SOLICITATION

Solicitation N00421-19-Q-0483 is issued as a combined synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with Cytec Engineered Materials , under the authority of FAR Part 12, FAR Part 13, and FAR Part 52.219-6. Offerors must be registered in the System for Award Management (https://www.sam.gov/sam/) database prior to submission of an offer to be considered for award of any DoD contract.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 7:00am on July 25, 2019. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for determining whether to conduct a competitive procurement. The Government will not pay for any information received. Purchase Description:

Purchase of M46J/7714A 12K 24” in accordance with ACS-MRS-5002 Rev F, CN A052.

Total amount of material to be purchased is 2700 (+/- 10%) linear feet (does not meet MOQ). All material shall be fabricated on the same date and from the same run, and be released on the same date.

Must be stored at or below 0°F.

One temperature recorder (USB capable) shall be included in each box.

An SDS shall be included with each material.

Shipping shall be coordinated by Cytec Engineered Materials. The material shall be shipped at a temperature that shall not degrade the performance of the material upon arrival at the purchaser. Dry ice shall be included in each box if not being shipped by freezer truck. All materials shall be shipped IAW federal, state, and locals laws and regulations.

7. HANDLING AND STORAGE

HANDLING

Precautions: Wash hands thoroughly after handling. Wear protective gloves. Contaminated work clothing should not be allowed out of the workplace. Obtain special instructions before use. Do not handle until all safety precautions have been read and understood.

Special Handling Statements: Heating or curing of unused rolls or sheets of product prior to disposal is not recommended. Heating a large mass of product can lead to a rapid decomposition reaction, generating heat, smoke and possibly fire. This material contains a small amount of flammable or combustible liquid and vapor. Keep away from heat, sparks, and flame. Provide good ventilation of working area (local exhaust ventilation if necessary).

STORAGE

Store in accordance with local, state, and federal regulations.

8. EXPOSURE CONTROLS/PERSONAL PROTECTION

Engineering Measures:

Where this material is not used in a closed system, good enclosure and local exhaust ventilation should be provided to control exposure when spraying or curing at elevated temperatures.

Respiratory Protection:

Where exposures are below the established exposure limit, no respiratory protection is required. Where exposures exceed the established exposure limit, use respiratory protection recommended for the material and level of exposure. A full facepiece respirator also provides eye and face protection. Cutting, grinding or sanding of parts fabricated after curing may create respirable dust particles. Respiratory protection appropriate for this dust may be required. Refer to components listed above for potential hazardous components in the dust.

Eye Protection:

Wear eye/face protection such as chemical splash proof goggles or face shield. Eyewash equipment and safety shower should be provided in areas of potential exposure.

Avoid skin contact. Wear impermeable gloves and suitable protective clothing. Barrier creams may be used in conjunction with the gloves to provide additional skin protection.

Hand Protection:

Nitrile or fluorinated rubber gloves. Consider the porosity and elasticity data of the glove manufacturer and the specific conditons in the work place. Replace gloves immediately when torn or any change in appearance (dimension, colour, flexibility etc) is noticed. Barrier creams may help to protect the exposed areas of the skin, they should however not be applied once exposure has occurred.

Additional Advice:

Food, beverages, and tobacco products should not be carried, stored, or consumed where this material is in use. Before eating, drinking, or smoking, wash face and hands thoroughly with soap and water. It is recommended that a shower be taken after completion of workshift especially if significant contact has occurred. Work clothing should then be laundered prior to reuse. Street clothing should be stored separately from work clothing and protective equipment Work clothing and shoes should not be taken home.

A 4-hour inhalation LC50 (rat) value of >700 mg/m3 has been reported. Prolonged or repeated exposure may cause primary skin irritation and allergic skin reactions in some instances. Mechanical action of this resin may cause eye irritation upon contact. This resin has produced moderate eye irritation in laboratory animals. This resin has been reported to have tested positive for mutagenicity in the standard Ames screening test as well as in a mouse lymphoma cell point mutation assay. The literature reports several cases of asthmatic symptoms developing in workers due to occupational exposure to this resin. Large oral doses of Phenolic epoxy resin #1 have produced central nervous system effects in laboratory animals.

Acute LD50 skin Epoxy/Phenolic resin has acute oral (rat) and dermal (rabbit) LD50 values of >2000 mg/kg and 4000 mg/kg, respectively.

Direct contact may cause mild eye irritation. Prolonged or repeated dermal exposure may cause irritation. This material may cause allergic skin reactions in rare instances. This polymer has been reported to have tested positive for mutagenicity in the standard Ames screening test as well as in a mouse lymphoma cell point mutation assay.

Irritating .Not an expected route of exposure Phenolic epoxy resin #2 has reported acute oral (rat) and acute dermal (rabbit) LD50 values of >15000 mg/kg and >20000 mg/kg, respectively. Direct contact with this material may cause moderate skin and eye irritation. Prolonged or repeated contact is expected to cause dermal sensitization. In vitro genetic toxicity studies have produced equivocal results (some positive; other negative). In vivo genetic studies have produced negative results. Phenolic epoxy resin #2 is acid is classified under IARC - Group 3: Not classifiable as to its carcinogenicity to humans.

Acute Irritation

Antimony trioxide has an acute oral (rat) LD50 value of greater than 20,000 mg/kg. Direct contact with antimony trioxide causes mild eye and skin irritation. Inhalation may also cause respiratory tract inflammation. Ingestion will cause mild irritation to the mouth, nose, stomach and intestines. In carcinogenicity tests, female rats showed a significant increase in the incidence of lung tumors, while no tumors were seen in males. This material was mutagenic in an in vivo test.

Antimony trioxide is a chemical known to the State of California to cause cancer.

eye Not an expected route of exposure dermal CYCOM7714A Prepreg Page 8 of 13 Urea, N'-(3,4-dichlorophenyl)-N,N-dimethyl- (Diuron) has acute oral female (rat) LD50 values ranging from 1,017-4150 mg/kg. The acute dermal (rabbit) LD50 was reported to be >5,000 mg/kg. The acute 4-hour inhalation (rat) LC50 was >5.05 mg/L (aerosol - max. achievable atmosphere concentration). This substance was non-irritating to rabbit skin and eyes and was not a dermal sensitizer in guinea pigs. Diuron is not mutagenic to the HPRT-locus in the CHO test system;

non-mutagenic in the Ames assay and non-clastogenic in both in vitro and in vivo Chromosomal Aberrations assays. In a repeated dose dermal toxicity study rabbits were exposed to 50 and 250 mg/kg bw/d of Diuron for five days per week over three weeks. The repeated dermal exposure to Diuron revealed no toxicologically relevant effects on rabbits.

Therefore, the NOAEL was established at 250 mg/kg bw, the highest dose tested. In a subacute inhalation study rats were exposed to nominal doses of 0, 20, 150 and 1000 mg/m3 (anal. conc. achieved: 0, 4.1, 37.4 and 268.1 mg/m³) of an aerosol of Diuron for 6 h per day, 5 days per week for 14 or 28 days. At all rats exposed to concentrations up to 37.4 mg/m³ Diuron did not exhibit prominent test item-related signs of adverse effects. Therefore the LOAEC was determined to be 268.1 mg/m³ in males and 37.4 mg/m³ in females based on significant alterations in hematologic parameters and dark, enlarged spleens at higher dose levels. The NOAEC was assessed to be 37.4 mg/m³ for male and 4.1 mg/m³ for female animals. In a 90-day repeat dose oral toxicity study rats received diets containing 0, 100, 250 and 2500 ppm Diuron, equivalent to a mean test article intake of 0, 6.7, 17.0 and 176 mg/kg bw/day for males and 0, 8.7, 23.3 and 214 mg/kg bw/day for females. The NOAEL of 6.7 mg/kg bw/day was established for males. No NOAEL for females could be set; the LOAEL was 8.7 mg/kg bw/day for females. The LOAEL for females was based on adverse hyperplasia of renal and pelvic mucosa and urinary bladder mucosa and adverse hematological alterations at 250 ppm and above. A 12-month chronic toxicity study was conducted with Beagle dogs receiving 0, 50, 300 or 1800 ppm of Diuron, mixed into the standard dog diet. All animals survived and no treatment-related clinical signs were observed but effects on red blood cell parameters indicated a hypochromic hemolytic process from 300 ppm onwards. The NOAEL was established at ~1.8 mg/kg/d (50 ppm) for both sexes and the LOAEL was assessed to be ~11 mg/kg bw/d (300 ppm), based on hemolytic anemia, pigmentation of liver, kidneys and spleens and altered organ weights. Urea, N'-(3,4-dichlorophenyl)-N,Ndiemthyl- (Diuron): In a combined chronic toxicity/carcinogenicity study rats were administered 25, 250, or 2500 ppm of Diuron in the feed for 24 months. The mortality rates were low overall and did not correlate with doses whereas the intake of 2500 ppm resulted in an increased incidence of neoplasia of the urothelium in both sexes. Considering severe hyperplasia as a possible early stage of neoplastic alterations, the NOAEL for carcinogenic effects was between 1.0 and 10 mg/kg bw/d for males and 1.7 and 17 mg/kg bw/d for females. For chronic effects Diuron-treatment led to erythrocyte damage in females at 25 ppm and above, thus no NOAEL for females could be set. In males, the NOAEL is 1.0 mg/kg bw/d based on effects on spleen and blood cells. In a two-generation study four groups of rats (30 males and 30 females per group) received Diuron at 0, 10, 250 or 1750 ppm in the diet for < 70 days prior to mating, then during the mating period and finally during pregnancy and weaning. Under the conditions of this study, Diuron exhibited no adverse effects on reproductive parameters. The NOAEL of the parent male and female was 14.8 mg/kg bw/day and 18.5 mg/kg bw/day, respectively. This was based on reduced body weight, body weight gain, and food consumption in parental rats in the 1750 ppm dose. The NOAEL for the F1 males and females were 18.9 mg/kg bw/day and 22.1 mg/kg bw/day, respectively. This was based on reduced body weight in pups in the 1750 ppm dose group. In a prenatal developmental toxicity study female rats were dosed (oral gavage) at 0, 2, 10, and 50 mg Diuron /kg bw/d on days 7 through 19 of presumed gestation. Overall, a statistically significant decreasing average daily food consumption and body weight gain was observed for the top dose on days 13 to 20, resulting in significant weight loss to day 20, so that the NOAEL of maternal toxic effects is set 10 mg/kg bw/d. In contrast, Diuron did not adversely affect the development of the offspring at the top dose. Therefore, the NOAEL of embryotoxic / teratogenic effects is assessed to 50 mg/kg bw/d. In a second prenatal development toxicity study female rats were dosed (oral gavage) at 0, 16, 80, and 400 mg Diuron/kg bw once daily on days 6 through 15 of presumed gestation. As administration of 80 and 400 mg/kg/d caused significantly reduced feed consumption and loss of body weight during the period of treatment the NOAEL of maternal toxic effects is determined to be 16 mg/kg bw/d. For fetuses average body weights were significantly decreased for the high dosage group litters and skeletal alterations and delayed ossifications were observed. The NOAEL of embryotoxic/teratogenic effects is set to 80 mg/kg bw/d.

The chemical, physical, and toxicological properties of this material have not been fully investigated. The acute oral (mouse) and acute oral (rat) LD50 values for arsenic has been reported to be 145 mg/kg and 763 mg/kg, respectively.

The estimated acute (inhalation) 4-hr (rat-dust) LC50 value is >0.5-1.0 mg/L. Absorption into the body leads to the formation of methemoglobin which in sufficient concentration causes cyanosis. Direct contact with this substance is expected to cause moderate skin irritation and serious eye damage. Arsenic and arsenic compounds are classified as Carcinogenic to Humans by IARC (Group1) and Known to be a human carcinogen by NTP.

13. DISPOSAL CONSIDERATIONS

The information on RCRA waste classification and disposal methodology provided below applies only to the product, as supplied. (a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

52.204-13 SYSTEM FOR AWARD MANAGEMENT MAINTENANCE (OCT 2018)

(a) Definitions. As used in this clause--

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management (SAM) records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Contractor has entered all mandatory information, including the unique entity identifier and the EFT indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14), into SAM;

(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Contractor will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

System for Award Management (SAM) means the primary Government repository for prospective Federal awardee and Federal awardee information and the centralized Government system for certain contracting, grants, and other assistance-related processes. It includes—

(1) Data collected from prospective Federal awardees required for the conduct of business with the Government;

(2) Prospective contractor-submitted annual representations and certifications in accordance with FAR subpart 4.12; and

(3) Identification of those parties excluded from receiving Federal contracts, certain subcontracts, and certain types of Federal financial and non-financial assistance and benefits.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b) If the solicitation for this contract contained the provision 52.204-7 with its Alternate I, and the Contractor was unable to register prior to award, the Contractor shall be registered in SAM within 30 days after award or before three days prior to submission of the first invoice, whichever occurs first.

(c) The Contractor shall maintain registration in SAM during contract performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement. The Contractor is responsible for the currency, accuracy and completeness of the data within SAM, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. To remain registered in SAM after the initial registration, the Contractor is required to review and update on an annual basis, from the date of initial registration or subsequent updates, its information in SAM to ensure it is current, accurate and complete. Updating information in SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.

(d)(1)(i) If a Contractor has legally changed its business name or ``doing business as'' name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day's written notification of its intention to--

(A) Change the name in SAM;

(B) Comply with the requirements of subpart 42.12 of the FAR; and

(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor shall provide with the notification sufficient documentation to support the legally changed name.

(ii) If the Contractor fails to comply with the requirements of paragraph (d)(1)(i) of this clause, or fails to perform the agreement at paragraph (d)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the SAM information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the ``Suspension of Payment'' paragraph of the electronic funds transfer (EFT) clause of this contract.

(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the SAM record to reflect an assignee for the purpose of assignment of claims (see FAR subpart 32.8, Assignment of Claims). Assignees shall be separately registered in SAM. Information provided to the Contractor's SAM record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the ``Suspension of Payment'' paragraph of the EFT clause of this contract.

(3) The Contractor shall ensure that the unique entity identifier is maintained with the entity designated at www.sam.gov for establishment of the unique entity identifier throughout the life of the contract. The Contractor shall communicate any change to the unique entity identifier to the Contracting Officer within 30 days after the change, so an appropriate modification can be issued to update the data on the contract. A change in the unique entity identifier does not necessarily require a novation be accomplished.

(e) Contractors may obtain additional information on registration and annual confirmation requirements at https://www.sam.gov.

52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (MAY 2019)

(a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items:
