This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued.
PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.
The RFQ number is N0060425Q4003. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03 and DFARS Publication Notice 20250117. It is the responsibility of the prospective contractor to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at these addresses:

This is an unrestricted requirement. The Small Business Office concurs with the decision to dissolve the small business set-aside.
The proposed contract action is for a brand name only. The brand name and model number of the product(s) are identified with Attachment (2). In accordance with FAR 6.302-5(c)(2)(i) the required justification or documentation is not required.
The NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office requests responses from qualified sources capable of providing the items out lined in Attachment (2) in accordance with the specifications described in Attachment (2).

Method of Payment: NEXCOM Ship Store Electronic Commerce
Questions: Questions shall be submitted electronically to Kristina.n.bazard.civ@us.navy.mil no later than 1000 HRS HST (Hawaii Standard Time) on Wednesday, 26 March 2025. Emails sent to this address shall clearly reference the RFQ# N0060425Q4003 in the subject line. No other method of submitting questions will be acknowledged or addressed.
Submission Requirements: Quotes shall be submitted via email to Kristina.n.bazard.civ@us.navy.mil no later than 1000 HRS HST on Tuesday, 31 March 2025. No other method will be accepted in response to this notice.
Instructions to Quoters – Addendum to FAR 52.212-1
The NAVSUP Fleet Logistics Center Pearl Harbor intends to award a single or multiple award firm-fixed price indefinite delivery, indefinite quantity (IDIQ) contract(s) for tobacco items in Zones B (San Diego),C (Pacific North West), D (Hawaii), and I* (Diego Garcia). Submission Requirements:
1. Quotes shall contain the following items in addition to the other information required by this solicitation;
a. Solicitation Number
b. Name and Address of offeror, Point of Contact Information (Name, Phone Number, Email Address), Cage
Code, UEID, and applicable Tax I.D. Number (TIN)
c. Quote validity period for 90 days from solicitation closing
2. The quoter shall submit a quote that clearly and concisely describes the firm’s capabilities to perform the requirements specified in the Performance Work Statement (PWS) in accordance with the terms and conditions contained in the solicitation.
3. Quoters may choose to quote on one zone, multiple zones, or all zones. To be considered for award of a zone(s), quoters must provide pricing for all items listed in the respective zone. Incomplete or partial quotes will not be considered for award.
4. Quoters shall use the attached excel worksheet (Attachment 2 – Tobacco Product List) for the submission of the priced portion of the quote. For each zone, provide the item unit price for each item in the base year and all outlying years. If escalation is applied to option year pricing, annotate the escalation rate used.
5. Complete Attachment (3) Subcontracting Worksheet
6. Complete all applicable provisions FAR 52.212-3 Alt I (MAR 2025) (DEVIATION 2025-O0003), unless current within the System for Award Management (SAM).
7. DBIDS access is required for contract performance. Contractor must affirm current DBIDS access or ability to obtain and maintain access for the duration contract performance.
By submission of this quote, the contractor is affirmatively stating they take no exceptions to the PWS or any of the terms of the solicitation.
Basis for Award: The Government will award a contract or contracts resulting from this solicitation to the responsible quoters whose quotes conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Evaluation – Commercial Products and Commercial Services:
The following factors shall be used to evaluate quotes:
1. Technical Acceptability.
a. For a quote to be considered technically acceptable, the quoter’s technical submission must include item pricing for all items listed in the zone quoted. Incomplete quotes and/or quotes containing proposed substitutes will be considered technically unacceptable.
b. The quoter must demonstrate a complete understanding of and the capability to provide ALL items required, for each zone quoted, at the fill rate specified in the PWS, and in compliance with the delivery schedule specified in the PWS.
c. At the time of quote submission, the quoter must have all licensing or documentation to comply with regulatory restrictions to sell tobacco for each zone quoted.
2. Subcontracting Plan. Quoters must submit a completed subcontracting worksheet.
3. Price. The Government will evaluate price quotes in accordance with FAR 13.106-2, Evaluation of Quotations or
Offers. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of the prices proposed. The method of price evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
a. The quote will be evaluated by adding the total cost of the base year (totaling the prices of all line items) and all option years including the 6-month extension allowable under FAR Clause 52.217-8. The total contract price will be calculated by adding the totals of the base year and all option years. The Government will calculate the cost of the 6-month extension by taking half of the value of Option Year 2 and adding it the total contract price.
b. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
