PROPOSED SOURCES SOUGHT SYNOPSIS

5.1 – MISSION SYSTEMS SUPPORT SERVICES REQUIREMENT

SOURCES SOUGHT SYNOPSIS. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, the Naval Air Systems Command (NAVAIRSYSCOM)) of the Naval Air Systems Command (NAVAIR), has a requirement to perform test and evaluation engineering, which includes research and development, systems analysis and engineering, prototyping, and integration of warfare systems into Naval aircraft and aviation systems.. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Firms; Certified 8(a), Women-Owned, Service-Disabled Veteran-Owned Small Businesses) to provide the required products and/or services. Based on a review of industry response, the Government will decide on the appropriate competition approach.

An award is anticipated no later than 31 January 2019. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award. A statement of work will be used. The NAICS code is 541330 with a size standard of $35.5 million and the Product Service Code is R425. It is anticipated to be a Cost-Plus Fixed Fee (CPFF) basic contract.

The effort is currently being performed by J.F. Taylor, under CPFF contract N00178-14-D-7780-M801 with an anticipated expiration date of 31 January 2019.

1. The Mission Systems, Test, and Evaluation Division (MSTED) is responsible for providing the people for Integrated Test Teams (ITTs) to plan, coordinate, and conduct integrated mission systems test and evaluation of avionics systems integrated in various aircraft. The ITT conducts Developmental Test and Evaluation (DT&E) via lab, ground, and flight test of newly installed or developmental systems and/or modifications to fleet deployed systems. Tasking is also undertaken for data gathering to support potentially new systems or to improve existing systems. Prototype experimentation and test is also performed by MSTED. Contractor support is required for engineering and technical support to ensure completion of mission essential and effective completion of MSTED tasking.

2. The contractor shall provide Engineering, Technical, and Project Management support in the areas of Test Planning, Test conduct, Data Analysis, Test Reporting, Technical Documentation, Test Project Management, and Systems Engineering. This SOW outlines the requirements for providing these areas of support to the AIR-5.1.2 MSTED at Naval Air Station (NAS) Patuxent River, Maryland.

3. All work will be accomplished at one or more of the following locations: Approximately 74% of work will be performed at Government site and 26% of work will be performed at Contractor site. Government site(s) include NAWCAD, Patuxent River (PAX) MD, NAWCWD, China Lake (CL) CA, and NAWCWD, Point Mugu (PM) CA facilities.

4. A DD254, Contract Security Classification Specification, shall be applicable to this requirement. The current level of classification has been identified as TOP SECRET facility and NONE for safeguarding. This is a professional services contract. A copy of the draft Statement of Work is attached.

Interested small businesses are requested to submit a brief capabilities statement package (no more than 15 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the above services. This document shall contain, as a minimum:

1. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, CAGE Code, and a statement regarding current small business status:

Prior/current corporate experience in providing Engineering Support as described in the SOW for the efforts of similar size/scope within the last five years, including the contract number, organization supported, indication of whether a prime or subcontractor, contract value, point of contact and current telephone number, and a brief description of how the contract referenced relates to the services described herein. As part of your response please answer the following questions below:

· How much experience do you have planning, executing, and reporting on a test of a mission system in a capabilities based test and evaluation environment?

· How much experience do you have with the NAVAIR test planning and test reporting instructions?

· Describe your transition plan (45 Days) to assume the anticipated tasking with no impact to the programs under test.

3. A statement regarding capability to obtain the required industrial top security clearance.

4.
