AMENDMENT 4
April 11, 2012 for
RFP N01CN25002-78
The following offeror questions regarding the Solicitation are addressed as follows:
QUESTION 1:
Is the due date for proposal submission extended?
Response:
The due date for proposal submission is unchanged: April 23, 2012, 3:00 p.m. EST local time.
Any proposal received after the due date/time is considered late and will be treated in accordance with procedures contained in HHSAR 352.215-70-Late Proposals and Revisions, found in SECTION L, page 44 which states:
SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
LATE PROPOSALS AND REVISIONS
j. LATE PROPOSALS AND REVISIONS, HHSAR 352.215-70 (January 2006)
Notwithstanding the procedures contained in FAR 52.215-1(c)(3) of the provision of this solicitation entitled Instructions to Offerors-Competitive Acquisition, the Government may consider a proposal received after the date specified for receipt if it appears to offer the best value to the Government and it was received before proposals were distributed for evaluation, or within 5 calendar days after the exact time specified for receipt, whichever is earlier.
Clarification: In accordance with the 5 calendar days cited above the last day a late proposal could be received by the Government is Friday, April 27, 2012, since the Government is not open on Saturday, April 28, 2012.
QUESTION 2:
Creating detailed subcontractor budgets and getting necessary approval(s) takes time. In that context, is it possible to propose a sample “Estimated Budget” as simple categories such as personal/labor, fringe, material, facility changes, and other service changes?
Response:
Page 114 of the RFP, under B. Technical Approach, lists the information required to be submitted for subcontractors. There are no limitations or constraints given therefore it is up to offerors to use their best judgment in providing what might be sufficient information for the panel of reviewers. There are other RFP references to subcontractor information such as page 56, c. Subcontracted Items (over $650,000).
The level of detail is not specified therefore it is up to the offeror to make a determination. In addition, SECTION M, 6.A. Technical Evaluation Factors, pages 71-73 also provides specific subcontractor criteria that the panel of reviewers will (in part) base their scores on.
In addition, this Amendment 4 revises the Solicitation as follows (see yellow highlights):
REVISION 1:
Section L, 2.a.2., page 45, Authorized Official and Submission of Proposal, is revised to include original RFP language (issued March 13, 2012) as follows:
The proposal must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this RFP. Your proposal shall be submitted in the number of copies, to the addressees, and marked as indicated in the Attachment entitled, PACKAGING AND DELIVERY OF PROPOSAL, Part III, Section J hereof. Proposals will be typewritten, paginated, reproduced on letter size paper, printed/copied double-sided, on at least 30 percent post consumer fiber paper, as required by FAR 4.302(b), and will be legible in all required copies.
REVISION 2:
Attachment 9, ADDITIONAL TECHNICAL PROPOSAL INSTRUCTIONS, page 2, is revised to include the original RFP language (issued March 13, 2012) as follows:
PAGES THAT ARE 2-SIDED WILL COUNT AS 2 PAGES.
AND:
Revise the following listed under “Documents submitted using Adobe.pdf shall be submitted using a .pdf searchable format” as follows:
Print setup should be double-sided on standard letter size paper (8.5 x 11”).
REVISION 3:
Attachment 1, PACKAGING AND DELIVERY OF PROPOSALS is revised as follows:
A. TECHNICAL PROPOSAL ONLY
ONE (01) ORIGINAL UNBOUND*HARDCOPY, NO BINDERS,
