Our Products & Services
| Hierarchical Structure | Matrixed Service Management/Service Delivery organization | To improve customer focus and provide outcome/product efficiently and effectively |
| Individual experts | Organization based expertise | High attrition rates and caps on end strength. Goal is to improve surge and bench strength capacity |
| Working in silos | Collaborating for outcomes | Customer demands are constantly changing and we need to be organized to respond more quickly |
| Minimal process standardization | DNA Department standard processes | Consistency leads to efficiency |
| Reactive IT engagement with customers | Product/Services/Customer Aligned Org | DNA should proactively contribute to Mission Success |
| Reactive firefighter execution of projects | Proactive well planned resourced projects using department level project management | Make best use of resources, streamline execution, and improve leadership visibility |
| Perception of legacy CAO teams (not MAO) | Consolidation of like functions to MAO, values, and rebranding | Better understanding of department resources, cohesive teams working together performing like functions |
| Minimal/reactive communication across DNA department/divisions | Development of structured/consistent comms across department related to all service areas | Employees are informed and morale is increased |
| Minimal proactive customer outreach | Embedded personnel become DNA ambassadors Development of structured/consistent outreach to current/future customers | Customers/programs need better understanding of DNA products/services. |
DNA needs to better understand NAVAIR’s business/mission in order to proactively support business capabilities/outcomes
| Lack of overall Governance, standardization and oversight | Service Management and Service Delivery hybrid Matrix organization led by “Governance IPT” of cross functional leaders | DNA will run more efficiently due to the avoidance of divisions and teams running systems and processes independently of each other |
| Lack of continual service improvements | Metric driven management controls driving priorities of individual team and organization improvements | Ability to detect and resolve known system/process issues and challenges in a structured way across the department. |
WHY are we reorganizing?
Because From To From From

Resource Groups (Div/Branches)
Legacy DNA Work Ingestion Process
Concerns
Process is sequential, inflexible, and laborious Not all Products/Services have ROM capabilities Causes backlogs in Cost Analyst’s queues Delays service fulfillment for customers Lacks the automated ability to track high priority requests
New & Improved DNA Work Ingestion Process
Improvements
Reduced number of steps in process ROM estimates for all products/services - SLT 48 hours of request Increased ability to track high priority requests through closure Ability to fast track ~40% of requests for modifications from recurring customers without waiting for funding or MSA modification approval from customer
Work Ingestion – Recurring MSA – Example MSA #287 - Owned by Product Team 5
SOFTWARE DEVELOPMENT AND INTEGRATION DIVISION
Product Team 5 Requests Embedded Resources from Resource Groups (Divisions/Branches)
