STATEMENT OF WORK

Customer: Cost & Schedule Analysis (C&SA) Department

1.0 INTRODUCTION

The Naval Air Warfare Center Aircraft Division (NAWCAD) Cost and Schedule Analysis Department (C&SA) performs full life cycle Cost Estimating/Analysis and Integrated Project Management in support of naval aviation aircraft, weapons, and support systems for the Naval Air Systems Command (NAVAIR), NAVAIR Program Executive Officers (PEOs), and Naval Air Warfare Centers (NAWCs). C&SA also performs specialized work in support of improving acquisition program planning and execution. This support is provided across the full program life cycle to include development, procurement efforts inclusive of any product improvement initiatives within the current performance envelope, and sustainment activities.

2.0 SCOPE

PX AA42 EXECUTION ANALYSIS & SUPPORT (EA&S) DIVISION

The EA&S Division of the C&SA Department requires the ability to examine NAVAIR contractor data to assess cost and schedule contract performance utilizing the latest tools available. This is a mission critical objective emphasized within the EVMS DFARS requirements (252.234.7002), DoDi 5000.85 instruction for EVMS Reporting, the Integrated Program Management Report (IPMR) DI-MGMT-81861, and the Integrated Program Management Data and Analysis Report (IPMDAR) DI-MGMT-81861C requirements. Data and analysis is required to verify attainability of contract objectives, evaluate monthly progress, and develop predictive forecasting for cost, schedule and contract performance.

Empower,™ , developed by Encore Analytics, is a browser-based analytical tool that integrates earned value, schedule and key performance data for complex projects. This NMCI approved software provides the ability to convert contractor data into a readable and format for analysis and actionable program performance insight.

3.0 PERIOD OF PERFORMANCE

In May 2022 and May 2023, the C&SA Department procured 20 and 15 Empower licenses, respectively (total 35). Period of Performance covers 1-year annual maintenance renewal of these existing (35) licenses, plus procurement of 15 new licenses with first year annual maintenance support inclusive.
