Following are Questions received on RFP N02PC85015-34, and answers that clarify the requirements of the RFP.
1. Question: The Additional Technical Proposal Instructions (Attachment 8 of the RFP) indicate that both the Base IDIQ and Sample Task Order 1 each have 60-page limits and should include the components listed in the instructions (Technical Approach and Understanding of the Requirement, Personnel, Corporate Organizational Experience, and Facilities and Equipment). The Statements of Work for the Base IDIQ and Sample Task Order 1 are identical except for the 15 Additional Task Areas that are only in the Base IDIQ. Please verify that the Government is asking that all contents of the technical proposal that are the same between the Base IDIQ and Sample Task Order be repeated in Section 1 (Base IDIQ) and Section 2 (Sample Task).
Alternatively, would the Government allow bidders to present Understanding of the Requirement, Personnel, Corporate Organizational Experience, Facilities and Equipment, Technical Approach for the Additional Task Areas in Section 1 and present the Technical Approach to all tasks that are identical in Section 2? Similarly, should appendices and attachments (e.g., resumes) be repeated in Sections 1 and 2 of the Technical Proposal or would the government allow appendices and attachments to be included only once in either Section 1 or Section 2?
Answer: The Government is not requiring a complete copy of contents for both the Base IDIQ and Sample Task Order #1 Technical Proposals. The Offerors shall fully demonstrate their approach and understanding of the Base IDIQ as a whole requirement and the contractual vehicle, where there is a possibility of awarding multiple Task Orders. The Offerors shall demonstrate their approach and understanding of the Sample Task Order #1. The Offerors may reference where an appendix or attachment can be found in their proposal.
2. Question: Whether companies from Outside USA can apply for this [requirement] (like, from India or Canada)?
Answer: All organizations are able to respond, although there may variances in some clauses, terms and conditions for foreign entities, in accordance with the Federal Acquisition Regulation (FAR). If a foreign entity has any questions about differing clauses, terms or conditions, they should consult the FAR and follow up with the Contracting Officer as necessary for clarification.
3. Question: Whether we [the Offeror] need[s] to come over there for meetings?
Answer: Yes, in person meetings at the National Cancer Institute are anticipated in this requirement, see Attachment 13.
4. Question: Can we [the Offeror] perform the tasks (related to RFP) outside USA (like, from India or Canada)?
Answer: See Response to Question #2.
5. Question: Can we [the Offerors] submit the proposals via email?
Answer: No, email submissions will not be accepted. Review Attachment 1:
Packaging and Delivery of Proposals for Use with the NIH electronic Contract Proposal Submission (eCPS) Website.
