PERFORMANCE BASED STATEMENT OF WORK (PBSOW)

FUEL TANK CLEANING SERVICES

Period of Performance Award date to 9/30/2017

1.0 INTRODUCTION

The Fuels Team of the Power & Energy Division (4.4.5) located at Naval Air Station (NAS), Patuxent River in the Propulsion Systems Evaluation Facility (PSEF) Building 2360 is in need of aboveground fuel storage tank cleaning services for various sized (500-20,000 gallon) epoxy-lined or stainless steel construction aboveground storage tanks. All tanks are located at Naval Air Station, Patuxent River, Maryland.

2.0 SCOPE

The storage tanks will be used to store fuel used for testing or for blending of petroleum and alternative (non-petroleum derived) aviation and diesel fuels. Clean storage tanks are vital to the success of the Navy’s alternative fuel test and qualification program as cross-contamination between fuels could potentially negate any test results.

3.0 SERVICE REQUIREMENTS

3.1 Fuel Tank Cleanings

3.1.1 The contractor shall enter and pressure wash the inside walls of the tanks until the tanks are free of dirt, sediment, or fuel. Upon completion of cleaning, the contractor shall hand wipe and vacuum the inside of the tanks dry. No detergents or chemicals shall be used in the cleaning process or added to the service water. The following tanks shall be cleaned under this contract. The tanks shall be cleaned based on Government need (refer to section 3.1.7 for scheduling) but no later than the Period of Performance. The tanks listed below shall be cleaned under this contract. Tanks cleaned under the same CLIN correspond to tanks to be cleaned on the same day, pricing shall reflect such.

3.1.2 The contractor shall clean the tanks without damaging the interior and exterior of the tanks, periphery lines, and installed sensors. This includes items such as tank sensors (i.e. temperature & level), valves, fuel lines, tank lids, and tank interior epoxy lining and tank body.

3.1.3 The Contractor shall be responsible for unbolting manway covers and removing the manway covers prior to cleaning. Once the tanks have been cleaned, contractor shall allow government to visually inspect the interior of the tanks. Once inspected by government representative, the contractor shall replace all manway covers back in their original location.

3.1.4 The Contractor shall supply all equipment and personnel needed to clean the tanks including but not limited to steam cleaners, pressure washers, pressure washer tips, vacuum pumps/hoses, protective equipment, ladders, water tanks and vehicles.

3.1.5 The Contractor shall remove and dispose of scrap fuel in accordance with all local, state, and federal regulations, where scrap fuel is defined as fuel the government no longer has a need for and needs disposed of. The quantity of scrap fuel contained in each tank to be cleaned shall not exceed 100 gallons. The fuel shall be either diesel or aviation turbine jet fuel (i.e. kerosene).

3.1.6 The Contractor shall dispose of fuel, contaminated water and/or general waste accumulated during the cleaning process in accordance with all local, state, and federal regulations. Disposal method is at the discretion of the Contractor and Government accepts no liability for reused scrap fuels.

3.1.7 The Contractor shall clean the tanks within 14 calendar days of a service request. Cleanings shall be performed Monday-Friday during the hours of 0700-1500 and must be coordinated with the TPOC. With prior approval from the TPOC, the performance of the task order may occur outside of the Monday-Friday 0700-1500 timeframe. The contract shall have capacity to clean two storage tanks in a single workday.

4.0 SPILLS

In the event of a spill of hazardous material, including but not limited to fuel, fuel-contaminated water, and solid tank waste, the contractor shall be responsible for the immediate isolation and remediation of the hazardous material and all associated costs. Remediation shall be completed in accordance with all local, state, and federal regulations. The U.S. Navy assumes no liability for contractor personnel health. It is the responsibility of the contractor to provide personnel trained in spill response operations and to provide all materials needed to complete such efforts. In the event of a hazardous material spill, the contractor shall refer to Attachment (1) for instructions on how to respond to hazardous material spills.
