About this file

Summary

This is a Class Justification and Approval (CJ&A) document authorizing the Department of the Navy to procure T-45 aircraft retrofit kits and related support services on a sole-source basis from Boeing. The Naval Air Warfare Center Training Systems Division (NAWC-TSD) in Orlando, FL is the contracting activity. The procurement covers production retrofit kits, support equipment, special tooling, and installation support for the T-45 Service Life Extension Program (SLEP) and T-45 Inlet program across fiscal years 2020 through 2026 for SLEP and 2020 through 2024 for Inlet modification. The first contract actions will award a base year for Lot 3 and an option year for Lot 4 for both programs, with follow-on actions covering remaining production Lots 5-9 for SLEP and Lots 5-7 for Inlet. Authority under this CJ&A commences upon signature and expires on 30 September 2026. The estimated total contract value is $300.992 million, comprised of $133.085 million for SLEP (APN-5 funded) and $167.907 million for Inlet modification ($156.569 million for APN-5 Inlet and $11.338 million for APN-6 Inlet Spares).

Boeing is designated as the sole responsible source based on statutory authority under 10 U.S.C. 2304(c)(1), justified by the contractor's exclusive possession of the Technical Data Package (TDP) required to reverse-engineer kits, perform criticality determinations, and execute source approvals. The Government lacks the resources and capability to develop a competing Government-owned TDP, which would require an estimated seven and one-half years—unacceptable given that delays would result in approximately ninety-nine T-45 aircraft awaiting maintenance and create a training backlog of 600 unwinging pilots. A sources sought notice was released in August 2018 for SLEP and December 2018 for Inlet, with no responses other than Boeing. Boeing's proposal will be subject to cost and pricing analysis to ensure fair and reasonable pricing, reviewed by technical analysts, cost analysts, and contract specialists with field pricing support.
