STATEMENT OF WORK

GLOBAL RADIO FREQUENCY AND INTELLIGENCE NETWORKS

Scope.

The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Integrated Command Control (C2) and Intelligence (IC2&I) Division integrates and delivers products for Command, Control, Communications, Computers, Combat, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. These critical C5ISR solutions are funded by a broad range of Department of Defense (DoD) and non-DoD customers, including joint forces commands, warfighters, and disaster recovery/first responders. The IC2&I Division is the organic Lead Systems Integrator (oLSI), using a rapid engineering process to provide solutions with a blend of Commercial-off-the-Shelf (COTS), Government-off-the-Shelf (GOTS), and fully customized solutions. The IC2&I Division will be integrally involved in the design, production, and support required for Global Radio Frequency and Intelligence Networks (GRFIN).

This Statement of Work (SOW) scope includes system engineering services to perform tasks in support of assigned GRFIN related technologies and systems. Tasking includes requirements definition; solution definition; integration and installation; verification and validation; and operation and sustainment. Efforts will involve the integration and installation of GRFIN systems and equipment; the update and modernization of existing systems and equipment; and the use of legacy, current, and emerging GRFIN technologies to meet unique requirements. Tasking will span the entire systems engineering life cycle or some portion thereof. Tailoring the systems engineering process will be required to meet rapid project life cycles. GRFIN systems that will be supported by this Contract will range from stand-alone systems to global, integrated communication solutions that combine satellite and terrestrial networks supporting converged data, and will take various forms including dismounted portable, mobile, and fixed site applications. While contract performance will take place primarily within the Continental United States (CONUS) locations, completion of some projects will require travel to Outside of the Continental United States (OCONUS) locations.

This work is currently contracted by the IC2&I Division under the title “SATCOM” (Satellite Communication). There is no difference between these two (2) requirements. This is considered a follow-on to the SATCOM contract, only re-worded and organized differently to be more technically succinct and reduce duplicative verbiage.

Technologies. Although not inclusive, GRFIN areas of particular interest to the IC2&I Division are:

Military satellite communications. Ultra High Frequency (UHF), Super High Frequency (SHF), Extremely High Frequency (EHF), Global Positioning System (GPS), Global Broadcast Service (GBS), and Quad-Band Systems.

Commercial satellite communications. iDirect, Very Small Aperture Terminal (VSAT), International Maritime Satellite (INMARSAT), Iridium, Ku, C, Ka, and X Systems.

Digital networking technologies. Personal Area Network (PAN), Local Area Network (LAN), Wide Area Network (WAN) and Metropolitan Area Networks (MAN) of various topologies, and being connected via copper, fiber optics, or wireless connections. Networking protocols, Asynchronous Time-division Multiplexing (ATM), Frame Relay, Integrated Services Digital Network (ISDN), Digital Subscriber Line (DSL), Synchronous Optical Network (SONET), Transmission Control Protocol/Internet Protocol (TCP/IP), Multi-Protocol Label Switching (MPLS), Voice over Internet Protocol (VOIP), Quality of Service, and latency are all important areas of interest with these technologies.

Operations disaster recovery, continuity of operations, data replication, storage area networks, and network attached storage.
