Question 1:

Para 1. (SCOPE) contains the phrase “A schedule of vessel maintenance requirements is provided by the American Bureau of Shipbuilding (ABS). The contractor will ensure vessels at ATMO Key West are maintained in accordance with ABS Standards. The ABS sets an industry standard for vessel maintenance and the ATMO Key West vessels are maintained in accordance with these standards.” Will the Government please clarify the maintenance standards for each vessel called out in the Statement of Work?

Answer 1: The RFP will be updated to clarify vessel maintenance standards for each vessel.

Question 2:

Para 4.1.2.4 (Maintenance Discrepancies) states “Scheduled maintenance is planned for each vessel and its installed equipment (engine, cranes, generators, winches, deck equipment, air conditioning and refrigeration systems, etc.) in accordance with (IAW) the equipment manufacturer's manuals and Standard Commercial Practices. Additionally, the ABS establishes an ongoing schedule of vessel maintenance requirements; the contractor shall monitor the ABS schedule and shall be responsible for performing ABS maintenance requirements.” Will the Government please clarify whether a Certified ISM/ ISO program is required given the requirement for following ABS standards?

Answer 2: The RFP will be updated to clarify vessel maintenance standards for each vessel and to include requirements for ISM/ISO.

Question 3:

Does the Government intend to receive proposal responses that include a discussion of PWS Paragraph 4.2 (Detailed Support Requirements)? Based on the page count limits and proposal construction directions provided in Sections L & M, there doesn’t appear to be space allocated for such a discussion. Will the Government set a page limit for this elsewhere, such as in the opening of Volume 1.1 (Understanding the Work)?

Answer 3: The Government is not requiring a write up on specific sections of the Statement of Work; instead the Government is utilizing a sample task approach and is requiring Offerors to provide responses to the sample tasks outlined in Section L of the RFP. There is no proposal data or page count required for Volume 1.1 Understanding of the Work as this is the title of that Technical sub-factor.

Question 4:

Para 4.2.4.1.6 (galley operation) does not indicate the extent of galley operations (potential number of meals daily or duration at sea).

Answer 4: The RFP will be updated to reflect the extent of galley operations.

Question 5:

Para 4.3.3.2 (Common Access Cards (CAC) / Local Badges) states “Contractor CACs and facility specific identification badges will be issued by the Government to on-site contractor personnel and shall be visible at all times while personnel are at the Government site.” This statement is impractical and should be deleted. CAC cards must be inserted in Navy computers when accessing networks and can’t be worn. It is also a safety hazard in shipboard/industrial environments.

Answer 5: The RFP will be updated to add clarifying information related to the requirement for identification badges.

Question 6:

In reviewing the Draft RFP, there does not appear to be many key personnel labor categories. Is this accurate or were some key categories inadvertently omitted? Does the Government intend to judge our response to the Workforce Factor based on only two resumes for the Program Manager and Financial Analyst?

Answer 6: The RFP will be updated to reflect the inclusion of additional Key Personnel for this requirement.

Question 7:

Para 5.7 (Labor Qualifications). The functional descriptions for the listed SCA labor categories appear to be inadequate in regards to actual position duties, experience and qualifications. Particularly regarding Engineering Technicians and Vessel Officers.

Answer 7: The RFP has been updated to clarify the functional descriptions, experience, and qualifications of the labor categories required by the Government.

Question 8:

Para 5.7 (Labor Qualifications). For forklift operator, will the NAS Key West Supply Department issue a NAVFAC license for contractor personnel?

Answer 8: The RFP will be updated to clarify the requirements for fork lift operator.

Question 9:

The Wage determinations listed in attachments 9 and 10 appear to be outdated.

Answer 9: The RFP will be updated to reflect the current Wage Determinations under Attachments 9 and 10.

Question 10:

Attachment P1 (Workforce Qualification Spreadsheet) was not included and could not be evaluated.

Answer 10: The RFP will be updated to remove Attachment P1 (Workforce Qualification Spreadsheet) from Section J, as this document will not be required to be submitted with the proposal.

Question 11:

Para 1.3.1 (Key Personnel Resumes) does not require the offeror to provide a letter of intent from the proposed employee when they are not a current employee of the offeror. Will the government require signed letters of intent for proposed contingent key personnel?

Answer 11: The RFP will be updated to clarify that a contingent employee proposed as a key person shall provide a letter of intent. Section L, Part B, Para. 3.3 (c) does state that “All contingent hires shall have a letter of intent submitted” under the Cost Volume. The definition of a contingent employee and associated requirements will be added to the Technical section in Section L of the RFP.

Question 12:

Para 1.3.2 (Service Contract Act (SCA) labor categories). Requiring Offerors to submit “a written certification that individuals filling SCA positions under the contract will meet the minimum qualifications for their respective SCA labor categories as outlined in Section C of the solicitation” does not allow substantial government evaluation of an offeror’s staffing plan or capability.

Answer 12: The Government will review this requirement.

Question 13:

Para 3.0 (EVALUATION FACTORS FOR AWARD) places emphasis on the offeror’s Management Plan and Workforce submission over past performance and cost. However, this draft RFP has minimal information about position descriptions, required qualifications, Key Personnel requirements and resume submissions. Will the government provide additional information regarding key personnel and workforce qualification criteria in order to ensure that workforce staffing submissions meet the government’s expectations?

Answer 13: The Government will review the order of importance of Technical sub factors. Technical will remain more important than Past Performance or Cost.
