Communication Plan Requirement Generation Phase
During this phase, the primary purposes of NAVAIR exchanges with Industry are:
to conduct market research;
to increase Industry’s interest in participating in an upcoming competition; and to better understand Industry’s near-term capabilities to inform the development of government requirements and the acquisition strategy.
*The following slides highlight particular points of interest from the Industry Communication Guide for the FRP MAC requirement.

In this phase NAVAIR is most receptive to exchanging ideas that result in effective and efficient requirements, acquisition strategy, contracting approaches, and evaluation approaches that best meet the warfighter’s needs.
By the end of this phase, a stable set of requirements and the acquisition and contracting strategies should be established.

Government Intent and Responsibility - to gain a comprehensive understanding of Industry’s technology maturity and capability to provide materiel solutions to the warfighter.
Exchange of Information and Communication NAVAIR can provide info to Industry and Industry can provide info to NAVAIR Early exchanges of information
Who is in charge?

Q&A’s during this phase NAVAIR does not need to provide Industry Q&A’s to all parties.
- Q&As to be shared publically with interested parties are those that clarify NAVAIR’s intent.
NAVAIR will not answer questions that essentially request that the Government assess its approach NAVAIR will not publically release questions form individual entities that are provided to the Government with non-disclosure conditions such as “Proprietary Data”.
1) a. sharing of information via different acquisition methods (i.e. sources sought, RFIs, Industry Days, One on One meetings, etc.)
1) b. Early exchanges are most important in new requirement competitions
1) b. e.g. draft acquisition strategy, Analysis of Alternatives (AoAs), Initial Capabilities Documents (ICDs), Capabilities Development Documents (CDDs), and SOWs/PWSs
1) b. if data package and rights are an important part of future performance, the IP strategy and associated definitions for development; form, fit and function; and Operation, Maintenance, Installation, and Training (OMIT) should be a discussion topic at industry days and/or through RFIs in order to help establish an effective acquisition strategy.
4) a. such as an anticipated draft RFP or final RFP release dates and award date.

Government Intent and Responsibility - to gain a comprehensive understanding of Industry’s technology maturity and capability to provide materiel solutions to the warfighter.
Status updates and additional one on one’s NAVAIR will periodically provide status of the procurement action and projected timelines for critical events NAVAIR may invite Industry to additional one on one’s or other meetings, with limitations and no obligations
NAVAIR will not share with others in Industry the capabilities of one prospective offeror or information that the offeror deems proprietary.

Industry Intent and Responsibility - ensure a clear understanding of the Government needs and provide the government a clear picture of potential materiel solutions.
What is the Government looking for from Industry in building the FRP MAC requirement?
Defining the requirement – are we missing a fleet need? What do you know that we don’t? What can we do better? Lessons learned from other organizations?
We want our source selection to be fast and efficient…how can we make this happen? What adds value in the source selection? What does not?
Talk to us about small business! Is the capacity/capability there for small businesses to prime the effort? If your firm is a large business, are there challenges in developing a small business base to support this requirement?
Patience– as we encourage and receive feedback, our path/requirements/schedule may change!

One-on-ones: We’re interested to hear what you have to say in a different setting. We’re committed to conducting these, but not every request may result in a meeting.
