About this file

This is a Questions and Answers document for a federal training solicitation. The document addresses 10 clarifying questions from prospective contractors regarding a CompTIA certification training course to be delivered at Joint Base Pearl Harbor-Hickam (JBPHH) in Honolulu, Hawaii.

The training must be completed within Fiscal Year 2026 on or before September 30, 2026, with September 21–25, 2026 being the Government's preferred dates due to internal watchfloor manning and certification deadline requirements. On-site exams must be administered on the final day in the designated classroom at Building 2060, Hangar 2 (900 Hangar Ave, Honolulu, HI 96818), which is equipped with Wi-Fi. The contractor is responsible for arranging a fully compliant CompTIA exam and all necessary testing equipment or arrangements as part of their Firm-Fixed-Price (FFP) per-student quote. Students may bring their own devices for the exam if allowable under CompTIA regulations, but the contractor bears sole responsibility for determining compliance and arranging alternative testing means if required. Pricing must be provided on a per-student basis rather than a fixed price per cohort. The Government will provide neither laptops nor establish testing facilities; the contractor must manage all exam logistics. Relevant past performance of proposed subcontractors and named instructors will be evaluated, with no additional qualification requirements beyond those published. No Covered Defense Information or Controlled Unclassified Information will be involved, and DFARS cybersecurity compliance requirements and CMMC certification are not applicable. Invoicing is permitted once students pass the initial exam, receive deferred exam vouchers, or receive remediation and secondary exam vouchers, as outlined in the Performance Work Statement Section 1.1.

# QUESTION RESPONSE

1 Are September 21–25, 2026 mandatory delivery dates or preferred dates within the 90-day period after award? What award date and base-access processing lead time should quoters plan around?

The on-site training must be completed within Fiscal Year 2026 (on or before 30 September 2026). September 21-25 is the preferred dates for the training due to the Government's internal watchfloor manning and certification deadline requirements.

2 For the Day 5 on-site exams, is an authorized testing facility already available at JBPHH? What computers, internet connectivity, private rooms and other exam resources will the Government provide?

Would a contractor's authorized mobile Pearson VUE arrangement on-base satisfy the requirement?

The Government's requirement is for the students to test on the final day in the designated classroom (900 Hangar Ave, Honolulu, HI 96818; Building 2060, Hangar 2). The classroom is equipped with Wi-Fi.

The Contractor is responsible for all necessary arrangements for a fully compliant CompTIA exam as part of their Firm-Fixed-Price (FFP) per-student quote.

If allowable by CompTIA / testing authority policies, students may be requested to bring their own devices for the exam. However, it is the sole responsibility of the Contractor to determine if that is acceptable under CompTIA regulations, or if other testing means/equipment must be arranged by the Contractor as part of their Firm-Fixed-Price (FFP) per-student quote.

3 Will the evaluation consider relevant past performance of a proposed delivery subcontractor and the named instructor, when clearly identified as their experience? Are there minimum reference or instructor-qualification requirements beyond those published?

Yes, relevant past performance as a subcontractor and from the named instructor will be considered. No additional minimum reference or instructor-qualification requirements beyond those published.

4 Please confirm the applicable contractor cybersecurity/SPRS requirements, including whether any CMMC status is required before award and whether covered defense information/CUI will be involved. How should quoters address commercial courseware, learning platforms, practice labs, remote remediation and exam services under DFARS 252.239-7009/-7010 and 252.204-7008/- 7012?

DFARS 252.204-7021 Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements is not in this solicitation or will be included in the awarded contract. No Covered Defense Information (CDI) or Controlled Unclassified Information (CUI) will be provided by the Government or generated under this contract.

5 What remediation/support duration and secondary-voucher validity are required?

How should the minimum 90-day post-course validity for deferred initial exams be reconciled with the 90-day period after award?

When may the training service be accepted and invoiced if remediation or deferred exams remain outstanding?

Refer to PWS Section 1.1 for minimum requirements.

Invoicing and acceptance rules are as follows:

• For individuals who pass the initial exam on Day 5, the Contractor may invoice for those individuals immediately upon completion.

• For deferred initial exams resulting from Government action/excusal, the Contractor may invoice for that student once the 90-day remote exam voucher is delivered and accepted.

• For individuals requiring remediation/retest, the Contractor may invoice once post-course remediation is provided and the secondary exam voucher are delivered and accepted by the Government.

6 Should the fixed price cover one cohort of up to nine regardless of actual attendance, or should quoters provide per-student pricing? Are there additional quotation-format, clause-representation or amendment-acknowledgment instructions?

Provide Firm-Fixed-Price (FFP) per-student pricing

7 Regarding this solicitation, does it allow for the participants to take the exam at a Pearson Vue testing center on or near the base on the final day of class?

Instructors are not allowed to administer the exam based on Pearson Vue policy so I was wondering if this is an option.

8 It is stated in the PWS that Desired dates are next week 21 September - 25 September2026. Is that still the case? It doesn’t give much time to book travel.

The on-site training must be completed within Fiscal Year 2026 (on or before 30 September 2026). September 21-25 is the preferred dates for the training due to the Government's internal watchfloor manning and certification deadline requirements.

9 For testing on Friday is using the CompTIA remote proctoring an acceptable solution. Again, with the short turn around sending equipment and a proctor would be difficult.

10 Will the Navy provide the necessary laptops for the students or are they allowed to bring their own for the purposes of the class and taking the exam on them on the final day?
