15. The proposal due date has been extended from 31 October 2017 until 7 November 2017. Section L, Part A, paragraph 4.0 has been updated to reflect this change.

QUESTIONS AND ANSWERS:

1. Question: Is it possible for a firm to get sponsored for a TOP SECRET facility clearance after award? If so, how?

Answer: Yes. A contractor or prospective contractor cannot apply for its own facility clearance. A procuring ativity of the Government, or cleared contractor in the case of subcontracting, may request the clearance when a definite, classifed procurement need has been established. However, per Section C, Paragraph 3.2.3.3, a current TOP SECRET facility clearance is required in order for a proposal to be considered for this solicitation. The Defense Security Service (DSS) has more information on obtaining a facility clearance at this link: www.dss.mil/isp/index.html

2. Question: The labor category descriptions note that “Engineering labor categories require an engineering degree”. Can the Government please confirm that Engineering Technology is considered an engineering degree?

Answer: Yes. Engineering Technology is an acceptable degree as long as it is a Bachelor’s Degree per the requirement stated in Section C, Paragraph 4.3.1.

3. Question: Would the Government consider allowing other technical degrees (i.e. Physics or Computer

Science) be considered to fulfill the Engineering labor categories degree requirement?

www.dss.mil/isp/index.html

Answer: No. Per Section C, Paragraph 4.3.1, Systems Aerospace and Test Aerospace Engineering labor categories REQUIRE an engineering degree, and years of experience cannot be substituted for a Bachelor’s

Degree.

4. Question: Page 16 in Section C, Paragraph 4.3.1 spells out: "Systems Aerospace and Test Aerospace

Engineering labor categories REQUIRE an engineering degree, and years of experience cannot be substituted for a Bachelor's degree." It doesn't mention whether or not a Bachelor's with X years of experience can substitute for a Master's in the case of a senior. However, on Page 17 above the qualification substitution start, the statement reads "no substitutions are permissible for the System

Aerospace and Test Aerospace Engineering positions." Which statement takes precedence? Or in other words, can an FTE with a Bachelor’s in an Engineering field be able to substitute experience for a Master’s degree?

Answer: Yes. An FTE with a Bachelor’s Degree in an Engineering field may substitute experience for a

Master’s Degree. The language on Page 17, Section C, Paragraph 4.4 has been revised.

5. Question: On Page 74 in Section L, the Labor Categories and FTEs listed in the chart in Section L, Part B, Volume 1, under B. Management Approach, Paragraph 1.4 do not match the Labor Categories in Section C, Paragraph 4.0 or the FTEs in Section L, Part B, Volume 3 in the table under Paragraph 3.5.2. Is this intended just for the purposes of the transition plan requirements in section L, or are there more labor categories intended for the RFP that aren't listed in C, 4.0 or L, B. 3.5.2?

Answer: The table in Section L, Paragraph 1.4 is only intended for the purposes of the Transition Plan.

6. Question: On Page 16 in Section C, Paragraph 4.2, the number of FTEs listed in the key labor categories table do not match the number of labor hours for each Key labor category in Section L, Part B, Volume 3, Paragraph 3.5.2 Labor Hours table for Year 1 for FTEs. Is it the intent that only a subset of the FTEs for each Key labor category in L, B, 3.5.2 represented by the amount of hours are Key, in accordance with C,

4.2 Key labor categories table?

Answer: The intent is that only a subset of the FTEs for each “Key labor category” are actually Key

Personnel as listed in the Section C, Paragraph 4.2 table.

7. Question: On Page 16 in Section C, Paragraph 4.2, the number of FTEs listed in the key labor categories table for the Project Analyst, Senior (4) and Project Analyst, Journeyman (2) do not match the number of labor hours for the same Key labor categories in Section L, Part B, Volume 3, Paragraph 3.5.2 Labor

Hours table for Year 1 for FTEs. The Section L table has Project Analyst, Senior with 2 FTEs and Project

Analyst, Journeyman with 4 FTEs. Please clarify the key personnel FTEs required for these labor categories.

Answer: The table in Section C, Paragraph 4.2 is the only table that defines the Key Personnel FTEs. The table in Section L, Paragraph 3.5.2 contains the total labor hours per labor category by Ordering Year.

8. Question: On Page 12 in Section C Paragraph 3.3.1, the RFP requires the contractor to provide a Program

Manager (PM). Is this in addition (at no cost to government) to the labor categories listed in section L, Part

B, Volume 3, Paragraph 3.5.2 Labor hours on Page 80 or should this be understood to be the Manager, Senior in that table?

Answer: The Program Manager (PM) requirement is the “Manager, Senior” labor category. This has been clarified in Section C, paragraph 3.3.1.

9. Question: The Security Clearance chart in Section C, on Page 10, Paragraph 3.2.2 lists a number of

“potential” requirements for personnel to have a Top Secret clearance. Section L, Part B, Volume 1, Paragraph 1.2 indicates one Senior Project Analyst will need a TS within 30 days of award. Is the intent to have only one person needing a TS within 30 days, and all others only need to be eligible?

Answer: One Senior Project Analyst will be required to have a TOP SECRET clearance within 30 days of the basic contract award. Other TOP SECRET positions will be identified at the task order level. Section

C, Paragraph 3.2.2 has further details.

10. Question: On Page 80 in Section L, Part B, Volume 3, Paragraph 3.5.4, Government spaces lists

"Acquisition Analyst, Senior" as a Key billet. Is this the same as "Acquisition Specialist, Senior" in the labor hours table in paragraph 3.5.2 and as in Section C, paragraph 4.0 in the Key Labor Category Table?

Answer: Yes. In Section L, Part B, Volume 3, paragraph 3.5.4, the Government Spaces table has been corrected.

11. Question: On Page 73, Section L, Part B, Paragraph 1.3, Organizational Chart states “The total proposed labor mix and level of effort shall conform to that outlined in Section L, Volume 3, paragraph

3.7.2.” However there is no paragraph 3.7.2 in Section L, Volume 3. Is this intended to be Paragraph

3.5.2?

Answer: Yes. This is intended to reference Section L, Volume 3, Paragraph 3.5.2.

12. Question: Section B-1 requires populating a table for the composite fully burdened rates per year per labor category. In Section L, Part B, Volume 3, Paragraph 3.5.4, there are six labor categories that have space in

Government spaces. The rest are Contractor spaces. Please clarify if Offerors should provide separate composite rates for Contractor site and Government site locations given the potential impact to establishing the ceiling for task orders.

Answer: No. The Composite Rate is intended to be a single rate for each labor category, taking into account both Contractor site and Government site personnel, as applicable.

13. Question: Section C, Paragraph 3.1.5 for Other Direct Costs states that COR/ACOR approval is required for travel expenses over $3,500. In Subsection, 3.1.5.1.2, it states that all travel requires COR/ACOR approval. What approval is required for travel?

Answer: COR/ACOR approval is required for authorization for all travel in support of the contract.

COR/ACOR approval is also required prior to incurring any travel expenses over $3,500 or material purchases over $3,500. The language in Section C, Paragraph 3.1.5 has been clarified.

14. Question: Is the Service Contract Act applicable to the Administrative Assistant labor category? If so, please provide the applicable Wage Determination Schedule version and code for the labor category.

Answer: No. The Service Contract Act is not applicable to this contract as the predominant effort is for professional services.

15. Question: In Section K, under clause 252.204-7007 for Annual Representations and Certifications, Part

(b)(2), when the Offeror is currently registered in the System for Award Management (SAM) it states that paragraph (d) can be used “instead of completing the corresponding individual representations and certifications in the solicitation.” Does that apply to all certifications in Section K or only to that clause

(252.204-7007)?

Answer: It applies only to the certifications referenced in 252.204-7007.

16. Question: On Page 70, Section L, Part A, Paragraph 3.0 indicates Volume 2’s (Past Performance) page limit is 10 pages. Section L, Part B, Paragraph 2.0 on Page 75 indicates Offerors shall complete Attachment

P1 (two pages) plus submit up to one page in length as a continuation of the Contract Effort Description box for a total of three pages per Past Performance reference. Offerors are permitted three references per prime contractor and no more than two per subcontractor. With a total of three pages for each reference, the total may exceed 10 pages for Volume 2. Please clarify the page limit requirement for Volume 2.

Answer: Note that this requirement is for “no more than two forms per principal subcontractor”, as stated in Section L, Part B, Volume 2, Paragraph 2.1. (Emphasis added.) The definition for “principal subcontractor” is on Page 69, Section L, Part A, Paragraph 1.0.

The Volume 2.0, Past Performance table Page Limits are revised to:

2 pages per Past Performance Information Form, or

3 pages per Past Performance submission, if a continuation page is utilized.

17. Question: Attachment P4 lists the Functional Area Labor Category which is used to identify different tripwire rates applied to different functional areas per labor category. All solicitation labor categories are listed except for the Administrative Assistant labor category which is not populated. In Section M, 3.0

Price/Cost- Tripwires, the tripwire is identified at $300k annually per employee. The instructions on the template include instructions for columns J-N which, are not on the actual template, to address the

Functional Area Labor Category rates for each labor category. Please clarify which tripwire rates are applicable.

Answer: Section M, 3.0 Price/Cost, Tripwires correctly identifies the tripwire rate which is $300K annually per employee. Attachment P4 has been revised, as detailed in “Amendment 0001 Changes”, above.

18. Question: At the bottom of Attachment P3, Cost Summary Spreadsheet, the Seaport-e IDIQ contract maximum pass through is listed in the pass through analysis as well as reference to the Savings clause in

Seaport contracts. As this is not a Seaport-e solicitation, is that pass through limitation applicable?

Answer: No. The Seaport-e IDIQ contract maximum pass-through is not applicable to this solicitation.

The Seaport reference has been deleted from Attachment P3.

19. Question: Solicitation, Section 4.0 Personnel Qualifications, Page 17:

a. If a candidate worked in a high OPTEMPO OCONUS location for over 80 hours a week, can that count as two years of experience?

Answer: No. Hours per week connot be substituted for years of experience.

20. Question: Solicitation, Section Clauses Incorporated By Full Text, 5252.237-9501 Additional or

Substitution of Key Personnel (Services) (NAVAIR)(OCT 2005): Section (C) states “The contractor agrees that during the term of the contract, no key personnel substitutions or additions will be made unless compelling reasons.”

a. The term of this contact is for 60 Months and expecting all personnel to remain static in this

Industry for five years is restrictive. Recommend reducing the Government’s time expectations.

Answer: No. This only applies to “Key Personnel”. The clause also states, “In such an event, the contractor must promptly provide the information required by Paragraph (d) below to the Contracting

Officer for approval prior to the substitution of addition of key personnel”. Paragraph (d) explains the substitution process which is a standard process that occurs on a regular basis.

21. Question: Solicitation, Section Clauses Incorporated By Full Text, 5252.237-9501 Additional or

Substitution of Key Personnel (Services) (NAVAIR)(OCT 2005): Section (d) states, “All Proposed substitutes (no matter when they are proposed during the performance period) shall have qualifications that are equal to or higher than the qualifications of the person being replaced”.

a. Shouldn’t the new candidate be held to the same personnel qualifications the Government identified within Section 4.0 Personnel Qualifications?

Answer: No. The new candidate is held to the qualifications of the person being replaced.

22. Question: Section L, Paragraph 2.1 (Past Performance - General) requests "the Offeror shall provide one electronic copy of the Statement of Work/Performance Work Statement for each contract reference as

Annex 1 to this Past Performance Volume" and also in the next paragraph that a continuation page for the

P1 form should be submitted as "a second PDF or MS Word document". There does not appear to be a requirement to submit any electronic copies of the proposal. Can the government please clarify whether these items are intended to be included in the hard copy submission? If not, can the government please provide submission instructions for the electronic files?

Answer: The table in Section L, 3.0 Proposal Content and Volumes has been revised to also include:

1 Electronic Copy for Volumes 1, 2 and 3 and Annex 1. The Electronic Copy must be a CD.

23. Question: RFP page 73, Section L, Paragraph 1.4, Contract Transition Plan: The government identifies

49.9 CSS FTE across multiple NAWCAD contracts currently supporting 25 ongoing AIRWorks projects.

Please provide a list of the 25 ongoing projects to include the stage of the project and the number/labor categories of FTE supporting the projects to facilitate development of the transition plan.

Answer: Please see the following list of current AIRWorks projects by PEO Aligned Integrated Product

Team. However, the Government will not provide a current status per project, as each project is different, and a status update will not provide sufficient context for an offeror to understand the project scope.

Current project status information is not a requirement of an adequate transition plan.

24. Question: RFP page 80, Section L, Paragraph 3.5.4, Incumbent Information: The government states there is no incumbent contractor for this contract because it is a new contract. However in Section L, Paragraph

1.4, the government identifies 49.9 CSS FTEs currently supporting AIRWorks. Please provide a list of companies currently providing the 49.9 FTEs in support of AIRWorks.

Answer: AIRWorks currently utilizes CSS support from multiple contracts. The contractors providing support, including subcontractors, are: JF Taylor, Inc., CRL Technologies, Inc., ManTech International, Camber Corporation, Perrygo Consulting Group, Avian LLC, Wyle Laboratories, Inc., and Booz Allen

Hamilton.

25. Question: RFP page 73, Section L, paragraph 1.4, Contract Transition Plan: The government provides a table of current labor categories supporting AIRWorks. The labor categories identified in this table do not match the labor categories identified in the table located in section 3.5.2, Labor Hours. Please reconcile the labor categories in the table on page 74 (current) with the table on page 80 (to be proposed). For example, page 74 identified “Engineer” and “Engineer and Technicians” but the table on page 80 specifically identifies “Systems Aerospace Engineer” and “Test Aerospace Engineer.” The table on page 74 (current) identifies a “Program Analyst” and a “Systems Analyst” labor category, the table on page 80 (to be proposed) only identifies “Project Analyst.” The table on page 74 identifies a “Scheduler, Maintenance” but there is no commensurate labor category on the table on page 80 (to be proposed). Which labor category identified in page 80 will absorb the “Scheduler, Maintenance” duties identified on page 74

(current)?

Answer: The Project Analyst labor category will absorb the “Scheduler, Maintenance” duties.

26. Question: RFP page 73, Section L, paragraph 1.3, Organization Chart: The Government requests the offeror provide an organizational chart of the proposed support organization. Please provide an equivalent organization chart identifying the government AIRWorks organization.

Answer: Please see Section J, Attachment 6, AIRWorks Structure.

27. Question: FAR Clause 52.244-6 Subcontracts for Commercial Items is included in the Request for

Proposal. Therefore, it is our understanding that subcontracting to a commercial item subcontractor that meets the FAR 2.101 definition of a commercial item is allowable. Commercial item subcontractor rates are based on market analysis and are fully loaded rates. These rates are not based on unburdened labor and applied indirect rates. Therefore, if a commercial subcontractor is proposed as part of the team, a cost build-up would not be provided with the proposal. To document this understanding, will NAVAIR consider providing an amendment to the RFP to including the following (in section L, Part B, Paragraph 3.3

Price/Cost Information) as subsection 3.3 (g)?

"(g)The elements included immediately above in (f) do not apply to Offerors proposing fixed-price or time and material subcontractors that meet the definition of a commercial item in accordance with FAR 2.101.

These proposed fixed-price or time and material subcontractors shall provide a P6 document with only labor categories, hours, and fully burdened rates included; no build-up is required. Offerors who do not have an approved purchasing system and who intend to subcontract on a fixed-price or time and material basis where the subcontract exceeds the greater of the Simplified Acquisition Threshold (SAT) or 5% of the total estimated cost of the contract shall obtain the Contracting Officer's written consent before placing the subcontract in accordance with FAR 52.244-2(c)(2)(i). Award of the task order resulting from this solicitation shall serve as the Contracting Officer's written consent at 52.244-2(d), as applicable.

Additionally, Offerors shall include in their proposals all elements required by 52.244-2(e)(1)(i through vii); this will serve as the Offeror's notification to the Contracting Officer for purposes of 52.244-2(e)(1). If an element of 52.244-2(e)(1) is not applicable, the Offeror shall state the exception to the requirement in its proposal."

Answer: The above proposed language is not necessary because FAR Clause 52.244-6 is unrelated to the rates that are required to be submitted in accordance with Section L, Part B, Paragraph 3.3 (f). Per FAR

Subpart 44.4, the intent of this clause is that “Contractors and subcontractors at all tiers shall, to the maximum extent practicable be required to incorporate commercial items or nondevelopmental items as components of items delivered to the Government.”

28. Question: Page 16, Section C, paragraph 4.4 - Additionally, the following qualification substitution chart provides standard experience/education substitutions; however, no substitutions are permissible for the

Systems Aerospace and Test Aerospace Engineering positions:

Was it the Government’s intention to state there are no substitutions permissible for the engineering positions in paragraph 4.4 or was the intention of paragraph 4.4 to state there are no substitutions permissible (i.e., Math, Physics, etc.) for personnel without a Bachelor’s Degree in Engineering from being qualified as an engineer? Was it the Government’s intention in paragraph 4.4 to not allow a Bachelor’s

Degree with additional years of experience as a substitution of a Master’s Degree for a Senior Engineer position?

Answer: See the response to Question #4.

29. Question: Page 72, Section L, Part B, Paragraph 1.2 - For all proposed current or contingent Key personnel, provide a resume describing work assignments, training, etc., that demonstrates the experience and specialized qualifications of each key person proposed as required by the Section C Statement of Work, Section 3.2.2.

Please clarify, did the Government intend to refer to Section C, Statement of Work, Section 3.2.2

(Investigative Requirements) for requiring the proposed Key Resume to demonstrate the experience and specialized qualifications required by the Statement of Work? If not, is the correct reference Page 12, Section C, paragraph 3.3, Detailed Support?

Answer: The correct reference is Page 12, Section C, Paragraph 3.3, Detailed Support. This has been corrected as stated in “Amendment 0001 Changes”, above.

30. Question: Page 73, Section L Volume 3, Paragraph 1.3 - The Offeror shall include an organizational chart of the proposed support organization (to include subcontractors) to perform the effort as defined in the SOW.

The Organizational Chart shall include position titles and the number of full time equivalents (FTEs) proposed for each labor category. The total proposed labor mix and level of effort shall conform to that outlined in Section L, Volume 3, paragraph 3.7.2.

Please confirm, should the reference for this requirement be Section L, Volume 3, Paragraph 3.5.2 instead of paragraph 3.7.2?

Answer: Yes. See the response to Question #11.

31. Question: Is TOP SECRET level safeguarding a requirement of the prime or can subcontractors provide this capability to meet the requirement?

Answer: The TOP SECRET level safeguarding is required of the prime contractor. Please see Section C, Paragraph 3.2.3.3. The Defense Security Service (DSS) has more information on this, under “Industrial

Security”, at this link: www.dss.mil/isp/index.html

32. Question: For Section L, Part B, Paragraph 1.A. Workforce, “The Offeror shall propose personnel that meet or exceed all labor category requirements. Personnel must also have or exceed the required minimum level of security clearance as outlined with the solicitation”.

a. Is the Government only seeking key personnel or identification of all personnel (i.e. non-keys)? If all, does the Government seek names of these individual’s pre-award?

Answer: The Government is only requiring the identification of Key Personnel.

file:///D:/Users/Jennifer.Mountjoy/AppData/Local/Temp/21/www.dss.mil/isp/index.html

b. What is the Government requirement in "1 page for narrative" for “A. Work Force” besides the

“statement certifying that the contractor’s personnel, inclusive of non-key personnel, will meet all personnel requirements throughout the entire contract performance”?

Answer: The intent of this requirement is for Offerors to submit a one page certification statement.

33.
