Presolicitation Notice: RFP No. N02CO57019-02
Contracting Office Address:
Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, Riverside Five, Suite 400, 8490 Progress Drive, Room 4036, Frederick, MD 21701-4998.
Note: This synopsis follows a Sources Sought notice that was released on 5/4/15 under HHS-
NIH-NCI-SBSS-TSB-57019-02.
Description:
The National Institutes of Health (NIH), Office of the Director (OD) of the Center for Strategic Scientific Initiatives (CSSI) of the Office of Cancer Clinical Proteomics Research (OCCPR) of the National Cancer Institute (NCI) is seeking a Biospecimen Core Resource (BCR) capable of receiving, qualifying, processing and distributing annotated biospecimens in support of the Clinical Proteomic Tumor Analysis Consortium (CPTAC) Program. The purpose of this project is to utilize a pipeline to collect, process, qualify, genomically characterize, and distribute biospecimens for CPTAC and to collect, analyze, review, store, and distribute the data associated with this research. The pipeline of these components will supply high-quality biospecimens and data to a network of Proteome Characterization Centers (PCC), Proteogenomic Translational Centers (PTC), and Proteogenomic Data Analysis Centers (PGDAC). Ultimately, the samples will be characterized for copy number variation, single nucleotide polymorphisms, DNA, RNA, and protein expression and mutation analysis. De-identified data will be made available through the CPTAC Data Coordinating Center and other NIH data resources.
The overall objective of the Clinical Proteomic Tumor Analysis Consortium (CPTAC) is to improve our understanding of cancer biology by conducting proteogenomic analysis on selected cancer types (up to 10 cancer types, 200 cases each) where unanswered questions remain about the molecular biology of the disease. This analysis will add a complementary layer of protein molecular biology that facilitates refinement of driver genes, enhances understanding of the pathogenesis through proteomic subtyping, and illuminates dynamic alterations in post translational modifications responsible for the dysregulation of cancer signaling networks and pathways.
Request for Proposal (RFP) N02CO57019-02 will be available on or about June 23, 2015 and receipt of proposals will be due at 2:00 p.m., Eastern Prevailing Time on or about July 23, 2015.
The RFP will only be available electronically and must be accessed through the FedBizOpps website and the National Cancer Institute homepage at http://rcb.cancer.gov/rcb-internet/index.jsp. All information required for submission of a proposal will be contained in the electronic RFP package. It is the offeror’s responsibility to monitor the above Websites for the release of this RFP and amendments, if any. All responsible sources may submit a proposal, which shall be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost-plus-fixed-fee and firm-fixed priced hybrid-type contract will be awarded on or before September 11, 2015, for a base period of one-year, plus (4) one year option periods. This advertisement does not commit the Government to award any contract. The North American Industry Classification System (NAICS) code is 541990, with a size standard of $15.0 million.
