INTEGRATED MATERIAL MANAGEMENT
STATEMENT OF WORK (SOW)
“DRAFT” – 12 January 2016
1.0 INTRODUCTION. The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, St. Inigoes, Special Communications Mission Solutions (SCMS) Division is engaged in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, life-cycle and logistics support of communications and electronic (C-E) systems/subsystems. These systems are provided to users within the Navy, Army, Air Force, Joint Special Operations Forces (SOF), and other DoD or Government agencies in order to fulfill urgent or emerging mission requirements. Most of SCMS Division efforts are in support of multiple quick-reaction projects in response to sponsor requirements which are usually of short duration. SCMS Division utilizes approximately 10 prepositioned Field Technical Units (FTU) located both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) positioned for rapid response support to various warfighting components around the globe. These locations are used to receive, manage, inspect, control and issue preposition stock to reduce downtimes and improve Turn-Around-Time (TAT) for repairs/replacement of failed items. SCMS Division has a requirement to procure centralized supply support services including the augmentation of all existing logistics, storage and asset management practices. Due to SCMS Division’s operational tempo and expanding responsibilities, centralization of material management is key to eliminate inefficiencies and redundancies. SCMS Division provides procurement, storage, delivery, asset-management, life-cycle sustainment and a full range of other logistics services for supporting approximately 75 SCMS Division projects. These projects are developmental, production and operational in nature and are funded with Research, Development, Test and Evaluation, Procurement (RDT&E), Operations and Maintenance (O&M), Non-DOD and Working Capital Fund (WCF) type funds.
1.1 Scope. The contractor shall provide expert support management services to perform and apply a supply chain management approach to all centralized SCMS Division supply support and material handling functions. The contractor shall provide centralized management and physical warehouse space and related services for complete asset management, storage, as-needed acquisition support, receipt, issuance and delivery, and final disposal services, to include database management of all material and equipment in custody. A project manager shall be assigned to employ supply chain management methods, practices and procedures to provide oversight, analysis and coordination of the efforts and coordinate directly with SCMS Division Government POCs, as well as other contractors supporting SCMS Division activities when requested. The contractor organization shall include personnel with firsthand experience and knowledge in warehouse processes and operations, inventory management and material handling, training and procurement support.

10.2 Building Security. The contractor may be required to perform building security responsibilities when provided office or lab spaces in a Government building under this contract. These responsibilities may include such duties as ensuring that all windows are closed and locked, coffeepots are turned off, all external doors are locked, or other duties as deemed necessary by the Government. Each building will have written procedures for the responsibilities of securing that building. If the contractor's failure to use reasonable care causes damage to any property, the contractor shall replace or repair the damage at no expense to the Government. If the contractor fails to secure the external doors, he/she may be called back to lock the door after regular working hours. This time may not be a direct charge to the contract.
10.3 Work Schedule. The contractor shall provide the required services and staffing coverage during normal working hours (NWHs). NWHs are usually 8.5 hours (including a 30-minute lunch break), from 0730-1600 each Monday through Friday (except on the legal holidays specified elsewhere). Some supported Government offices have flexibility to start as early as 0600/0630 and end as late as 1800 Monday - Friday. Services and staffing shall be provided for each office at least 8 hours per day (during the 8.5 hour workday which includes the 30-minute lunch break).
Government Employees are allowed to voluntarily work a "Compressed Work Schedule" (CWS). CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule an employee completes the following schedule within a two-week period of time: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.
The contractor awarded this contract, with agreement by COR, may allow its employees to work a CWS schedule. Any contractor that chooses to allow its employees to work a CWS schedule in support of this contract, agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the government. Furthermore, all contractors shall comply with the requirements of the Fair Labor Standards Act and particularly with Section 7 regarding compensatory overtime. Additionally, the CWS schedule shall not prevent contractor employees from providing necessary staffing and services coverage when required by the Government facility.

Additionally, the contractor may be required to provide support outside of the OCONUS in support of communication equipment/systems and subsystems when requested by the COR in accordance with DFAR clause 252.225-7040. 13.0 SEGREGATION OF COSTS AND INVOICE REQUIREMENTS (CDRL A012).
13.1 The contractor shall segregate costs incurred under this contract at the lowest level of performance, as identified in the incremental funding modification, rather than only on a Contract Line Item Number (CLIN) or total contract basis and shall submit invoices reflecting costs incurred at that level. In addition, the contractor shall submit invoices containing summaries of work charged during the period covered, as well as overall cumulative summaries for all work invoiced to date.
13.2 When there is more than one line of accounting, the Government will describe each ACRN preceding the accounting citation in the contract or a particular CLIN. The Government will pay contractor invoices by charging only an ACRN corresponding to the CLIN invoiced. Accordingly, when there are many lines of accounting, the Government will fund each CLIN separately and it will summarize the funding level for each CLIN.
