Q2For this NAICS, we are a large business. We are a member of a JV which meets the SB size standard. Is a F&O offeror also allowed to submit an offer with a qualifying SB Joint Venture?A2No. The RFP has been amended to clarify that the Government will not accept proposals from Joint Ventures. In order to be eligible for award as a Joint Venture, all members of the Joint Venture must be eligible for award. Therefore, each member would eligible to propose and be an awardee. The Government has determined that adequate competition exists at the Small Business level, that the addition of Joint Ventures will not add additional value or enhance competition.
Q3Is this a new requirement or contract renewal? If re-compete, what is the current contract number and who is the incumbent?A3New Requirement

Q9Is the Government planning to release a sample task order (as example or to be evaluated) to aid potential bidders in understanding the future process, scope and needs of the SCI MAC?A9No. The Government intends to hold a virtual post award conference at which time the processes and procedures will be reviewed. Potential Offerors can anticipate the predominance of the requirements will be for professional / engineering non-severable services task orders aligned to specific PMAs, platforms, and projects.
Q10We currently do TS/SCI work with an Intelligence Community Agency. However, they do not use DD-254, will you accept anything as a substitute that the IC would provide to allow our past experience to be reflected? It is very similar in scope and by contract terms.DD254A10Per Section L of the solicitation substanting documentation must include the signed DD254 or for exhibits where the substantiating documents are classified a signed L-2 is acceptable.
Q11In the reference to the draft solicitation, the DD254 block 1b, calls for Secret storage on the contractor site. Since the focus of this MAC is SCI and all SCI work is performed on government installations and not on contractor site, should this be changed to none? Is there a requirement for contractor Facility secret storage?DD254 Block 1bA11Block 1b calls for SECRET safeguarding as the maximum performance level for work to be performed at the Contractor site as defined at the individual order level. This is not required at time of basic contract proposal or award. The Government reserves the right to include SECRET safeguarding at the time of Order level proposals as appropriate. SOW Section C 3.2.2. and Section A have been amended to reflect.
Q12Given that this is a junior analyst requirement and many reservists are sentonly to basic training and advanced individual training before returning to the civilianworkforce, would NAWCAD establish a minimum experience requirement of one year(i.e., 1 – 3 years relevant experience to perform in the junior labor category)?SOW: Paragraph 3.5.7 – Experience and Education Level DefinitionsA12The Government does not intend to change this requirement. Section 3.5.7 includes numerous labor categories that do not require a college degree. The Government reserves the right to provide additional substitutions or clarify additional requirements at the individual labor category level as appropriate for each order.
Q13Given that estimates of first term separatee (i.e., junior specialist) bachelor’sdegree holders total less than approximately 1%, and Associate degree holders total lessthan approximately 4%, which results in negligible percentages of likely prospects forthese roles, would NAWCAD eliminate the degree requirements for the “junior”-levelspecialists?SOW: Paragraph 3.5.7 – Experience and Education Level DefinitionsA13The Government does not intend to change this requirement. Section 3.5.7 includes numerous labor categories that do not require a college degree. The Government reserves the right to provide additional substitutions or clarify additional requirements at the individual labor category level as appropriate for each order.
Q14The table on page 92 states that Volume 2 Corporate Experience is limited to atitle page only, but directly underneath the table states “Each volume shall contain thefollowing information:” and lists a Table of Contents (TOC). Please clarify if a TOC isrequired in Volume 2.3.0 Proposal Content and Volumes, page 92A14Applies to Volume 1 only. The RFP has been amended.
Q15Offerors and/or interested parties shall address ALL communication via e-mail to the SCI MAC Acquisition Cell at: SCIMACAcquisition.fct@navy.milA.1.3 General Information & Section LA15All questions and the final proposals shall be submitted in accordance with Section L & M. The SCIMACAcquisition.fct@navy.mil address will be functional at time of RFP release.
Q16Is there a minimum number of corporate experience contracts required in the proposal submission?A16The Offeror shall submit a minimum of a single exhibit. The RFP Section L has been amended.
Q17Will the evaluation favor submittals with more than one corporate experience example?A17No. As stated in Section M the Government will award to all technically acceptable Offerors.
Q18Does the number of claimed technical functional areas have an impact on the evaluation criteria? That is, if an offeror submits a compliant bid with the minimum criteria of one contract with demonstrated experience in one of the technical functional areas, are they guaranteed an award?A18No, the number of claimed technical areas does not impact the evaluation. Reference Section M.
Q19Is it anticipated that most Task Order Requests for Proposal (TORP) will be issued at the unclassified level and allow for proposals to be submitted at an unclassified level?A19Yes. The Government anticipates that TORP and proposals will be at the unclassified level. This does not restrict the Government from issuing classified requests if required.
Q20Regarding the DD254 - Will contractors be able to bid under this requirement if they have a Secret Facility Clearance at time of proposal submission? We have a Secret FCL, and we are eligible for T/S FCL.DD254A20No. Reference Section M Part B 1.1 Bullet 4.
Q21Awards – How many awards will be issued under this requirement?AwardA21Per Section B Part a 2.0 "There will be no limit on the number of contract awards."
Q22Awards – Will the government reserve a specific number of awards to Small Business? SBA 8(a)? HUBZone?AwardA22No.
Q23Will the government provide information regarding its evaluation strategy, to better understand how the government will evaluate all proposals.A23Please reference Section L and M of the solicitation.

Q25There are multiple references to NISPOM DOD 5220.22-M which was replaced by 32 CFR Part 117 in 2022. Would the Government please update the DD254 to the latest reference?DD254A25The DD254 will be revised at contract award.
Q26The instructions state that Volume #2, Corporate Experience, page limit is the Title page only. However, the instructions also indicate that each volume shall contain the following information: Cover and title page; Title of proposal and proposal number as applicable; Offeror’s name, address, and POC; RFP number; Proposal volume number; Table of Contents (The table of contents must provide sufficient detail to enable easy location of important elements). Will the Government please clarify if the TOC is hereby required to also be included on the title page for Volume #2 or provide clarification on the page limit for this volume.Page 92, Section 3A26The Section L instructions will be revised in the final solicitation.
Q27We are (a small business under the 47M size of 541330) that performs work in multiple technical functional areas required in the RFP for NAVAIR however none of our NAVAIR work is at the TOP SECRET // Sensitive Compartmented Information (TS/SCI) security clearance level – it’s all at the Secret Level. We have multiple contracts for DoD customers that are at the TOP SECRET // Sensitive Compartmented Information (TS/SCI) security clearance level. We understand the desire to have companies with NAVAIR experience on this vehicle – would the government consider modifying the relevant experience criteria to include companies that have done relevant NAVAIR work at the secret level and have other relevant corporate experience that is DoD aviation related at the TOP SECRET // Sensitive Compartmented Information (TS/SCI) security clearance level to be eligible for award?AwardA27The Government does not intend to change this requirement. The US Navy follows different processes and procedures than other DoD components. Therefore, despite the technical scope relivency, the security aspects which are considered the highest risk to successful execution are not considered relevant.

Q30Is the Government going to supply a templet for L1, L2 and L-3, regarding bullet points 3, 5, 7 & 9 and other areas related to Section L?Section L, Page 96A30Yes.
Q31Will Project Specialists be required to hold an FAA Second-Class medical certificate to perform flight related duties?SOW 3.1.8, Page 12A31No.
Q32Typically flight line activities require specialized cloting such as boots, cranial helmets, etc. Are these safty items able to be charged to the TO requiring the on-aircraft work, or will they be provided by the Government?SOW 3.1.8, Page 12A32All Cost related or Government Furnished Property (GFP) requirements will be defined at the TO level.
Q33Do technical degrees such as Physics and Mathh count as an engineering discipline?SOW 3.5.2.2, Page 19A33No. They would be considered under Scientific or Technical disciplines.
Q34If an emplyee has experience functioning as an engineer on previous NAVAIR/NAWCAD efforts but holds a technical degree (such as Physics or Math) not listed in paragraph 3.5.4.6 can they still qualify as an Engineer on the contract?SOW 3.5.2.2, Page 19A34No. They would count as a Scientist or other Technical or Scientific labor categories that perform technical functions but that do not require a specific Engineering degree.
Q35The Test Pilot description states, "Pilot and navigate the flight of fixed-wing, multi-engine aircraft, usually on scheduledd air routes, for te transport of passengers and cargo. Requires Federal Air Transport certificate and rating for specific aircraft type used." Does this mean tat Unmanned Aircraft Systems (UAS) pilots, as long as they meet the definition and experience reqruirements, will be considered as relevant experience, or is tis RFP only for manned aircraft pilots?SOW 3.9.4, Page 25, BLS 53-2011A35We will be adding a labor catorgory for unmanned system operator.

Q42Will past performance be considerdA42No. The Government is only evaluating Corporate Experience for award of the basic MAC pool. Past Performance may be evaluated at the individual order level.
Q43Would the Government consider including a model Task Order, so that the bidders understand the requirements and what rhythm you are expecting on execution of the furture programA43The Government will not provide a model task order. Order Statements of Work are anticipated to follow the common format used for NAVAIR/NAWCAD Task orders under Seaport or other C-type solicitations.
Q44Would the Government consider each bidder provide a PMO model through a delivered Management plan to ensure each bidder has an understanding of what it would take to provide continual pipeline of quality staff against furture requests as they come in.A44No.
