NOTICE TO OFFERORS
This solicitation is being processed under a Partnership Agreement (PA) between the Department of Health and Human Services (HHS) and the Small Business Administration (SBA), under which the SBA has delegated to HHS, authority to enter into 8(a) contracts directly with eligible 8(a) firms. The PA implements innovative and effective methodology designed to streamline the acquisition process for awards under the 8(a) program. The United States Department of Health and Human Services (DHHS) is a designated pilot agency under the PA.
Any solicitation and subsequent awards processed under the referenced PA, National Institute on Drug Abuse, NIH/DHHS will make the award directly to the 8(a) firm. SBA will not be a signatory to the award resulting from this solicitation. SBA will, however, retain responsibility for 8(a) certification, administer other eligibility related issues under the 8(a) program, and be available to 8(a) firms for counseling and assistance.

ARTICLE B.1. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES
This contract will provide a high level of content expertise in substance use disorder treatment and adult learning.
It provides training, technical assistance and support to disseminate NIDA's research findings to the spectrum of health care professionals working in the field of substance use disorder treatment. Required activities in outreach and relationship management include communication with professional organizations and expert workgroups, coordination of program development and execution, implementation and follow-up technical assistance for research dissemination via meetings and other avenues.

ARTICLE B.3. PROVISIONS APPLICABLE TO DIRECT COSTS
This article will prohibit or restrict the use of contract funds, unless otherwise approved by the Contracting Officer. SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
ARTICLE C.1. STATEMENT OF WORK
1. Background Information and Objectives
A. Introduction/Background Information
The National Institute on Drug Abuse's (NIDA) innovative research portfolio continues to generate new scientific findings that hold immense potential to inform and enhance drug abuse and addiction treatment. Despite recent research advances, health care professionals from all medical fields including substance use disorder treatment providers, experience obstacles adopting new scientifically-tested treatment strategies. These obstacles and difficulties include a range of barriers such as organizational or funding constraints, inadequate service infrastructures, incomplete dissemination strategies, and/or administrative or staff resistance toward implementing new interventions.
To reduce the chasm between research and practice and to accelerate the dissemination of real-world application of science-based findings, NIDA developed the Blending Research and Practice Initiative in 2001. This initiative evolved into the Institute's most innovative effort to translate research to practice and to incorporate input and feedback from multiple stakeholders to make the best evidence-based treatments available to those who need them.
A key partner in this effort is the Substance Abuse and Mental Health Services Administration (SAMHSA) and their Addiction Technology Transfer Center (ATTC) Network. With their collaboration, this initiative developed twelve Blending products for substance use disorder (SUD) treatment providers created by 'Blending Teams'. NIDA researchers, community treatment providers, staff from SAMHSA's ATTC Network, and medical education experts comprise these teams.
This contract provides NIDA with the opportunity to disseminate new scientific findings in many ways, and to a variety of audiences. During the past year, the Blending Initiative Contract supported symposia, workshops, and embedded sessions at national medical and SUD meetings. The Blending Initiative Contract also supports expert panels and provides educational opportunities via webcast.
To broaden the reach of NIDA's research, the Blending Initiative Contract also supports multiple avenues for on-line learning for health professionals. Recent examples include the Motivational Interviewing Training and Patient Simulation (http://www.drugabuse.gov/blending-initiative/cme-ce-simulation) and tailoring the use of a novel online mentoring and training program (Project ECHO http://echo.unm.edu/) to provide training in the use of buprenorphine to treat opioid addiction.
B. Objectives
This contract will provide a high level of content expertise in substance use disorder treatment and adult learning.
It provides training, skills building, technical assistance, and support to disseminate NIDA's research findings to the spectrum of health care professionals working in the field of substance use disorder treatment. Required activities in outreach and relationship management include communication with professional organizations and expert workgroups, coordination of program development and execution, implementation and follow-up technical assistance for research dissemination via meetings and other avenues.
The Contractor will provide all necessary content and logistical support for the NIDA's efforts in the Blending Initiative.
The full utilization of communication technology (online learning technology tools, webinars, internet, etc.) to broaden the reach of the Blending Initiative's outreach is an important objective. The web-based/electronic conduct of meetings and other educational offerings, as well as the promotion and coordination of meetings and other educational offerings utilizing this approach is integral to this effort.
The Contractor will develop approaches to dissemination that utilize outreach and mentoring for early career practitioners or explore the use of new technology and non-traditional training methodology, as well as the establishment of durable training opportunities and tools such as the Blending Products. The Contractor will develop these with SAMHSA's Addiction Technology Transfer Centers (ATTCs) or in collaboration with existing technology
- 8 -training and education media channels, including web-based training and education, interactive training software, and mHealth tools.

2. Services to be Performed
A. General Requirements
1. Independently, and not as an agent of the Government, the Contractor will furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified) and perform the work set forth below.
2. The Government Contracting Officer's Representative (COR), whose position is defined in Section G of this contract, will monitor all work under this contract.
B. Specific Requirements
The Contractor shall conduct, and administer all activities of this contract in coordination with the COR. Tasks include:
Task 1. Outreach to Professional Organizations and Policymakers
The Contractor shall coordinate new and ongoing opportunities for relationship building and continuation with professional organizations and key policy makers. In collaboration with the COR and other NIDA staff, the Contractor will identify professional organizations and thought leaders serving key audiences in medicine, nursing, psychology and other health professions and identify opportunities for reaching treatment provider audiences to promote the implementation of NIDA's research and evidence-based practices.
The Contractor shall maintain awareness of current practices and policy directions in general healthcare and the field of SUDs and current key thought leaders who may support the dissemination of NIDA's research and evidence based practices in the care of SUD patients.
Within each year, with time sufficient to meet meeting presentation proposal and other required deadlines, the Contractor will provide the COR with a calendar for the upcoming year that identifies key meetings and opportunities to reach NIDA's stated audiences with educational programs and products as well as a report identifying the names affiliations, positions and contact information for all persons contacted at professional organizations in support of this contract during each contract year.
Task 2. Research Dissemination Meetings
The Contractor shall, in collaboration with the COR, identify opportunities, plan, organize, and arrange multiple meetings in various formats designed to address challenges, barriers and opportunities that influence effective dissemination of substance use disorder (SUD) research conducted by NIDA to the SUD treatment field. The Contractor will conduct various planning and "research to practice" meetings and technical assistance tasks to facilitate communication and dissemination of NIDA research findings to multiple constituent groups.
The Contractor shall provide logistical and operational support for these meetings, including contacting participants, sending confirmation of participants, contracting with hotels for meeting space and/or guest accommodations at the

Government rate, coordinating audiovisual requirements, agenda preparation (with input from NIDA staff), preparation and distribution of meeting materials, and drafting detailed meeting minutes and summaries. The Contractor shall develop and mail meeting invitations, meeting logistical letters and attendance confirmation requests at least 15 working days before the meeting. The contractor shall support travel, lodging, and per diem expenses when required.
The Contractor shall develop and maintain a system to manage and track meeting invitations, registrations, and attendees (i.e. meeting database, registration website, etc.).
1. Regional Blending Meeting/Pre-Conference Meeting
The Contractor shall provide logistical assistance and staffing to support Regional Blending Meetings/Pre-Conference Meetings scheduled in conjunction with national conferences. This includes approximately one Pre-Conference Meeting (1 day each) focusing on topics relevant to the dissemination of NIDA's research findings conducted in each year of the contract. Each meeting should have approximately 150 attendees. The COR will confirm these meetings and are expected to be co-located (city and conference facilities) with their partnering national conferences. The Contractor will arrange CME credit for meeting attendees. The Contractor shall provide travel support, lodging, and per diem expenses for approximately four sponsored non-Federal participants as well as necessary contractor staff at each session. Additionally, it shall provide pre-paid airline tickets and pre-paid hotel rooms whenever possible.
For proposal purposes, offerors may assume sessions will alternate between the east and west coasts each year of the contract.
2. Expert Panel Meetings
The Contractor shall provide logistical assistance and staffing to support Expert Panel Meetings dealing with particular topics relevant to the dissemination of NIDA's research findings. This includes approximately three meetings (1½-day each) each year of the contract. The meetings, called by the COR, are to take place in the Washington, D.C. area in Federal facilities and should each include approximately 30 participants. The Contractor shall provide honorarium (up to $250 per day), travel support, lodging, and per diem expenses for all sponsored non-Federal participants (approximately 7 individuals per meeting). Additionally the Contractor shall provide pre-paid airline tickets and pre-paid hotel rooms, whenever possible.
3. Dissemination Workshops and Symposia
The Contractor shall provide logistical assistance to support Workshops and Symposia within national conference schedules. This includes approximately five Workshops or Symposia (½-day each) focusing on topics relevant to the dissemination of NIDA's research findings in each year of the contract. These meetings, confirmed by the COR, are to take place in co-locations(city and conference facilities) with their partnering national conferences and should each include approximately 60-100 participants. The Contractor shall provide travel support, lodging, and per diem expenses for approximately two sponsored non-Federal participants per session. Additionally, the Contractor shall provide Pre-paid airline tickets and pre-paid hotel rooms whenever possible.
For proposal purposes, offerors may assume two sessions will take place on the west coast and three will be on the east coast.
4. Blending Outreach & Display Booth
The Contractor shall provide the necessary assistance to support Blending Initiative outreach to healthcare-related professional organizations through display of and staffing of the Blending Initiative Booth at annual meetings.
Approximately three meetings ( 2 days each) will be attended each year of the contract. These meetings, confirmed by the COR, are expected to take place in co-locations (city and conference facilities) with their partnering national meetings. In addition to the display booth, the contractor staff will meet with leadership of each meeting's professional organization to discuss opportunities for outreach to their membership and developing future collaborations.
For proposal purposes, offerors may assume two sessions will take place on the west coast and one on the east coast.
Task 3. Mentor-Facilitated Training

The Contractor shall coordinate training opportunities for early-career healthcare providers working in key care settings. These experiences will be facilitated in collaboration with professional healthcare related organizations and will afford the trainee the opportunity to conduct a mentored project in SUD treatment and to present it at a scientific meeting. These arrangements will provide each trainee/mentor pairing will be provided a stipend and collaborating professional organization will receive administrative support.
For proposal purposes, offerors may assume up to six such opportunities per year at a direct cost of $25,000 each.
Task 4. Research Dissemination Projects
The Contractor shall maintain ongoing communications with the key staff members of professional organizations, professional organizational special interest groups in substance use disorder treatment, directors of the State Substance Abuse Agencies and the Addiction Technology Transfer Centers in localities hosting research dissemination meetings to continually foster efforts to apply NIDA research findings into practice settings. Specifically, this may entail conducting needs assessments related to gaps in linking research to practice; conducting meetings at national conferences on strategies to bridge this gap; and compiling findings and recommendations from these meetings distribution to the leadership in the drug abuse field.
The Contractor shall also coordinate joint, science to services efforts with constituents and stakeholders to disseminate NIDA's research within the field of substance abuse and addiction. The Contractor may use these funds for these joint activities to provide logistical support for workshops, including such activities as program and materials development, curriculum development, coordination, report generation, printing costs, mailing, and dissemination, meeting room rental, travel, per diem, honoraria for participants. These funds may also support other joint collaborations such as special analyses, early-career scholarships, internships, skills building, satellite broadcasts, publications, brochures, and other communication and dissemination related tasks.
These collaborations will require the use of Work Assignments. The Work Assignment will at a minimum contain the following: 1) planned period of performance; 2) description of the necessary work; 3) the name of the work assignment leader; 4) deliverables; and 5) detailed costs. Upon approval of a Work Assignment by the Contracting Officer, the Contractor shall issue a purchase order, work order, consultant agreement, or other appropriate contracting mechanism to the collaborating organization based on the NIDA issued Work Assignment.
For proposal purposes, offerors may assume up to four such collaborations per year at a direct cost of $50,000 each.
Task 5. Consultants
Identify and engage expert, scientific consultant services. Consultants with special expertise in dissemination, medical education and training, substance use disorders or fields related to the development of Blending Initiative products or programs are needed to support this project periodically or on an ongoing basis. At the request of the COR, the Contractor will make arrangements for ad hoc and ongoing consultants. The COR will identify experts to meet with NIDA staff and/or grantees periodically on an as required basis. Consultants may be asked to attend meetings in support of the program. The Contractor will contact the consultants and make travel arrangements for each visit. The Contractor shall provide per diem and honorarium (up to $250/day) for each consultant visit. Whenever possible, the Contractor will provide prepaid airline tickets and hotel rooms. It is expected that approximately four consultants will visit NIDA for 2 days each year.
Task 6. Transition
In the event that a contract to continue this effort is awarded to a new Contractor in the end last year of the contract, the last 90 days of the final year will incorporate transition tasks along with the regular tasks in the contract. If a Transition Period is necessary, to provide an orderly transition to a subsequent contractor, the work to be performed during the last 90 days of the contract period of performance will consist of the following:
1. At least 90 days prior to the completion date of this contract, the incumbent shall submit to the COR a written transition plan that will ensure a secure and orderly transfer of all contract-related materials to a successor contractor
- 11 -or the Government. This plan shall include provisions for transferring all contract-generated computer files, computer programs including all source codes, materials, and supplies, and records.
2. During the first 60 days of the transition phase, the incumbent will perform all the tasks at 100% effort while working closely with and familiarizing the new Contractor with the tasks. During the last 30 days of the transition phase, the incumbent will scale down its effort to 25% level before the contract ends. At the end of the contract period, the Contractor will provide all contract-generated computer files, computer programs including all source codes, materials, and supplies, and records to the COR and designee(s).
For proposal purposes, this task occurs in the final contract year.
3. OPTIONS (Periods/Quantities)
A. OPTION 1 - Contract Years 2, 3, 4, & 5 (Option Periods)
This option will extend the period of performance of this contract for an additional 12 months. During the option periods, the Contractor must perform the same work as described in the base period. The Government may exercise Option 1 four times during the life of the contract.
B. OPTION 2 - Level of Effort (Option Quantity)
If exercised, this option will add 400 additional person hours in performance of the Statement of Work. The Government may exercise this option up to two times per contract year.
C. OPTION 3 - Level of Effort (Option Quantity)
If exercised, this option will add 1,880 additional person hours in performance of the Statement of Work. The Government may exercise this option up to one time per contract year.
D. OPTION 4 - Transition (Option Quantity)
If exercised, this option will add 188 additional person hours and one month to address unforeseen activities of transition at the end of the contract. The Government may exercise thiis option one time during the final year of the contract.
a. The applicable Privacy Act System of Records Number will be specified and shall be used in any design, development, or operation work to be performed under the resultant contract. Disposition of records shall be in accordance with SECTION C of the contract, and by direction of the Contracting Officer's Representative (COR).
ARTICLE C.2. REPORTING REQUIREMENTS
All reports required herein shall be submitted in electronic format. In addition, hardcopies of each report shall be submitted to the Contracting Officer, and Contracting Officer's Representative in accordance with Article F.2.
All electronic reports submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Additional information about testing documents for Section 508 compliance, including guidance and specific checklists, by application, can be found at: http://www.hhs.gov/web/508/index.html under "Making Files Accessible."
All paper/hardcopy documents/reports submitted under this contract shall be printed or copied, double-sided, on at least 30 percent post consumer fiber paper, whenever practicable, in accordance with FAR 4.302(b).
a. Technical Progress Reports
1. In addition to the required reports set forth elsewhere in this Schedule, the preparation and submission of regularly recurring Technical Progress Reports will be required in any contract resulting http://www.hhs.gov/web/508/index.html

These reports will require descriptive information about the activities undertaken during the reporting period and will require information about planned activities for future reporting periods. The frequency and specific content of these reports will be determined prior to contract award. Note: The Contractor shall include the applicable PubMed Central or NIH Manuscript Submission reference number when citing publications that arise from its NIH funded research.
For proposal preparation purposes only, it is estimated that in addition to the required electronic version(s) 1-2 hard copies of these reports will be required as follows:

1. Reporting of Financial Conflict of Interest (FCOI)
All reports and documentation required by 45 CFR Part 94, Responsible Prospective Contractors including, but not limited to, the New FCOI Report, Annual FCOI Report, Revised FCOI Report, and the Mitigation Report, shall be submitted to the Contracting Officer in Electronic format. Thereafter, reports shall be due in accordance with the regulatory compliance requirements in 45 CFR Part 94.

2. Information Security and Physical Access Reporting Requirements
The Contractor shall submit the following reports as required by the INFORMATION AND PHYSICAL ACCESS SECURITY Article in SECTION H of this contract. Note: Each report listed below includes a reference to the appropriate subparagraph of this article.
a. Roster of Employees Requiring Suitability Investigations
The Contractor shall submit a roster, by name, position, e-mail address, phone number and responsibility, of all staff (including subcontractor staff) working under the contract who will develop, have the ability to access, or host and/or maintain a Federal information system(s). The roster shall be submitted to the Contracting Officer's Representative (COR), with a copy to the Contracting Officer, within 14 calendar days of the effective date of the contract. (Reference subparagraph A.d. of the INFORMATION AND PHYSICAL ACCESS SECURITY Article in SECTION H of this contract.)

b. IT Security Plan (IT-SP)
In accordance with HHSAR Clause 352.239-72, Security Requirements For Federal Information Technology Resources, the contractor shall submit the IT-SP within thirty
(30) days after contract award. The IT-SP shall be consistent with, and further detail the approach to, IT security contained in the Contractor's bid or proposal that resulted in the award of this contract. The IT-SP shall describe the processes and procedures that the Contractor will follow to ensure appropriate security of IT resources that are developed, processed, or used under this contract. If the IT-SP only applies to a portion of the contract, the Contractor shall specify those parts of the contract to which the IT-SP applies.
The Contractor shall review and update the IT-SP in accordance with NIST SP 800-53A, Guide for Assessing the Security Controls in Federal Information Systems and Organizations, on an annual basis.

c. IT Risk Assessment (IT-RA)
In accordance with HHSAR Clause 352.239-72, Security Requirements For Federal Information Technology Resources, the contractor shall submit the IT-RA within thirty
(30) days after contract award. The IT-RA shall be consistent, in form and content, with NIST SP 800-30, Risk Management Guide for Information Technology Systems, and any additions or augmentations described in the HHS-OCIO Information Systems Security and Privacy Policy.
The Contractor shall update the IT-RA on an annual basis.
(Reference subparagraph D.c.2. of the INFORMATION AND PHYSICAL ACCESS SECURITY Article in SECTION H of this contract.)
d. FIPS 199 Assessment
In accordance with HHSAR Clause 352.239-72, Security Requirements For Federal Information Technology Resources, the Contractor shall submit a FIPS 199 Assessment within thirty (30) days after contract award. The FIPS 199 Assessment shall be consistent with the cited NIST standard.

e. IT Security Certification and Accreditation (IT-SC&A)
In accordance with HHSAR Clause 352.239-72, Security Requirements For Federal Information Technology Resources, the Contractor shall submit written proof to the Contracting Officer that an IT-SC&A was performed within three (3) months after contract award.
The Contractor shall perform an annual security control assessment and provide to the Contracting Officer verification that the IT-SC&A remains valid.

f. Reporting of New and Departing Employees
The Contractor shall notify the Contracting Officer's Representative (COR) and Contracting Officer within five working days of staffing changes for positions that require suitability determinations as follows:
a. New Employees who have or will have access to HHS Information systems or data: Provide the name, position title, e-mail address, and phone number of the new employee. Provide the name, position title and suitability level held by the former incumbent. If the employee is filling a new position, provide a description of the position and the Government will determine the appropriate security level.
b. Departing Employees: 1) Provide the name, position title, and security clearance level held by or pending for the individual; and 2) Perform and document the actions identified in the "Employee Separation Checklist", attached in Section J, ATTACHMENTS of this contract, when a Contractor/Subcontractor employee terminates work under this contract. All documentation shall be made available to the COR and/or Contracting Officer upon request.

g. Contractor - Employee Non-Disclosure Agreement(s) The contractor shall complete and submit a signed and witnessed "Commitment to Protect Non-Public Information

The Contractor shall report the results of the required monthly special vulnerability scans no later than 10 days following the end of each reporting period. If required monthly, this report may be included as part of the Technical Progress Report. Otherwise, this report shall be submitted under separate cover on a monthly basis.

3. Section 508 Annual Report
The contractor shall submit an annual Section 508 report in accordance with the schedule set forth in the ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITY Article in SECTION H of this contract. ARTICLE C.3. INVENTION REPORTING REQUIREMENT

In addition, one copy of an annual utilization report, and a copy of the final invention statement, shall be submitted to the Contracting Officer. The first annual utilization report shall be due on or before the expiration of the base period. Thereafter, upon the exercise of any option periods, reports shall be due on or before the expiration of the respective option period. The final invention statement (see FAR 27.303(b)(2)(ii)) shall be submitted on the expiration date of the contract. All reports shall be sent to the following address:

SECTION D - PACKAGING, MARKING AND SHIPPING
All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name.
