MILITARY SEALIFT COMMAND (MSC)

MARKET SURVEY

Subject: VERTICAL REPLENISHMENT SERVICES PACIFIC DETACHMENT ALPHA (A) (VERTREP)

DESCRIPTION: This is a market survey for acquisition planning purposes and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.

MSC is seeking an eligible vendor to provide ship-based commercial helicopter logistical and vertical replenishment services to US Navy ships, partner nation’s ships, and theater facility/operations worldwide. The contractor will provide a two-helicopter detachment (DET) of like TMS aircraft, an optional unmanned aerial capability, all support equipment and supplies, 5-pilots and 3-maintainer minimum staffing, and a support structure to deploy aboard MSC CLF ships conducting theater operations 365-days a year. Mission requirements shall be subject to all applicable DoD, DoN, FAA, MSC, and theater directives, policies, and guidance.

NAICS CODE: The NAICS Code for this requirement is 481212: Nonscheduled Chartered Freight Air Transportation, and the Size Standard is 1,500 employees

Interested offerors shall submit a brief but complete capability statement that demonstrates the capability to perform the type of service described in the DRAFT Performance Work Statement (PWS) for evaluation. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted.

This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.

All responses to this market survey should be forwarded to Mr. Jim Ellis via email at james.p.ellis54.civ@us.navy.mil no later than 5:00pm local time, Norfolk, VA on 12 March 2025.

The draft PWS is provided as an attachment to this notice.

2. Place of Performance:

Worldwide.

3. Market Survey Response Instructions:

Interested parties shall furnish the following information:

1. Name of Organization, DUNS number, and CAGE code.

2. Telephone/Fax Number, Address, and Email address for the primary point of contact

3. Brief description of your organization’s capabilities

4. Brief summary of organization’s history relative to similar requirements

5. Small business standing (i.e. large or small business, specific category of small business)

6. Please provide specific details and rationale as to how compliance with Federal Acquisition Regulation clause 52.219-14 will be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

7. Does the Company have Air Mobility Command (AMC) Commercial Airlift Review Board (CARB) approval? If not, explain how the Company will obtain CARB approval prior to anticipated delivery date.

8. The Type/Model/Series of helicopter your company would use to meet the PWS specifications. Include summary of any modifications to the airframes to meet requirements.

9. Length of time operating as a FAR PART 133 and 135 carriers.
