Description
The National Cancer Institute (NCI), Office of Space and Facilities Management (OSFM) plans to procure on a sole source basis seventy-four (74) parking cards for employees at 11400 Rockville Pike, Rockville MD 20852, also known as Rockwall One from Atlantic Services Group, Inc., 4200 Wisconsin
Avenue, suite 550, NW Washington DC 20016.
The purpose of this acquisition is to purchase 74 non-reserved spaces for a 12-month period.
This acquisition will be processed in accordance with simplified acquisition procedures as stated in
FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American
Industry Classification System code is 812930 and the business size standard is $38.5 million
Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.
It has been determined there are no opportunities to acquire green products or services for this procurement.
The NCI OSFM uses 11400 Rockville Pike, Rockville MD as temporary work space for programs that are having renovations being done and is providing work space for a group of NCI-Ca-HUB employees at that location. Ca-Hub occupied the space on April 16, 2010 and OSFM originally obtained forty-eight (48) non-reserved and two (2) reserved parking spaces for the employees who moved to this acquired location. The number of cards has now increased to eighty (74) non-reserved spaces.
The contractor will provide seventy-four (74) parking spots at 5515 Security Lane, Rockville, MD.
The contractor will provide the allotted number of parking cards with unique identification numbers to an NCI contact who will then assign a card to each NCI employee at Rockwall One. The ID number for each assigned card and the name of the employee it was assigned to will be sent to the vendor for their records. NCI will provide the vendor any updates should any parking card be reassigned to a different NCI employee.
Atlantic Services Group (ASG) owns the parking facility at this location and is the only company that can provide parking to this particular facility. ASG is the only company that this facility uses to provide parking for its tenants and since NCI is now one of the building tenants, parking must be purchased through ASG as there is only one source.
