AMENDMENT NO.: 3
EFFECTIVE DATE: May 22, 2015

National Institute on Drug Abuse, NIH Office of Acquisitions NIDA R&D Contracts Management Branch 6001 Executive Boulevard Suite 4211 MSC 9559 Bethesda, Maryland 20892-9559

NAME AND ADDRESS OF CONTRACTOR: To All Offerors
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of Offers is NOT extended. Offerors must acknowledge receipt of this amendment on each offer submitted. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by letter, provided each letter makes reference to the solicitation and this amendment and is received prior to the opening hour and date specified.
DESCRIPTION OF AMENDMENT (Organized by Uniform Contract Format (UCF) section headings, including solicitation contract subject matter where feasible)
PURPOSE: to clarify RFP requirements by responding to additional questions submitted under the RFP. Unless specifically noted, all specifications of the RFP, as amended by Amendments 1 and 2, remain unchanged.
The following responds to additional questions received under this solicitation. For Questions and Answers 1 through 13, see Amendments 1 and 2.
QUESTION 14: Section 5.5 of Attachment 3, Response Rates for Biospecimens. The Wave 4 subsection states, “The Contractor shall achieve a response rate of 77.4 percent for urine samples collected among a subsample of 11,000 continuing adult participants specified by the NIDA COR.” Achieving this rate will yield 8514 collected urine samples (11,000 * 0.774) from this subsample. If the intent is to collect 11,000 urine samples then the contractor should achieve a response rate of 77.4 percent for urine samples collected among a subsample of 14,212
Request for Proposal Amendment 3 N01DA-16-5582 Page 2 of 2 continuing adult participants. Which scenario is intended? There are similar requirements for Waves 5, 6 and 7.
ANSWER 14: The latter scenario is correct. The response rate of 77.4% for urines collected among continuing adults is intended to yield at least 11,000 urine samples.
QUESTION 15: The RFP states that bidders should assume target sample sizes for each replenishment wave equal to the baseline samples of 13,651 youths and 32,320 adults (for a total of 45,971 respondents). Should we also assume that the sample allocation for Waves 4 and beyond should be designed to achieve at least the same sample sizes of adult respondents across the 8 key analytic domains based on age, race, and tobacco use status as were obtained at baseline?
ANSWER 15: Yes, this assumption is reasonable.
QUESTION 16: The RFP states that a requirement for the replenishment sampling for Waves 4 and 6 is to obtain sufficient sample sizes for individual ages among the Youth survey participants so that when they age up to 18 and 19, both 18 and 19 year olds will constitute at least 6.8 percent of the total adult sample, and thus at least 13.6 percent in total. In the baseline 18 and 19 year old respondents represented about 3.8 percent of the adult population sample each, so fulfilling this requirement can be achieved only by increasing the overall adult sample size over Waves 4-8, and the sample will become increasingly concentrated in the young population. Thus, the number of responding 18 year olds at Wave 8 needed to satisfy this requirement will have to be larger than the number in Wave 4. Is this what was intended? If not, could this requirement be clarified and/or modified?
ANSWER 16: Yes, this is what was intended. That is, at least 6.8 percent of completed interviews among adults shall be with aged-up 18 year olds and at least 6.8 percent shall be with aged-up 19 year olds at each of Waves 4-7, and for planning purposes, Wave 8.
All other terms and conditions of the RFP, as amended by Amendments 1 and 2, remain unchanged.
