COMMANDER NAVY REGION HAWAII (CNRH) PORT OPERATIONS
INSPECTION & CERTIFICATION FOR FIRE SUPPRESSION SYSTEMS
PURPOSE To complete the annual requirement of inspection and certification for the Fire Suppression systems on the (6) Tour boats, (2) Workboat mediums, (2) Workboat Large, Captain’s Gig, Admiral’s Barge, Skimmer 2 and HAZMAT Containers #1-4.
1.0 SCOPE
Annual inspection and certification for the Fire Suppression Systems on the (6) Tour boats, (2) Workboat mediums, (2) Workboat Larges, Captain’s Gig Admiral’s Barge, Skimmer 2 and HAZMAT Containers #1-4.
This is a non-personal services requirement for Inspection and Certification for the Fire Suppression Systems in support of CNRH. The Government will not exercise any supervision or control over the Contractor employees performing the services herein.
The contractor shall provide all necessary direct labor, supervision, management, and materials and equipment, except material and equipment specified as government-furnished, to meet the performance objectives defined in the performance work statement issued hereunder.
2.0 PERFORMANCE STANDARDS
a. The scheduled due dates (Day-Month) each year for the inspection and certification for the following vessels are below and are not to go past the yearly expiration date.

3.0 REQUIREMENTS
3.1 General Requirements
This Performance Work Statement (PWS) specifies the tasks to be performed deliverables to be provided and performance objectives to be met in support of the CNRH.
The Contractor shall furnish all work, management, supervision, labor and materials necessary to ensure the effective and efficient performance of functions identified throughout this PWS which, makeup this requirement
3.1.1 Period of Performance
The period of performance shall be as follows:
Base Period 01 June 2025 – 31 May 2026 Option Year I 01 June 2026 – 31 May 2027 Option Year II 01 June 2027 – 31 May 2028 Option Year III 01 June 2028 – 31 May 2029 Option Year IV 01 June 2029 – 31 May 2030
3.1.2 Place of Performance
All services are to be performed at Ford Island Pier F3.5 and/or Pearl Harbor Pier S-18.
3.1.3 Hours of Operation
3.1.3.1 Normal Government business hours are 0700 through 1530 (Hawaii Standard Time), Monday through Friday, except on Federal Holidays.
3.1.3.2 Federal Holidays

If the Federal holiday falls on a Saturday, the holiday is observed on the proceeding Friday. If the Federal holiday falls on a Sunday, the holiday is observed on the following Monday. This applies to any new observed Federal holidays.
4.0 PERFORMANCE REQUIREMENTS
4.1 Inspections and Certifications for the Sea-Fire Systems shall be followed per the Sea-Fire Fire Suppression Systems Model NFG & NFD Owner’s Manual. Inspections and Certifications for the Fire Boy systems shall be followed per the Fireboy – Xintex Owner’s Manual and Installation Instructions. Semi-annual inspections and certifications for the Pyro Systems shall be followed per the Pyro-chem manual.

4.1.4 Upon the completion of inspections a certificate of certification for each vessel/HAZMAT Container should be completed and sent to Technical Point of Contact within 7 days.
4.1.5 Discrepancies from the inspections shall be reported to the Technical Point of Contact within 24 hours of the completion of the inspection.
4.2 Reimbursable Parts and Service CLIN(s)
4.2.1 The purpose of the reimbursable parts CLIN is to support the need of parts to correct discrepancies on the fire suppression system on all vessels as needed. Repairs requiring electrical work, structural work, and/or requiring Davis Bacon labor categories will not be part of the scope of this contract.
4.2.2 The parts have to be approved by the Technical Point of Contact based on the condition found and discrepancy.
4.2.2.1 Once condition found & discrepancy report is approved by TPOC, estimate of parts and labor (with labor categories identified) will be required to submit to the Contracting Officer for approval before work can proceed.
4.2.3 The Purpose of the reimbursable service CLIN is to support emergency calls as needed.
This is specifically in cases where a boat is down due to its fire suppression system not functioning.
4.2.4 Upon an emergency service call, the contractor shall notify the Government within 24 hours on the next available scheduled time to inspect the vessel.
4.2.5 The Government will reimburse the Contractor only for those supplies and services that are expressly identified as reimbursable items by this contract. Reimbursement shall be limited to the “Actual price” paid by the Contractor for such supplies and services, plus tax paid, if any, and reduced by any and all credits and rebates, whether accrued or realized, associated with the supplies and services provided. “Actual price” does not include material handling charges, overhead, general and administrative costs, profit, or any other indirect cost that is in any way associated with the Contractor’s purchase or provision of such supplies and services.
4.2.6 The Contracting Officer may reduce the reimbursement by any amount above that which the KO finds, in his/her sole discretion, is greater than that which is fair and reasonable for the supplies or services provided, giving due consideration to the facts and circumstances prevailing at the time that the Contractor procured the supplies and services. Disputes as to the amount by which any reimbursement is reduced shall be resolved IAW the “Disputes” clause (FAR 52.233-1) of the contract. It shall be the Contractor’s burden to demonstrate that the price it paid for reimbursable supplies or services were fair and reasonable.
4.2.7 The Contractor shall notify the KO and TPOC when the total expended for reimbursable items reaches 75 percent of the total funds available on each Reimbursable Supplies and Services CLIN. The notice shall state the estimated amount of additional funds required to continue performance for the period specified in the Schedule. The Contractor shall not exceed nor incur costs that exceed the amount of funding stated on each Reimbursable Supplies and Services CLIN at the time a reimbursable item is ordered. The Government is not obligated to reimburse the Contractor for otherwise reimbursable supplies and services in excess of the funded amount stated in the Reimbursable CLIN(s).
4.2.8 The Contractor is not obligated to continue performance of any reimbursable work under this Contract or otherwise incur costs for reimbursable supplies or services in excess of the funded amount stated in the Reimbursable CLIN(s) unless the Contracting Officer notifies the Contractor that the funded amount stated in the applicable Reimbursable CLIN(s) have been increased. Notification shall be in writing. In the event notification is made orally, such notification will be followed up in writing within two working days.
4.2.9 No notice, communication, or representation from any person other than the KO shall affect the Government’s obligation to reimburse the Contractor. To seek approval from the Contracting Officer to purchase reimbursable items, the Contractor shall first obtain at least one vendor quote. An e-mail request is sent to the Contracting Officer which describes the purchase and has the vendor quote attached. The Contracting Officer shall provide the contractor with written acceptance with applicable CLIN, or declination.
4.2.10 Change orders shall not be considered an authorization to exceed the funded amount stated in the Schedule under the Reimbursable CLIN unless they contain a statement expressly increasing the funded amount of the Reimbursable CLIN(s) by a sufficient amount to cover the change order.
5.0 SPECIAL REQUIREMENTS
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
5.1 Security and Safety

DD Forms 254: Overarching security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254, which will be further identified in the DD Form 254 for each task order, as required. All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC).
5.2 Government Furnish Property/Material and Services
The Government will provide access to the worksite and existing Fire Suppression systems on each vessel.
5.3 Applicable Directives and References
The Contractor shall comply with all documents listed below as mandatory. Compliance with documents listed as non-mandatory is the contractors’ option.

6.0 BASE ACCESS
6.1 Defense Bio-metric Identification System (DBIDS)
6.1.1 The Contractor is responsible for obtaining base access to Joint Base Pearl Harbor- Hickam (JBPHH) and must have Defense Bio-metric Identification System (DBIDS) credentials issued by the Nimitz Pass & ID Office. DBIDS is a force protection program designed to manage personnel, property and installation access. The Nimitz Pass & ID office is open 24 hours, seven days a week to accommodate DBIDS requests and is located at 1250 South Drive, Bldg. 3455, outside Nimitz Gate. The Contractor may retrieve fillable forms from www.cnic.navy.mil/om/dbids.html. The Contractor shall submit all forms to the TPOC within ten
(10) working days prior to the period of performance for all individuals to gain access to JBPHH.
While the Government shall sponsor the Contractor for base access after award it is the Contractor’s responsibility to obtain the DBIDS credentials.
