Summary of Use of Other Than Full and Open Competition Justification and Approval
This document is a Justification and Approval (J&A) for procurement using other than full and open competition authority. The Navy Computer and Telecomm Area Master Station Pacific (NCTAMS PAC), through NAVSUP FLC Pearl Harbor, is procuring UPS circuit relocation services for critical mission equipment in Building 1A [PRF 106988]. The requirement involves relocating and landing twelve circuits across two electrical panels (P/P2 and P/P3), including circuits for Naval Research Laboratory systems, Matreces equipment, Purge units, Outside Rack, Telecommunications systems, and AGM battery chargers. The contractor must coordinate and execute authorized service interruptions, install new wiring, perform 100% operational testing, and deliver a comprehensive project closeout report. The period of performance is not to exceed fourteen business days from on-site start, with a required delivery window of 09/17/2026 to 10/16/2026. Procurement Request Number: 1301402463.
The justification for single-source procurement is based on unusual and compelling urgency under 10 U.S.C. 3204(a)(2) and FAR 6.302-2. The selected contractor, Miquin/Critical Power Electric, possesses specialized technical qualifications and proprietary knowledge of the underlying electrical architecture and UPS layout specific to Building 1A. Key justifications include critical infrastructure safety risks (unauthorized contractors could cause accidental short circuits affecting Pacific Fleet communications), specialized system familiarity with NRL, Matreces, Purge, and Telecom systems, warranty preservation (using non-authorized contractors would void manufacturer warranties and technical support agreements), and schedule efficiency (preliminary engineering assessments are complete; alternative contractors would require 2-4 months additional analysis). The estimated dollar value is listed as $0.00 in the FY 2026 funding line, suggesting the cost may be confidential or recorded separately in the procurement tracker system.

Is the requested material or service represents the minimum requirements of the Government Estimated Dollar?
10 U.S.C. 3204(a)(2) as implemented by FAR 6.302-2 Unusual and Compelling Urgency
Additional Information Regarding Statutory Authority if Applicable
Critical Infrastructure Risk & Safety: The 12 circuits being relocated support high priority, active Navy communication networks. Working on live critical UPS panels Panel P/P3) in Building 1A poses extreme operational risks. An unauthorized or non-certified contractor performing these delicate operations could cause accidental sh leading to widespread, unplanned communications outages for the Pacific fleet.
Specialized System Familiarity: Miquin/Critical Power Electric designed and maintains specialized knowledge of the underlying electrical architecture and UPS layout 1A. Their personnel possess proprietary and expert familiarity with the specific technical configurations of the NRL, Matreces, Purge, and Telecom systems involved in t Warranty Preservation: The existing critical UPS branch circuit systems and associated power hardware are under active technical support and warranty. Utilizing a no contractor to introduce new breakers, execute panel ASIs, and reroute active lines would void manufacturer warranties and technical support agreements, potentially s financial liability and risk to the Government.
Schedule Efficiency: Miquin has already performed the preliminary engineering assessments and holds the necessary technical data to execute the task within the co business day timeframe. Selecting an alternative contractor would require repeating engineering analyses, resulting in at least a 2 to 4 month delay, leaving critical N vulnerable to further power-disruption events in the interim.
