The contractor shall provide up to 17 demonstration flight hours in an MD-500 aircraft to support USNTPS student and instructor pilots during a Qualitative Evaluation exercise, with flights conducted November 1–13, 2026 (planned). Flights will operate at NAS Patuxent River, Maryland, with ferry time to and from the facility priced separately at a fixed rate. The aircraft must be configured with dual flight controls, meet applicable FAA standards, maintain scheduled maintenance throughout the period, and operate in day VMC within controlled airspace with Mode 3C transponder and VHF communications. An initial safety pilot qualification flight and NAS Patuxent River area familiarization may be required prior to student flights at cost specified in the SOW. The pricing structure consists of eight line items: flight hours demonstration (4.4 each); ferry flight and travel (17 each); pilot daily rate and travel (12 each); maintainer daily rate and travel (12 each); aircraft lodging (24 each); per diem lodging (24 each); return home dry repositioning (1.6 each); and return home wet repositioning (2.8 each). All pricing is firm fixed. The contractor maintains liability for aircraft damage and third-party liability with minimum insurance requirements per DD Form 2400. Inspection and acceptance occur at USNTPS, Patuxent River, Maryland, with Nicholas Wirz serving as the TPOC. Delivery is required by November 15, 2026, with a performance period of November 1–15, 2026. This is not a small business set-aside. Quotations are due by October 19, 2026.
