DRAFT

Statement of Work (SOW)

1.0 BACKGROUND

The Department of Defense (DoD), Department of the Navy (DON), Naval Air Systems

Command (NAVAIRSYSCOM), Naval Air Warfare Center Aircraft Division (NAWCAD), AIRWorks Division (AIR-5.0X) has the requirement for analytical, administrative and management support for Non-Navy workload acceptance. The requirement will be to support customers in identifying and capturing requirements and tracking through the AIRWorks Data

Base (AWDB) in accordance with workload acceptance policy. Current and future workload acceptance, ensure work performed is mission compliant, strategically aligned, and meets sound business rules, including statutory and regulatory compliance.

AIRWorks is an organization, operating within NAWCAD, which has the role of managing and prioritizing current and future workload. Customers range from Naval Aviation Enterprise

(NAE), other Navy, Department of Defense (DoD) and Specified Joint Programs. Projects range from rapid response, Engineering Change Proposals (ECPs), demos, prototyping needs and fleet exercises.

2.0 SCOPE

The scope of this contract is to allow for resources to be made available for analytical, administrative and management support services as outlined in the technical requirements below

(Para 3.0). Workload acceptance should be based on an approach that is common and transparent, such that the work performed represents the highest priority, highest value efforts, while achieving and maintaining an optimal level of capability and capacity within NAVAIR and its subordinate commands and field activities. The scope includes prioritizing and sourcing work strategically within legal, policy and resource constraints, while promoting efficiency and managing the reduction of total ownership cost to perform mission tasking.

This Statement of Work (SOW) outlines the requirements for providing support to the AIR-5.0X

AIRWorks Division at Naval Air Station (NAS) Patuxent River, Maryland. No item in the SOW shall be interpreted to have the contractor perform any services that are inherently governmental services or personal services as defined in FAR 2.101 - (See "Inherently governmental function" and "Personal services contract' ).

3.0 TECHNICAL REQUIREMENTS

This SOW is laid out in paragraph format to facilitate tracking and task identification. It is noted that instructions and policies discussed in this SOW can be found at the following website:

3.1 Analytical Support

3.1.1 The contractor shall maintain and evaluate the AIRWorks database (AWDB)

SharePoint application for content management and document sharing, ensuring non-Navy projects are appropriately captured, triaged, updated and warehoused as needed.

3.1.2 The contractor shall provide support in reviewing and researching the appropriate support agreement form and supporting documentation required for individual agreements.

3.1.3 The contractor shall provide support with coordinating drafts, edits and NAWCAD reviews of non-Navy support agreements. Ensure all requirements for successful project conclusion have complete and accurate documentation prior to obtaining authorizing officials’ signatures.

3.1.4 The contractor shall work with Technical Points of Contact (TPOCs) to assist with making necessary revisions to SOWs, non-Navy support agreements and other documentation to accurately reflect the work stipulated in an agreement.

3.1.5 The contractor shall interact daily with team members, to include Contracts, Comptroller and Counsel assisting with the resolution of potential risk or other legal or fiscal policy issues with performing the work covered under a given support agreement.

3.1.6 The contractor shall provide input to successfully negotiate and facilitate discussions to resolve dispute impasses prior to agreement signature; Engage the supporting activity subject matter experts for additional guidance when necessary.

3.1.7 The contractor shall provide input and assistance to the NAWCAD technical and financial communities with the AIRWorks workload acceptance / Support Agreement processes.

3.1.8 The contractor shall provide support with adhoc data calls as required.

3.1.9 The contractor shall provide input on processes and policies to support efficiency improvement decisions by the government.

3.2 Administrative and Management Support

3.2.1 The contractor shall provide Microsoft Office product support to include, but not be limited to: Outlook, PowerPoint generation, Word document development, and Excel spreadsheet generation.

3.2.2 The contractor shall provide administrative support to include, but not be limited to:

meeting note taking, briefing development, memo writing, managing conference calendars, and database data entry.

3.2.3 The contractor shall provide administrative / troubleshooting support with the database;

to include assisting new users with project entry, adding new user permissions for access, and identifying and resolving SharePoint account issues.

3.2.4 The contractor shall maintain relevant trackers that support the team with analyzing metrics and tracking agreement statuses, review statuses, project information and financial data.

3.2.5 The contractor shall provide support with ensuring projects are accurately and sufficiently populated in the AWDB with the required information; Communicate with and provide assistance to technical and financial communities when necessary.

3.2.6 The contractor shall provide support with tracking new projects entered into the database to ensure timely workload acceptance processing.

3.2.7 The contractor shall provide support with assembling workload acceptance and support agreement packages for routing through required chain.

3.2.8 The contractor shall maintain central filing for all support agreements, posting signed copies of final support agreements and terminations to the applicable repositories and updating correlating trackers.

4.0 CONTRACTOR GENERAL PERFORMANCE REQUIREMENTS

4.1 Contractor Program Management

The contractor shall provide the capability to perform a wide variety of tasks related to the efforts defined in Section 3.0 above. The contractor must be capable of providing flexible, responsive, and high quality management, systems analysis, special operations, and technical support relating to the requirements. The contractor's technical effort shall be under the direction of a Program Manager (PM). The PM shall provide the overall management of program, personnel, planning, quality control, direction, coordination, and reviews necessary to ensure effective contract performance. The PM and other contractor personnel shall participate in IPTs and PMRs as required.

4.2 Subcontractor/Vendor Management

The contractor shall provide and implement processes and techniques to manage subcontractor billing, reporting, and overall vendor performance (technical, schedule, and cost).

The contractor shall provide for:

• Competitively selecting subcontractors, vendors, suppliers, consultants, and advisors.

• Providing feedback, information about and Government visibility into the subcontractor, vendor, supplier, consultant and advisor selection and management processes.

4.3 Contractor Workforce Hours

4.3.1 The contractor will be required to provide the required services and staffing coverage during normal working hours (NWHs). NWHs are usually 8.5 hours (including a 30-minute lunch break), from 0730-1600 each Monday through Friday (except on the legal holidays specified elsewhere). Some supported Government offices have flexibility to start as early as

0600/0630 and end as late as 1800/1830 Monday – Friday. Services and staffing shall be provided for each office at least 8 hours per day (during the 8.5 hour workday which includes the 30-minute lunch break).

4.3.2 Government Employees are allowed to voluntarily work a Compressed Work Schedule

(CWS). CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which inclues a 30 minute lunch break) worked per week. Under a CWS schedule an employee completes the following schedule within a two-week period of time: eight weekdays are worked at 9.5 hours each (which includes a 30 minute lunch break), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch break) and one Friday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.

4.3.3 The Contractor awarded this contract, with agreement by COR, may allow its employees to work a CWS schedule. Any contractor that chooses to allow its employees to work a CWS schedule in support of this contract agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the government. Furthermore, all contractors shall comply with the requirements of the Fair Labor Standards Act and particularly with

Section 7 regarding compensatory overtime. Additionally, the CWS schedule shall not prevent

Contractor employees from providing necessary staffing and services coverage when required by the Government facility.

4.3.4 The contractor may be required to provide labor hours in excess of 40 hours per work week to include holidays, weekends, and during irregular times and shifts based upon support for operations and exercises. If required, the contractor shall provide services and support 24 hours a day, 7 days per week as directed by the responsible contracting officer or written designee.

4.4 Contractor Responsibilities

The contractor shall assume total performance responsibility for work performed and data delivered. The contractor shall ensure proper management of subcontractors through competitive subcontractor selections, analysis, critique, and assessment of the adequacy, timeliness, and cost effectiveness of work performed. The contractor shall adhere to the small business subcontracting plan incorporated into this contract. The contractor shall coordinate management efforts with Government personnel as required, and shall provide information and documentation as requested by the Government to provide Government insight into subcontractor selection and management. The contractor shall provide reporting as described in the SOW and CDRLs to support Government oversight.

5.0 PLACE OF PERFORMANCE

The services to be performed in support of this SOW shall be performed at NAS Patuxent River, MD and Contractor Facilities. The Government has the ability to provide three spaces at its facilities for this effort. Government spaces will include access to a desk, phone, fax machine, copier and scanner.

6.0 OTHER DIRECT COSTS – MATERIAL/TRAVEL

6.1 Material

The contractor may be asked to provide material, equipment and other items (e.g., shipping fees, incidental specialized parts or materials, etc.). All incidental material purchases shall be in accordance with NAVAIR clause 5252.242-9515 in Section H of this contract.

6.2 Travel

CONUS travel may be required for this effort. All travel expenses shall be reimbursed to the contractor as Other Direct Costs. Travel shall be reimbursed at cost in accordance with the

Department of Defense Joint Travel Regulations and NAVAIR clause 5252.232-9509 Travel

Approval and Reimbursement Procedures (NAVAIR)(OCT 2013). The number and types of trips, including the number of personnel traveling, shall be limited to the minimum required to accomplish work requirements.

7.0 SECURITY

7.1 The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with the National

Industrial Security Program Operating Manual (NISPOM) and DoD 5200.1-R, Information

Security Regulation. The DoD Contract Security Classification Specification, DD Form 254, Attachment 2, defines program specific security requirements. The contractor shall develop, implement and maintain a facility level OPSEC program to protect classified and sensitive unclassified information to be used at the contractor facility during the performance of this contract. The OPSEC plan shall be submitted to the NAVAIR within 90 days of contract award for acceptance and approval. While performing aboard NAVAIR sites, the contractor shall comply with the provisions of NAWCADINST 3432.1B; at all other sites, the contractor shall comply with the local command and/or program OPSEC plan. All contractor facilities shall provide an appropriate means of storage for controlled unclassified and classified documents, classified equipment and materials and other equipment and materials.

All contractor personnel supporting the tasks under this contract must be eligible for a SECRET

Security Clearance. Personnel must be able to meet the security clearance requirements as outlined in Paragraph 9.2.

7.2 Only U.S. citizens may perform under this SOW. Any person having a security clearance revoked for any reason shall be ineligible to perform under this SOW. All contractor personnel supporting tasking under this SOW must be able to obtain an appropriate security clearance as required.

7.3 Identification Badges - Contractor identification badges shall be issued by the

Government to on-site contractor personnel. In accordance with NASPAXRIV Instruction

5510.15Q, March 07, 2012, identification badges must be displayed at all times while contractor employees are at NAVAIR sites. The contractor shall furnish all requested information required to facilitate issuance of identification badges, and shall conform to all applicable regulations concerning their use and possession of the badges. The contractor shall be responsible for ensuring that all identification badges issued to contractor employees are returned to the Security

Department at NAVAIR within forty-eight hours following the completion of the contract, relocation or termination of an employee, or upon request of the contracting officer.

7.4 Identification of Contractor Personnel - Corporation affiliation shall be referenced on all written documentation that refers to contractor personnel. This is required for internal and external communication. Similarly, the contractor affiliation shall be identified when answering phone calls, and at the beginning of any meeting or conference where contractor personnel are present.

7.5 The contractor shall conform to the provisions of DOD-D-5220.22, “National Industrial

Security Program,” and shall obtain security clearances for contractor employees requiring access to classified information and/or entry to controlled areas.

7.6 Information Technology Security- The Department of the Navy (DON) Automated Data

Processing (ADP) Security Program outlined in OPNAVINST 5239.1B, or the most current version of this instruction, applies to all efforts under this contract.

7.7 System Authorization Access Request (SAAR). Contractor personnel requiring a

Common Access Card (CAC) or access to Government Information Technology (IT) systems shall submit a DD Form 2875, (Attachment x), for approval and certify completion of Annual

Information Awareness Training.

8.0 DATA REQUIREMENTS AND DELIVERABLES

8.1 Technical Data

The contractor shall prepare and deliver to the Government the technical data in accordance with the requirements and schedules set forth in the applicable DD Form 1423, CDRLs. Unless otherwise directed, the contractor shall submit data and reports in digital format.

8.2 Contract Progress Report

The contractor shall submit a monthly Contract Progress Report in accordance with CDRL

XXXX.

8.3 Management Plan (MP)

The contractor shall provide a MP, in accordance with CDRL XXXX, that shall define a management system to plan and control the effort. The MP must delineate how the contractor plans to accomplish the effort, to include a breakout of labor, travel, material, Other Direct Costs

(ODC), a milestone schedule, and a schedule for the planned expenditure of funds.

9.0 PERSONNEL REQUIREMENTS

9.1 The Contractor shall be responsible for employing personnel having at least the minimum level of education and training, experience, and security clearance (see Para 7.2) as stated under each labor category specified herein.

9.2 Specialized experience of Contractor personnel shall have been obtained in a field of endeavor closely aligned to the type of work described in the Functional Description of Work specified for each labor category listed below. Years of experience shall mean full, productive years of participation.

Productive years mean 52 weeks of work reduced by reasonable amounts of time for holidays, annual and sick leave. If participation was part-time, of if less than one-half of the standard work week was spent performing qualifying functions, the actual time spent performing qualifying functions may be accumulated to arrive at full years of experience.

9.3 Key Personnel are those who will be performing in Key Labor Categories as specified below.

9.4 College Degree: All degrees shall be obtained from an “accredited college or university” as recognized by the U.S. Department of Education. This includes Associates, Bachelor’s, Master’s, or

Doctorate degrees.

9.5 Experience and Education Level definitions:

JUNIOR: A Junior labor category has up to 3 years’ experience and a BA/BS degree. A Junior labor category is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions.

JOURNEYMAN: A Journeyman labor category has 3 to 10 years of experience and a BA/BS degree. A

Journeyman labor category typically performs all functional duties independently.

SENIOR: A Senior labor category has over 10 years of experience and a MA/MS degree. A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

SYSTEMS ANALYST, JOURNEY

Collects information to analyze and evaluate. Performs logical and physical system design and reviews and prepares system documents and specifications. Conducts technical research on system upgrades to determine feasibility, cost, time required, and compatibility with system.

Prepares reports, studies and documentation. Delivers presentations and participates in meetings.

Works on special problem areas; administers complex areas of the network, security analysis and planning.

Education: BS or BA degree in a Business, Management, English or Communications.

ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.

Experience: Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques. Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies. Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.

INFORMATION MANAGEMENT & TECHNOLOGY ANALYST

Develops automated tracking tools necessary to support programs. Uses established fact-finding approaches, knowledge of pertinent work processes and procedures, and familiarity with related computer programming practices, system software, and computer equipment. Carries out fact finding and analysis as assigned, usually of a single activity or a routine problem; applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a higher level analyst by preparing the detailed specifications required by computer programmers from information developed by the higher level analyst, may research routine user problems and solve them by modifying the existing system when the solutions follow clear precedents. Plans, coordinates, and facilitates information system related activities such as upgrade of hardware and software, program and system design development of computer networks, and implementation of internet and intranet sites. Assists in the upkeep, maintenance and security of networks. Ensures the availability, continuity, and security of data and information technology. Recommends and supports process improvement initiatives.

Education: BS or BA degree in Computer Science, Information Systems or Web Technology.

ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience can be substituted for a BS or BS degree OR an additional eight (8) years of experience may be substituted for a BS or BA.

Experience: At least six (6) years experience with information systems in multiple IT resources

(e.g., SharePoint, ColdFusion, SQL, Oracle, JavaScript and Nintex).

ADMINISTRATIVE ASSISTANT

In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The

Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

Education: High school diploma or GED.

Experience: At least one (1) year of experience in a customer and business oriented position.
