N00421-19-9-0001, Amendment 0002 January 9, 2019
Question 1: Will the Government accept and evaluate proposals from for-profit consortium management companies?
Answer 1: Yes.
Question 2: If the answer to question 1 above is yes, will the type (profit versus non-profit) in any way affect the evaluation results?
Answer 2: No, business type is not a consideration in the selection decision. As stated in the solicitation, the award will be made to the responsible offeror whose proposal offers the best overall value to the Government based on the four evaluation criteria identified.
Question 3: Does the Government intend that the consortium management company have technical responsibility for each prototype project?
Answer 3: Paragraph 1.2.2 (Proposal Content), Section 1 - Consortium Management Structure, of the solicitation specifically requires offerors to address how the Consortium Management Company intends to manage the aviation consortium, including its structure, governance and discussion on how the management company intends to perform administrative functions (i.e. legal, finance and security), the proposed level of interaction/oversight with its consortia members, and the proposed interaction/relationship with the NAWCs. This section also requires the offeror to describe its plans to flow down and enforce project requirements, plans to oversee performance of the members on specific projects, and plans for rectifying unacceptable performance by a member on a specific project. If the intent of the Consortium Management Company is to have the NAWCs and/or NAVAIR be responsible for oversight of performance, this should be clearly stated.
Question 4: Regarding Section 3 - Fee Structure, can the Government please provide the Government’s Estimate in terms of Anticipated Annual (12 month period) Face Value of Project Awards and/or in terms of Total Face Value of Project Awards over the period of performance of the OTA? In addition, can the Government please provide the estimated total number of OTA project awards annually and/or over the period of performance of the OTA?
Answer 4: Unfortunately, the demand signal is not yet sufficiently clear to make projections with regard to the number of projects or face value of projects under the resulting OTA.
