SOURCE SELECTION INFORMATION – SEE FAR 2.101 and 3.104

LSJ# FY19-003

LIMITED SOURCE JUSTIFICATION FOR FSS ORDER (above SAT)

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: This is a Limited Source Justification. The requiring activity is the HQ PACAF Chief of Staff Facilities Operations (CSFO), 25 E Street, building 1102, Room B103, JBPHH 96853; the contracting activity is the NAVSUP Fleet Logistics Center Pearl Harbor, Hawaii.

2. NATURE/DESCRIPTION OF CONTRACT ACTION: This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a new Federal Supply Schedule Blanket Purchase Agreement (BPA) call order to the large business identified in paragraph 3 below. The placement of a firm-fixed price BPA call order is anticipated.

3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: This acquisition is to provide Steelcase furniture at an estimated value of for furniture and furnishings, fixtures, and equipment (FFE), to include design/ installation services of new furniture in Wing I, 1st floor, Wing E, 1st floor (back), Wing E, 2nd floor, Kenny Headquarters Trailer (PAFWC) and various FFE such as side chairs and printer storage cabinets. The aforementioned furniture will be installed at the HQ PACAF, building 1102. The period of performance (PoP) is expected to be from the date of award until 15 July 2020 to allow for design, shipping time and installation.

Steelcase, Inc. has a current BPA N0018917A0022 and the only authorized distributor in the state of Hawaii is Interior Showplace LTD. This work is to provide furniture installed in the $221M phased construction of the HQ PACAF building which provides 555,000 square feet of administrative space for 2,000 occupants.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR

DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6 (b) (1).

An essential mission requirement of the repair project of the HQ PACAF building 1102 is to standardize furniture parts/pieces to a particular brand so as the HQ PACAF mission evolves, these furniture parts/pieces can be reoriented and reconfigured with no risk of brand incompatibility. Currently, there are 10 types of systems furniture and when HQ PACAF remodels a footprint due to mission changes, there are often timely and costly furniture/ FFE (furnishing, fixtures and equipment) costs (ex. parts are missing and/or brand incompatible) preventing the office from becoming quickly operational which has a negative impact to mission readiness.

Regarding standardization of the loose furniture, building management currently spends unnecessary excess time and resources to address non-matching furniture, fixtures, and equipment (FFE) not integrating into our Command level sections. Providing a consistent and standard inventory of FFE will alleviate this problem. The FFE under this contract is aesthetically compatible with the furniture in term of finish, sizing, and function, which is not guaranteed with integrating multiple brands. Finally, standardizing the FFE alleviates the inventory management upon completion of the project versus managing multiple brands to create consistent furniture and FFE layouts given the ever changing HQ PACAF mission.

There is an existing Steelcase brand inventory established as shown in the previous acquisitions:

Phase 0: GSA Contract number UPN-B-D3552-9U competitively awarded on 28 Sep 2009 at $1.14 million to Interior Showplace LTD for Steelcase brand furniture via General Services Administration (GSA) contract.

Phase 1: Air Force Civil Engineering Center (AFCEC) contract number FA3002-08-D-0008;

task order number 0034, initial contract was competitively awarded to ITSI, Inc. at the amount of $21,915,801.90 on 15 Sep 2009, which included a furniture option clin. This RFP furniture option was exercised under modification three on 29 Dec 2009 and awarded to Interior Showplace LTD as the subcontractor supplying the Steelcase brand furniture at $3,564,895.32.

Phase 2: NAVSUP FLC Pearl Harbor contract N00604-13-F-3117, was awarded via limited sources justification at $156,324.47 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 3: NAVSUP FLC Pearl Harbor contract N00604-14-Z-3004, was awarded via limited sources justification at $979,539.56 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 4: NAVSUP FLC Pearl Harbor contract N00604-14-Z-3046, was awarded via limited sources justification at $650,059.23 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 5: NAVSUP FLC Pearl Harbor contract N00604-15-Z-3006, was awarded via limited sources justification at $411,193.66 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 5A: NAVSUP FLC Pearl Harbor contract N00604-15-Z-3012, was awarded via limited sources justification at $1,525,281.76 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 5B: NAVSUP FLC Pearl Harbor contract N00604-16-Z-3053, was awarded via limited sources justification at $1,325,115.91 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 5C: NAVSUP FLC Pearl Harbor contract N0060417FZ027, was awarded via limited sources justification at $171,264.50 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

Phase 6: NAVSUP FLC Pearl Harbor contract N0060417FZ037, was awarded via limited sources justification at $779,159.36 to Steelcase, Inc., via Interior Showplace LTD through Navy furniture BPA.

The Steelcase brand is essential to the Government’s requirements, and market research indicates that other companies’ products will not and cannot be modified to be compatible for reconfiguration.

5. DETERMINATION OF THE BEST VALUE: GSA has determined the prices of supplies, of the schedule contracts to be fair and reasonable for the purpose of establishing the schedule contract. Therefore, ordering activities are responsible to make a separate determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs. Per FAR 8.404 (d) DEVIATION, the Fleet Logistics Center Pearl Harbor Contracting Officer will determine, using the procedures in FAR 15.404-1, that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of the order.

6. DESCRIPTION OF MARKET RESEARCH: The requiring activity conducted market research as required with Office Furniture Solutions – Maryann Rellin, Interior Showplace – Harvey Miller, and Office Pavilion – Gail Song who all confirmed that existing systems furniture or parts/pieces are not wholly compatible with different brands. Current market research indicates greater efficiencies (operational and monetary) can be achieved by limiting competition to one brand. This limitation will ensure all the furniture and equipment in the complex will integrate properly for functionality and will allow for greater inventory control. With a large administrative operation (2000 individuals and 550,000 sq feet), frequent mission changes requiring furniture and equipment reconfigurations are a reality of life and would be highly impracticable without brand-name standardization.

7. ANY OTHER SUPPORTING FACTS: This procurement uses an existing Navy BPA and will be solicited and awarded in accordance with FAR Subpart 8.4.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: All future requirements will be handled on a case-by-case basis.

9. CONTRACTING POINT OF CONTACT: The point of contact at Fleet Logistics Center Pearl Harbor is Nelson Uehara, Code 201A, at (808) 473-7381 or by e-mail at nelson.uehara@navy.mil.
