About this file

This is a Statement of Work (SOW) for the Navy/Marine Corps Large Area Tracking Range (LATR) Technology Refresh II program, defining requirements for procuring replacement hardware components for the LATR Combat Training System.

The LATR system is an integrated, GPS-based tracking system used to monitor fixed and rotary wing aircraft, ships, and amphibious assault vehicles during training exercises at multiple tactical training ranges including AUTEC, PMRF, Southern California FACSFAC, and VACAPES. The system provides real-time tracking with position, orientation, acceleration, and participant identification data transmitted to the Range Operations Control Center, supporting training exercises classified up to the Secret level across a 500-nautical-mile range. The SOW specifies procurement of 122 total replacement computers: 77 units of SuperLogics SL-3U-LLQ670EA-SR 3U Rack Mount Industrial PCs (LATR Ground System/LGS) and 45 units of SuperLogics SL-1U-LLQ670E-IR2 1U Rack Mount Servers (Multi Source Formatter/MSF). The LGS units feature Intel Q670E chipsets, i3-12100 processors, 16GB DDR5 RAM, 2TB SSDs, NVIDIA RTX A400 graphics cards, and 700W power supplies with one-year depot warranties. The MSF units feature similar processors and RAM with 450W power supplies. All equipment must be delivered to the LATR System Support Activity at Patuxent River Naval Air Station with complete documentation and installed OEM software. The related solicitation N0042126Q1192 indicates offers must be submitted by 2 June 2026 to michael.j.coffey52.civ@us.navy.mil on a firm fixed-price basis, with award made on an all-or-none basis. Offerors must be authorized distributors, provide brand new equipment meeting exact specifications, ensure TAA compliance, and include warranty coverage with their quotes.

1.0 INTRODUCTION

1.1 Background

The LATR Combat Training System (CTS) is an integrated, offshore, over-the-horizon (OTH), Global-Positioning-System-based (GPS-based), time-space-position information (TSPI) system used to track fixed and rotary wing aircraft, ships, and amphibious assault vehicles during training exercises. LATR provides a system capable of supporting tactical training exercises at Atlantic Undersea Test and Evaluation Center (AUTEC), Pacific Missile Range Facility (PMRF), Southern California Fleet Area Control and Surveillance Facility (FACSFAC), and Virginia Capes (VACAPES). LATR supports tactical training from single platform, unit-level exercises through complex, integrated multi-warfare area, multi-platform battle group-level exercises. LATR also supports multiple simultaneous independent training exercises.

Using GPS satellite tracking, the LATR system provides continuous real-time tracking of air and surface training exercise participants. Participant information consists of position, orientation, acceleration, and participant ID. This unclassified LATR track information is transmitted by Participant Instrumentation Packages (PIP) to the Range Operations Control Center (ROCC), where it is collected and fused with classified and unclassified audio and other track/event data (e.g., surveillance radar tracks and subsurface tracks) available from other systems integrated at the ROCC and displayed in order to form a total picture of the events occurring in the operational areas associated with the ROCC. LATR provides congregate training exercise data, which is classified up to and including the Secret level, in real-time and post real-time to selected land-based (via secure T-1 lines) remote display systems as well as ship-based display systems. The LATR area of coverage is defined as a 500-nautical-mile range from the shore-based ROCC’s transmitting site. LATR supports simultaneous real-time and replay operation. This capability is used in training for air-to-air, surface-to-air, air-to-surface, and anti-surface warfare; and amphibious and mine warfare combat exercises.

LATR consists of core and peripheral components. These components include three form factors of participant instrumentation packages, Ground Interrogations Stations (GIS), Data Link Processors and Controllers, LATR Display Processors, and interfaces to the Joint Debriefing System (JDS) and Radar Acquisition Display System (RADS).

1.2 Scope

This Statement of Work (SOW) defines requirements for Large Area Tracking Range (LATR) technology refresh of LATRs systems and subsystems, located at various Tactical Training Ranges (TTR) operational sites as well as the LATR System Support Activity (SSA) at Patuxent River Naval Air Station (NAS).
