at UWM intact and without any leaking. Size must be between 13-15”.

2.3 Individually packaged: Pigs must be packaged individually. The pigs will be for use by students taking biology courses. When the department places orders from the awarded vendor in the future, the pigs in their individual boxes may be placed in larger cartons and palletized, but each pig must be boxed in its own individual box (i.e., no pails or buckets containing multiple pigs).

2.4 Packaging: The boxes must be able to securely close. The flaps of the box must be able to tuck into the box (flaps which must be folded into each other are not acceptable), so that students may store their specimens for a semester. See Diagram 1 and Diagram 2 for examples. The boxes should have a maximum size of 16”(L) x 8”(W) x 5”(H).

Diagram 1: flap closure

Diagram 2: folding flaps

2.5 Ordering: Fetal Pigs must be able to be ordered and received within thirty days.

2.6 Delivery: Delivery of fetal pigs must be FOB Destination, Freight Prepaid and Add: UWM will pay shipping charges. Seller bears risk of loss and owns title until merchandise arrives at UWM.

2.7 Proposer requirements: Proposer must currently be and have been in this line of business for the past two (2) years.

2.8 Payment Terms: UWM Purchasing will submit a blanket order(s) to the awarded Proposer. The UWM department ordering the fetal pigs will use this purchase order to place the order verbally and provide a purchase order number. Payment terms will be Net 30.

3. RFP PROCEDURES/INSTRUCTIONS/CRITERIA

3.1 Preliminary Evaluation: Proposer must:

3.1.1 submit Exhibit A (begins page 8 of this document).

3.1.2 submit Exhibit B Cost Sheet: the proposal prices on the products must be all inclusive for all applicable costs, fees, and expenses. No additional costs, fees or expenses will be allowed that are not stated in Exhibit B.

3.1.3 submit Form DOA-3832 (see page 10).

3.1.4 submit Exhibit C, sample pig. Sample must be sent separately from Exhibit A, B & form 3832. Include with the sample any materials (brochures, documents) which describe the chemical makeup of the preservation solution and information regarding the safe-handling of the samples.

3.2 Scoring the Fetal Pig Sample: RFP Committee members will be rating the fetal pig based on the following criteria:

3.2.1 Tissue quality (firmness)

3.2.2 Appearance (lifelike, natural appearance in color and texture)

3.2.3 Odor

3.2.4 Visibility/clarity of double-injection colors

3.2.5 Preservation (what condition is the sample in? what is the chemical makeup of the preservation solution? Safe-handling requirements?)

3.2.6 Packaging: well-packaged (neat, able to withstand shipping without damage or leaking) and easy for students to open.

3.2.7 Packaging: is the packaging favorable for student use? Box will be open and closed over the course of a semester; must be able to withstand multiple reopenings. Size of the box must meet specified dimensions in order to fit space limitations.

3.3 Communication/Questions: From the date of release of this RFP until RFP award, the only permissible communication regarding this RFP is in writing to uwmbids@uwm.edu. Violation of this condition may be considered sufficient cause for RFP rejection. The subject line of the email must be labeled N19-042-M - Question”

It is incumbent upon proposers to point out any possible discrepancies, omissions or ambiguities using the process outlined above to submit questions. By failing to do so, proposers waive the right to claim any provision of this RFP is ambiguous. Any clarifying addendum will be posted as set forth herein.

The deadline for any questions concerning this RFP is as set forth on the cover sheet of this RFP. Any questions received after that time may not result in an addendum answering the question.

3.4 RFP Submission: The method of submission shall be as set forth on the RFP Cover Sheet, by email or by physical delivery. Details with respect to each method of submission are provided below. All RFPs must be signed on the Bidder Signature block or they may be deemed non-responsive and be rejected.

Records will be available for public inspection after award of the contract.

3.4.1 Delivered via Email:

If Proposer is submitting a RFP via email to Purchasing Office, Proposer shall submit to uwmbids@uwm.edu. Such email (and all RFP documents) must be received prior to the RFP due date set forth on the cover sheet of this RFP.

· Are responsible for receipt, acceptance, and inspection of commodities directly from the contractor, and making payment directly to the contractor.

The State of Wisconsin is not party to these purchases or any dispute arising from these purchases and is not liable for delivery or payment of any of these purchases.

Bidders/Proposers may or may not agree to furnish the commodities or services of this bid/proposal to Wisconsin municipalities. A vendor’s decision on participating in these services has no effect on awarding this contract.

Bidder: Please indicate your willingness to furnish the commodities or services to Wisconsin municipalities by checking the appropriate box below.

FORMCHECKBOX

I Agree to furnish the commodities or services of this bid/proposal to Wisconsin municipalities with any special conditions noted below.

FORMCHECKBOX
