2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement? Which of these capabilities are mandatory?

The NAVAIR 7.2 IT/CS Regional Data Center (RDC) is a designated Department of the Navy (DON) regional hosting facility responsible for providing 24/7 support for several mission-critical systems. As such, the proactive management of end-to-end availability of the critical Data Center infrastructure components that support the mission-critical DON and NAVAIR systems is essential.

Enterprise Class data storage services are a key component of the RDC. The NetApp storage array provides a redundant, scalable centralized source for external disk storage, which is required by all RDC critical application servers hosted in this facility. The support and maintenance requirement directly impacts the NetApp Storage Array products which are fully implemented into the RDC infrastructure.

Due to the nature of the mission-critical systems that are reliant and supported by this NetApp storage array, all maintenance is performed in a “live” environment with no downtime.

Replacement of failed parts must be completed as quickly as possible using original equipment

manufacturer (OEM) parts. All firmware upgrades to the hardware must be provided by the manufacturer or its authorized resellers.

Procurement of brand name NetApp Storage Array expansion hardware components and support are required to support the RDC’s compute, network, and storage architecture currently in place with enhancements and upgrades designed to improve performance and scalability. This equipment is critical for all Data Center hosted applications and servers. The current storage environment is running near capacity and places the RDC at risk of being unable to fulfill existing and new customer requirements for application hosting and data storage. Failure to procure the required NetApp hardware and components will impact integration plans and could jeopardize systems configuration and interoperability.

NetApp provides a unique combination of enterprise capabilities, system integration, and DoD compliance. Enterprise capabilities such as redundant processors (nodes); power, and cooling;

support for multiple system controller node storage clusters; native support for data protocols:

FC, FCOE, ISCSI, NFS (3,4,4.1), CIFS ((SMB)2,3), RAID DP for multi-disk failure tolerances;

numerous data efficiencies include deduplication (inline and post process), compression (inline and post process), compaction block level snapshot capabilities that can provide application integrated back-ups for vm's, windows, AD, SQL, Exchange, oracle, and SAP, "0-space" block level clones (flex clone), and flexible management via command line, GUI, and centralized management options.

NetApp also provides interoperability and extensive integration with existing RDC on-premise and cloud technologies such as direct VMware vCenter integration for storage control and monitoring; cloning, and back-ups; Powershell and API interfaces, and several additional integrations with VMware vRealize automation and cloud self-service platform; and, native encryption capability per volume, native AWS S3 aggregate integration with object storage (fabric pool), multi-volume large shares with load-balancing both data and access distribution.

Their products are also able to meet DoD-specific requirements such as PKI and Multi-factor authentication support, DISA APL product certification, and Common Criteria certification.

3. Was market research or other informal survey conducted? Describe your research or survey.

Market research was conducted by technical representatives to accomplish research and analysis to determine availability and functionality required to meet the Government’s needs. Further, internet research was conducted to obtain competitive market pricing available on SEWP V and GSA Government-Wide Acquisition Contract (GWAC) contract vehicles to assist in developing an Independent Government Cost Estimate. Although this requirement is brand name specific to NetApp, multiple resellers are available to quote on a competitive basis under the NASA SEWP V multiple award contract vehicle. NAWCAD 7.2.4 is requesting award of a firm-fixed-price order competed among NASA SEWP V GWAC authorized resellers.

4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made? Provide the date by which the supplies or services must be delivered. How was this date determined?

The RDC invests considerable time, effort, and funding in maintaining a multitude of support contracts with technology vendors. Use of products such as NetApp that are already part of Navy or Joint enterprise agreements provide significant cost savings in the management of those assets over the product lifecycle.

Delivery of the products must be no later than (NLT) August 30, 2019 to align with cyber security initiatives.

5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, Why not?

Future procurements of NetApp products will be required as the NAVAIR 7.2.4 Data Center continues to grow to meet customer requirements. The IT/CS Subject Matter Experts (SME’s) will continue to attend information technology trade fairs and conferences, conduct research via the Internet to monitor the commercial market place for unique and innovative information technology solutions, and promote future competition that is not limited to certain brand products when available.
