1 Att L-1
T-2
Contract Summary
Column E
The only option in the draft table is to select either Prime or Sub. If a JV is being cited as past performance, Prime or Sub does not adequately represent an Offerors role in that past performance. Will the USG add "JV Member" to this cell?
No; Offerors shall indicate the JV Member doing the work in column B and then indicate in which capacity the JV Member was performing the work - Prime or Sub in column E.
2 Att L-4 N/A
Attachment L-4, USMC FA-18 Maintenance Augmentation Support Fair Opportunity
Submission Request, was not provided with the Draft RFP. Request the Government issue Attachment L-4 as part of the Draft RFP and allow Offerors the opportunity to provide comments prior to the release of the RFP. This approach streamlines the proposal process by reducing the number of RFP modifications.
Attachment L-4 will be provided via future amendment to the Final RFP. Offerors are not required to submit a proposal in response to L-4 to be considered for a KRACEn
MAC award.
3 Draft PWS 2
“KRACEn contract has limited requirements for engineering and developmental tasking.” We recommend: KRACEn contract has requirements for engineering and developmental tasking supporting in-service engineering, maintenance capabilities, and mitigation of obsolescence issues.
The Government will consider your recommendation. Please see the Final RFP for any updates.
4 Draft PWS 2 Is the contract for mostly O-level maintenance?
This contract includes all supplies and services described in the PWS such as:
- aircraft maintenance services and support to include modification kit build and installations, recovery of downed aircraft, repair of aircraft and components, repair and overhaul of engines, and augmentation labor supplement for maintenance where custody of the aircraft is not required.
- single satellite site, simple platform, O-level CLS requirements involving limited aircraft quantities
- logistics functions and maintenance tasks required to keep (US) Government agencies and FMS customers’ manned and unmanned aircraft ready, available, and operating worldwide
- engineering services and developmental tasking supporting in-service engineering, maintenance capabilities, and mitigation of obsolescence issues
5 Draft PWS 3
The only higher-level quality standard listed is AS 9100. Will certfication in other standards, such as ISO 9001:2015, be sufficient for bidders to win award at the MAC level? ISO 9001:2015 is very similar in most respects to AS 9100.
Evaluation and award criteria for receiving a MAC award is outlined in Section L of the RFP. Quality standards will not be evaluated for a MAC award.
6 Draft PWS 4.5 Will the Government authorize the use of Parts Manufacturer Approvals (PMA) parts in the maintenance, repair and overhaul of Department of Defense (DOD) Engines?
The use of Parts Manufacturer Approvals will be specified at the Order level as applicable.
7 Draft PWS 4.5
Has the Government considered the repair capabilities of large businesses to utilize
Used Serviceable Material (USM)? Quality improves with shops that have extensive
OEM approved repair capability in OEM aligned shops.
Yes. Market research will be conducted for each potential Order requirement to determine the appropriate acquisition strategy; this includes, but is not limited to determining whether a small business set-aside under the KRACEn MAC is the appropriate acquisition strategy based on the complexity/scope of work, previous acquisition history, etc. The use of USM material will be determined at the Order level if applicable.

8 Draft PWS 4.5
Will Contractor’s be required to have a Source Approval Request (SAR) approval in place? SAR Packages can take many months to be approved and could cause delay in award/performance.
SAR approval is not a requirement of the MAC. Specific requirements will be determined at the Order level if applicable.
9 Draft PWS 4.5 Will stocking requirements be determined at the task or delivery order level?
There are no stocking requirements at the MAC level. Specific requirements will be determined at the Order level if applicable.
10 Draft PWS 4.5
Recommend adding the sentence below to the end of this paragraph. "This includes but is not limited to development of overhaul procedures, technical data, tooling, fixtures and special equipment necessary to provide a source of supply or repair to mitigate
DMSMS issues."
The Government will consider your recommendation. Please see the Final RFP for any updates.
11 Draft PWS 4.7 b Will there be limits on the number of CACs or is that determined at the task or delivery order level?
The number of CACs will be determined at the Order level as applicable.
12 Draft PWS 5.2
Aircraft maintenance may entail working four (4 feet) above the ground. Will the government be providing fall protection equipment so that the contractors are compliant IAW OSHA 1910?
Fall protection equipment requirements, including Government and/or Contractor resposibility, will be identified at the Order level as applicable.
13 Draft PWS 5.2 b
With regard to on-site Depot repair and overhaul of engines and accessories, will the
Government be able to provide the required tooling and test equipment to accomplish the on-site work scope?
Specific requirements will be defined at the Order level as applicable.
14 Draft PWS 5.2.c (7)
We recommend creating 2 line items. A line item for Technical Data (TD) and a line item for Installation Data Package (IDP). The current narrative in the draft could stand on its own for the IDP item. The TD item could be rewritten as: "Technical Data (TD) -
Develops, updates, verifies and supports the validation of technical data not limited to drawings, schematics, technical instructions, overhaul and other procedures.”
The Government will consider your recommendation. Please see the Final RFP for any updates.
15 Draft PWS 5.3 Is part-145 repair certification required?
This will be determined at the Order level and may vary depending on the nature of the requirement. Some Orders may require Part 145 repair station certificate certifications and may be used as a pre-requisite as described in H.1 of the RFP.
16 Draft PWS 5.4.a.
PMA parts are not authorized by engine OEMs and their quality cannot be verified to
OEM standards. Is the Government aware this will void OEM warranties?
The use of Parts Manufacturer Approvals will be specified at the Order level as applicable.
17 Draft PWS 5.3 Is AS9100 certification required? This will be determined at the Order level.
18 Draft PWS 5.4 Would the Government consider assisting the Contractor obtaining OEM data licenses as needed? Typically, OEMs are hesitant to provide this direct to Contractors.
Depending on the nature of the Order, there may be the need for reachback to an OEM for access to data. It is not the intent of the Government to procure data, but rather to require that contractors performing manned, or unmanned aviation services, to have this capability if a particular Task Order requires the data to accomplish the work.
Specific requirements will be provided at the Order level as applicable.
19 Draft PWS 6.1 Will the contractor be required to provide specialty PPE?
The contractor shall ensure Personal Protective Equipment is provided to employees as defined at the Order level if applicable.

No, the Government will not be providing Industrial Hygiene surveys.
21 Draft PWS 6.6 Please provide the list of training required by labor category, and state which trainings are required to be conducted by the Contractor, and which ones are given by Govt.
This will be determined at the Order level as applicable.
22 Draft PWS 6.8 Is a security clearance required for all contract personnel and at what level?
The security clearance requirements for all contractor personnel will be identified at the Order level as applicable.
23 Draft PWS 6.13
In the solicitation, please provide more detailed information for the Web-Based
Information System (WIS). Specifically, approximate amount of computerized storage required of maintenance and logistics support databases.
This will be determined at the Order level as applicable.
24 Draft PWS 6.13 How will the government evaluate that a contractor's system is satisfactory in advance?
Evaluation and award criteria for receiving a MAC award is outlined in Section L of the RFP. Web-Based Information Systems will not be evaluated for a MAC award.
25 Draft PWS 6.13 Will the contractor be required to maintain the Web-Based Information System at their corporate office?
All Web-based Information Systems requirements will be identified at the Order level as applicable.
26 Draft PWS Entire Please confirm that Att 1PWS.docx supersedes "CMMARS-KRACEn PWS DRAFT J.
Dooley R3 11_14-2019-Rev1.docx" dated Nov 19, 2019.
Yes, Att 1 PWS posted on 19 Nov 2019 superceded the "CMMARS-KRACEn…"
PWS file. The final PWS will be released with the final RFP.
27 Draft PWS Entire Will there be the possibility of any shipboard deployments? If yes, how will shipboard physicals and training be handled?
This will be determined at the Order level as applicable.
Draft PWS &
Draft RFP
H.1(b)3 of the RFP
Section 4, PWS
There is a conflict in the order of precedence between the PWS and draft RFP.
H.1(b)3 of the RFP states the IDIQ controls in the event of a conflict and the Section 4 of the PWS states the TO would control in the event of a conflict.
The Government has noted that this discrepancy exists. Please see final RFP for updates.
Draft PWS &
Draft RFP N/A Is there a list of required Key Personnel, or is it up to the Offeror to decide?
Key Personnel and minimum qualifications will be defined at the Order level if applicable
30 Draft RFP A.1 a) Since this is a MAC how many awardees are planned?
The Government intends to make an award to each and all qualifying Offerors as outlined in Section M.
31 Draft RFP A.1 a) How many awards does the government anticipate?
The Government intends to make an award to each and all qualifying Offerors as outlined in Section M.
32 Draft RFP A.1 d)
The Government has indicated this solicitation is a Small Business Set-Aside. Has the
Government validated significant competition within Small Business to ensure responsive, capable and safe execution of Maintenance, Repair and Overhaul (MRO) requirements? Most engine MRO companies are large businesses due to the complexity, infrastructure and capital requirements needed to be responsive to large engine fleets.
The results of the market research concluded that there are two or more small businesses capable of meeting the requirements outlined in the KRACEn PWS.

33 Draft RFP A.1 d)
Is the Government aware for platforms such as the P-8A, MV-22, C-130J and other platforms there are no qualified Small Businesses or any capability outside of large businesses for MRO support?
Market research will be conducted for each potential Order requirement to determine the appropriate acquisition strategy; this includes, but is not limited to determining whether a small business set-aside under the KRACEn MAC is the appropriate acquisition strategy based on the complexity/scope of work, previous acquisition history, etc.
34 Draft RFP A.1 d) Has the Government considered the impact to cost and readiness by limiting the pool of Engine Maintenance, Repair and Overhaul (MRO) companies?
Market research will be conducted for each potential Order requirement to determine the appropriate acquisition strategy; this includes, but is not limited to determining whether a small business set-aside under the KRACEn MAC is the appropriate acquisition strategy based on the complexity/scope of work, previous acquisition history, etc.
35 Draft RFP A.1 d)
Would the Government reconsider this solicitation as a Total Small Business Set-Aside to full and open for Engine MRO? This will provide the Government with a larger pool of OEM authorized bidders, reduced cost, increase quality and safety.
No. The results of the market research concluded that there are two or more small businesses capable of meeting the requirements outlined in the KRACEn PWS.
36 Draft RFP A.1 d)
Has the Government considered the impact to quality and safety by using unauthorized engine Original Equipment Manufacturers (OEM) depots? Many unapproved Small
Businesses must procure material through third parties, do not receive discounts, and may not be authorized to procure OEM parts.
37 Draft RFP A.1 d)
Would the Government clarify the change from "Small Business Set Aside / Full and
Open" representations during the RFI process and why it became a total Small
Business Set Aside? We assumed the duel designation was a result of the
Government's understanding of limited Small Business in the Engine MRO space through RFI submissions.
RFIs were issued as part of the market research process. The results of the market research concluded that there are two or more small businesses capable of meeting the requirements outlined in the KRACEn PWS. Market research will be conducted for each potential Order requirement to determine the appropriate acquisition strategy; this includes, but is not limited to determining whether a small business set-aside under the
KRACEn MAC is the appropriate acquisition strategy based on the complexity/scope of work, previous acquisition history, etc.

46 Draft RFP B.2.4 b)
According to clause B.2.4, b), if offerors propose subcontractors for a Time &
Materials or Labor-Hour type task order, they may need to provide a rate table offering blended rates. Will the initial FOSR for USMC FA-18 Maintenance Augmentation
Support (Attachment L-4) be a Time & Materials or a Labor-Hour type contract that will require offerors to propose blended rates? If yes, can you provide a draft copy of the cost model (Excel cost/price submittal files) including instructions so that the offerors can understand the required methodology for calculating the blended rates?
The Government anticipates awarding the USMC FA-18 Maintenance Augmentation
Support on a FFP basis. Attachment L-4 will provide additional information when posted in a future RFP Amendment.
47 Draft RFP B.2.4 b)
The draft RFP specifies that offers may be required to provide separate and/or blended loaded hourly labor rates for Time & Materials and Labor-Hour task orders. Please define what is a "blended rate" in this context?

Contractor/Commercial facilities?
Specific performance locations will be identified at the Order level. The Government anticipates that O-level maintenance will be performed largely on Government
Installations.
51 Draft RFP DD254 Is it the USG intent to issue a DD254 at the MAC level? Is the entire MAC UNCLAS?
No, it is not the Governments intent to issue a DD254 at the MAC level. All DD254 requirements will be identified at the Order level.

57 Draft RFP Entire
In responding to the forthcoming Solicitation, will “cross teaming” (a given company submits a proposal as the proposed Prime Contractor and this same company also participates in a separate bid as a Subcontractor to another company which is bidding as a Prime Contractor)?
The Government is not evaluating subcontracting teaming arrangments at the MAC level. For Order competitions, an Offeror must choose whether it will submit as a
Prime or as a Subcontractor to another Prime MAC Holder, but cannot submit
58 Draft RFP F 5252.217-9500(f). Does this mean the government will also authorize milestone payments along with the milestone delivery schedule?
In the event that the Order is being issued for fixed price items and it is not possible to price supplies or other requirements in accordance with paragraph (e) of this clause due to urgency such as safety-of-flight or readiness impact, the Cognizant Contracting
Officer will prepare a supplemental agreement to this contract in the form of a ceiling priced order. The specific terms and conditions will be negotiated at that time.

The KRACEn MAC Orders will be competed in accordance with H.1 of the RFP utilizing FAR Subpart 16.505 procedures.
62 Draft RFP H.1 Will there ultimately be a Notional Order Schedule posted by the Government for
Contractor FY/CY insight and planning?
The Government does not plan to post a notional schedule at this time. Once the MAC contract is awarded and Task Orders are identified, the Government will communicate this information so Awardees are able to plan accordingly.
63 Draft RFP H.1 Does the Government anticipate ‘Orders’ will be competed as Best Value or LPTA or a combination to be determined?
Evaluation and award criteria will be determined at the Order level. It is anticipated that Orders will largely utilize best value.
64 Draft RFP H.1 Can an awardee respond to only FFP delivery orders or will the awardee be required to respond to all RFQs?
