Brand Name Mandatory Justification

1. Indentify the required supplies or services by keyword nomenclature and model or stock number, and quantity. Identify the proposed source.

2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?

This product is used to: Thermistor RF power sensors are universally recognized as the most accurate means to measure and transfer RF power. The TEGAM Model 1830A was designed to operate with all types of thermistor RF power sensors while further reducing uncertainties. It combines a modern DC substitution bridge with a precision measurement system to provide consistent, calibrated RF power readings manually or automatically. The Model 1830A is designed to bias either 100 Ω or 200 Ω mounts and has dual bridges for balancing both RF sense and compensation thermistors such as contained in the Agilent 478A and 8478B. It also is works with the Agilent 486A series of waveguide sensors and includes a heater circuit for all TEGAM and Weinschel ovenized thermistor mounts. The model 1830A comes in a compact 2U half rack configuration.

Which of these capabilities are mandatory?

TEGAM or their "Authorized Distributors" are the only authorized suppliers of the above listed P/N’s any vendor that is chosen for the the above listed P/N’s must be an " Authorized Distributors" of TEGAM services/products. They cannot substitute make or model. Because of these mandatory requirements set by Measurement Science Department, Corona, CA, incompatibility and interchangeability issues, exist. These Procedures are distributed from the Measurement Science Department, Corona, CA to all the NAVAIR Calibration Laboratories. Units must be compatible and interchangeable. These laboratories must follow these procedures to the steps and cannot deviate or make substitutions

No. TEGAM has proprietary rights on engineering data, design And product documentations of their products

4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?

The above listed model numbers have been verified/certified for accuracy, drift, temperature correlation, voltage and power. Logistics support costs shall be considered in the overall cost to the Navy when introducing new model numbers. This is of particularly concern when the quantities of new items are low and the overall cost to the Navy would far exceed the actual cost of the unit. Furthermore, delays in fielding equipment would be incurred as the new calibration procedure workload and/or training is introduced into the system.

Provide the date by which the supplies or services must be delivered. How was this date determined?

Delivery schedule as follows:

10 units per week starting December 01, 2017

Final delivery shall be no later than 14 weeks after award of contract, and shall be absolutely no later than April 01, 2018. Based on Vendors ARO

5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?

None. Future purchases of the above listed P/N’s cannot foster competition because once a vendor P/N is purchased, follow on support for that tool can only be maintained by the OEM. See #4
