About this file

This Performance Work Statement (PWS) details void tank cleaning services for the Fleet Logistics Center Pearl Harbor (FLCPH) for YON-328, a fuel barge. The requirement involves cleaning five interstitial void tanks that have excessive salt build-up, which was discovered during pre-INSURV inspection preparations in December 2024. The salt accumulation could potentially lead to accelerated corrosion and hull compromise.

The contractor must provide all personnel, equipment, and materials to perform the cleaning, including a Gas Free Competent Person, Confined Space Entry Program, and HAZWOPER-certified technicians. Specific requirements include disposing of liquid waste, protecting electrical equipment, providing before and after photographs, and performing the work at Kilo Pier or Hotel Pier at Joint Base Pearl Harbor-Hickam. The period of performance is from contract award through September 30, 2025, with all work to be completed by September 30, 2026. The procurement is a 100% Small Business Set Aside, with the solicitation number N0060425Q4041, managed by the Department of the Navy Naval Supply Systems Command.
