Subject: Statement of Work for Purchase of BTG Labs Surface Analyst TLI (Model #: SA3001TLI)
Statement of Work Contractor shall perform the following tasks:
MATERIALS
Task 1.
The contractor shall supply to NAVAIR a portable water contact angle (WCA) unit, Model # SA3001TLI. This system shall be configured to permit the reliable WCA measurements on Teflon and XL-ETFE (cross-linked ethylene tetrafluoroethylene) sheathed instrumentation wire of an AWG equal or greater than 24. The system shall also have configurations to allow WCA measurements on: 1) rough (high RMS) and smooth surfaces of polymer matrix composite panels 2) rough (high RMS) and smooth surfaces of metallic panels (aluminum, steel, titanium), 3) of low water contact angles (<10 degrees) on plasma-treated metals and composite surfaces, 4) vertical, upside down, and hard to reach surfaces in addition to standard horizontal surfaces. The system shall include a spare battery, battery charger, spare water cartridges, and 100 performance check cards. The data format of the unit shall be compatible with BTG’s earlier model SA1000 portable WCA unit. Training in use of the unit shall be provided by the contractor.
The BTG Surface Analyst TLI system was developed as part of a NAVAIR FY18 219 Workforce Development project to serve as a QA/QC tool for verifying the bondability of the surface of aircraft polymer sheathed instrumentation wiring with water proofing sealant. In additional to the NAVAIR wiring QA/QC requirement, the new unit will also support numerous bonding projects in the Materials Engineering Division (AIR-4.3.4), Air Vehicle Modification and Instrumentation (ARI-5.2.9) group, FRC’s, and throughout NAWC-AD and NAWC-WD.
