1. SCOPE
The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland requires contractor support to operate the NAWCAD Atlantic Targets and Marine Operations Key West (ATMO KW) facility in Key West, Florida. ATMO KW operates and maintains a 192’ Research Vessel (R/V), NAWC 38, and 100’-foot Research Vessel (R/V), Retriever, and various other smaller boats. The ATMO KW facility provides the necessary space for day to day operations and vessel support requirements in support of fleet training and testing and evaluation; however, on occasion ATMO KW is required to conduct worldwide, extensive, long-range, complicated at-sea test exercises. These testing events require augmenting the ATMO Facility with research vessels, specialized personnel, and short-term use of oceanographic equipment. Special operations may also require contractor support at diverse geographic areas such as Hawaii, Canada, British Isles, Europe, Iceland, and South America. A schedule of vessel maintenance requirements is provided by the American Bureau of Shipbuilding (ABS). The contractor will be responsible for ensuring all vessels at the ATMO Key West facility are maintained in accordance with ABS and Original Equipment Manufacturer (OEM) Standards. The ABS sets an industry standard for vessel maintenance and the ATMO Key West vessels are maintained in accordance with these standards. The NAWC 38 vessel is maintained to ABS Load Line and OEM standards, and the Retriever vessel is maintained to OEM Standards. The Contractor provides all technical support services required by this SOW, including research and development, maintenance, operation, and support of facilities and systems, and equipment to meet the engineering development testing and fleet training mission of NAWCAD ATMO Key West .

The Contractor may allow its employees to work a CWS schedule provided the requirements of this SOW are met. If the contractor chooses to allow its employees to work a CWS schedule in support of this contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government.
