About this file
This is a Sources Sought Notice and market survey issued by Military Sealift Command (MSC) on August 6, 2026, to identify capable small business concerns for marine engineering services. MSC seeks contractors to develop Flexible Hose Assembly (FHA) Master Lists for Expeditionary Sea Base (ESB) Class vessels in compliance with the Quality Management System Procedure requirement that ship classes maintain accurate FHA documentation within five years of the November 18, 2024 implementation date. The contractor must perform onboard ship surveys and develop two representative FHA Master Lists—one for ESB 3-4 vessels equipped with MAN 48/60A engines and one for ESB 5-7 vessels equipped with MAN 48/60CR engines, with anticipated ship checks aboard ESB 4 and ESB 7. The place of performance includes shipboard surveys at Government-designated locations aboard MSC Expeditionary Sea Base Class vessels.
Responses must be submitted by 1400 EST on August 13, 2026, to Deborah Brett at deborah.d.brett.civ@us.navy.mil and should include organizational information, relevant experience with marine engineering surveys and ship configuration documentation, small business designation, and responses to specific market survey questions regarding PWS clarity, capability, anticipated labor hours, personnel requirements, and rough order of magnitude (ROM) pricing estimates. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract and specifically requests responses from small business concerns to determine whether a small business set-aside is warranted. The NAICS code for this requirement is 541330 (Engineering Services). This is a request for information only and does not constitute a solicitation or Government commitment to award a contract.

MILITARY SEALIFT COMMAND (MSC)
MARKET SURVEY
06 August 2026
Subject: Marine Engineering Services for Development of Flexible Hose Assembly (FHA) Master Lists for Expeditionary Sea Base (ESB) Class Vessels
DESCRIPTION: This market survey is being conducted to identify capable small business concerns. Responses from small business concerns are particularly requested.
Military Sealift Command (MSC) is conducting market research to identify interested and capable small business concerns that can provide marine engineering services for the development of Flexible Hose Assembly (FHA) Master Lists for Expeditionary Sea Base (ESB) Class vessels. The information received will assist the Contracting Officer in determining whether this requirement should be set aside for small business in accordance with FAR Part 19.
MSC's Quality Management System (QMS) Procedure, Flexible Hose Assembly Inspection and Replacement (GFI 8.1), requires each ship class to maintain an accurate FHA Master List for configuration management and maintenance recordkeeping. Ship classes that do not currently possess an FHA Master List are required to develop one within five (5) years of the QMS implementation date of November 18, 2024.
The contractor shall perform onboard ship surveys and develop complete FHA Master Lists identifying installed Flexible Hose Assemblies and documenting the required technical characteristics in accordance with the draft Performance Work Statement (PWS) and Contract Data Requirements Lists (CDRLs).
The ESB Class consists of two machinery configurations:
· ESB 3-4 (MAN 48/60A engines)
· ESB 5-7 (MAN 48/60CR engines)
The Government anticipates requiring one FHA Master List representative of ESB 3-4 and one FHA Master List representative of ESB 5-7. For planning purposes, ship checks are anticipated aboard ESB 4 and ESB 7.
NAICS CODE: The NAICS Code for this requirement is 541330 - Engineering Services.
Interested offerors shall submit a brief but complete capability statement that demonstrates the capability to perform the type of service described in the DRAFT Performance Work Statement (PWS) for review. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted.
This is a request for information only and your response IS NOT AN OFFER. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.
All responses to this market survey should be sent to Deborah Brett via email at deborah.d.brett.civ@us.navy.mil no later than 1400 EST (Norfolk, VA) on 13 August 2026.
