Proposed Contract will be CPFF for Labor CLINS and Cost (no fee) for ODC CLINs.
This procurement is a small business set aside, single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five year ordering period.
Note:
(1) While CLINs 0002 through 0006 are not separately priced (NSP) at the IDIQ level, they will be priced when utilized at the task order level.
(2) All labor ceiling, inclusive of cost and fee, for CPFF CLINs 0002 through 0006 (NSP CLINs) is included in the overall ceiling for CLIN 0001.
(3) All travel ceiling for COST CLINs 0008 through 0012 (NSP CLINs) is included in the overall ceiling for CLIN 0007.
(4) All material ceiling for COST CLINs 0014 through 0018 (NSP CLINs) is included in the overall ceiling for CLIN 0013.
(5) Non-Performance Based (Level of Effort) - The composite rates in the “B-1 Estimated and Negotiated Labor Rates” tables will be used to develop the total estimated cost plus fixed fee. Fixed fee will be calculated based on fee per hour and in accordance with 5252.232-9510 Payment of Fixed Fee (NAVAIR) (OCT 2005). The fee per hour is the total fee proposed for all periods divided by the total number of hours for all periods (1,381,527). The non-performance based fee per hour is $To Be Completed at Contract Award.
B-1 ESTIMATED AND NEGOTIATED LABOR RATES
Streamlined Ordering Procedures for Cost Plus Fixed Fee Term LOE orders.
LOE Orders will be issued under this contract using the following streamlined ordering procedures:
(1) For each proposed order, the contracting officer will provide the contractor with a Task Order (TO) and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the estimated and negotiated Composite Labor rates table below to calculate the total estimated cost for the proposed TO. The TO fixed fee is calculated using Section H Clause 5252.232-9510 PAYMENT OF FIXED FEE (NAVAIR).
(2) These Composite rates are estimates, and invoicing will be based upon actual costs incurred. Ceiling for Other Direct Costs (ODC) will be priced in accordance with the Government estimate. TOs crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the TO.
(3) Within three (3) working days of receipt of the TO and IGCE, the contractor shall respond:
(i) If the contractor agrees that it can perform the TO within the parameters of the IGCE, they will sign and return the DD1155 to the contracting officer. If the requirement remains valid, a priced order will be issued to the contractor.
| (ii) | If the contractor does not agree with the TO and/or IGCE, a proposal will be submitted to the contracting officer within five (5) working days of receipt of the TO and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor. |
| (4) | If the contractor fails to respond to the proposed order within five (5) working days of receipt of the TO, the contracting officer may unilaterally issue the TO or extend the deadlines above when in the best interest of the Government. |

The average Fully Burdened Labor Rate per Hour is entered in the above table as proposed for each labor category during the applicable performance year (1-5) of the ordering period. Numbers only are entered, in U.S. dollar format ($###.##) rounded to the nearest cent. Fully Burdened Labor Rates shall include direct labor cost, fringe, overhead, G&A, subcontractor pass-through rate, and fee on total cost, but should not include Fully Burdened Other Direct Costs (ODCs) such as Travel. This would be the total labor costs (the sum of both the prime and all subcontractors) costs for that labor category divided by the total number of labor hours for that category to arrive at the average (composite) Fully Burdened Labor Rate per Hour.

STATEMENT OF WORK
Statement of Work (SOW) Reliability-Centered Maintenance (RCM) Support For New Procurement And In-Service Aircraft
1. Scope
1.1 Naval Air Warfare Center Aircraft Division (NAWCAD) is procuring Reliability-Centered Maintenance (RCM) support for new procurement and in-service aircraft. Within NAVAIR, RCM is required in support of aircraft engines, aircraft systems (i.e., weapons, aircrew escape systems, avionics, and electrical systems), Support Equipment (SE) (i.e., avionics support equipment, non-avionics support equipment, and aircraft launch/recovery equipment), and depot plant equipment. In addition to RCM analyses, financial and administrative support and active participation in RCM Working Group meetings to provide feedback on a host of issues that drive RCM improvements is required.
1.2 RCM is an analytical process to determine the appropriate failure management strategies, including preventive maintenance (PM) requirements and Other Actions (as defined by NAVAIR 00-25-403 and COMNAVAIRFORINST 4790.20 series, and hereafter referenced as “Other Actions”) that are warranted to ensure safe operations and cost-wise readiness. This process of developing PM requirements, with an auditable documentation package, is based on the reliability of the various components, the severity of the consequences related to safety and mission if failure occurs, and the cost effectiveness of the task. The NAVAIR 00-25-403 manual is the primary document for anyone tasked with implementing an RCM program or performing an RCM analysis on Naval Air Systems Command (NAVAIR) managed equipment. Section 3.3 of this SOW defines the specific requirements relating to contract execution.
1.3 RCM is required in support of all NAVAIR National Sites, including NAVAIR Headquarters at Patuxent River, MD, the NAWCADs at Patuxent River, MD, Lakehurst, NJ and Orlando, FL; the NAWCWDs located at China Lake, CA and Point Mugu, CA; and the In-Service Support Centers (ISSC) located at Jacksonville, FL, Cherry Point, NC, and North Island, CA.
1.4 Potential customers include NAVAIR and NAVAIR Sites responsible for acquisition and sustainment activities to include PEO(A), PEO(T), PEO(U&W), PEO(JSF), Fleet Readiness Centers (FRC) FRCSE (Jacksonville) , FRCSW (North Island), FRCE (Cherry Point).
