Interested parties should submit capability statements by February 18th addressing their experience in similar work, technical skills, and ability to perform at least 50% of work as a small business prime including teaming arrangements if applicable. Audio Visual (AV) Engineering and Integration Performance Based Statement of Work (PBSOW)
INTRODUCTION. The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division, located at St. Inigoes, MD, integrates and delivers products for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. SCMS has technical authority over a number of C5ISR capabilities, including Audio Visual (AV) products comprising of Briefing Display Systems (BDS), Operation Centers, Decision Support Systems (DSS), Video Walls and other control systems. These critical AV products are funded by a broad range of customers including Special Operation Forces (SOF), Homeland Security and other DOD and non-DOD agencies. To complete these products, the SCMS Division maintains subject matter expertise in a broad range of technical and programmatic disciplines. The designated Government Project Lead (GPL) will be responsible for all Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion. The GPL will utilize this contract to obtain the AV specific technical expertise and deliverables needed to complete each assigned project.
Scope. The Contractor shall provide operation systems development and engineering/technical services for implementation, from concept through deployment, of AV systems to enable efficient information exchange of voice/video/data. These products include legacy, current, and next generation AV systems and the planning, research, design, testing, integration, verification, customization, installation and system operations support of those systems, subsystems, and components. Unique AV technologies required include:
a. Audio distribution and control of analog, digital and Internet Protocol (IP) audio
b. Video distribution and control of analog, digital and IP video
c. Integration of audio and video systems onto IP networks in unclassified and classified environments
d. Designs for AV integration into fixed sites including lighting, acoustics, viewing angles, workstation layout Inherently Governmental Functions. No item in this PBSOW shall be interpreted to have the contractor perform any services that are inherently governmental services or personal services as defined in FAR 2.101. If any provision of the PBSOW conflicts with this term, this prohibition shall take precedence.
APPLICABLE DEFINITIONS AND DOCUMENTS. The following definitions, documents, and document sources are provided for reference. Requirements for SCMS Division products to have interoperability among military, civilian, U.S., and foreign users may dictate an adherence to a wide variety of specifications and standards. Department of Defense (DoD) systems shall adhere to the Joint Technical Architecture (JTA) 2.0 Standards. Non-DoD systems may be governed by numerous commercial, national, or international standards. The standard development organizations listed are not all inclusive and are presented only as representative sources of the technological interface details which may be required by systems developed with this contract. Likewise, the documentation listed is not all-inclusive but is representative of the types of information that may be required for engineering efforts on this contract.
Definitions:
Baseband Components - Within the context of this effort, includes the source and destination equipment which uses the information exchanged over the telecommunication system. This includes audio generation/receiving equipment (microphones, headsets, speakers, etc.) and video data generation/receiving equipment (encoders, decoders, computer equipment, multimedia equipment, facsimile equipment, digital imagery equipment, codecs, encryption devices, modems, etc.).
Communication – The conveyance of information between two points, without the alteration of the structure or content of the message.
Telecommunications – A term encompassing the transmission or reception of signals, images, sounds, or information by wire, radio, optic, or infrared media.
Telecommunications System – A system designed to satisfy the complete voice, data, or video communication requirements of the end user. The system may be composed of subsystems and will contain assorted wireless components as well as baseband input/output devices. SCMS Division systems may range from standard single channel radios to a network of subsystems providing global communications. The system may be broadband, multi-spectral, and handle combinations of voice, data, and video.
Audio/Video Control System - A control system is a device, or set of devices, that manages, commands, directs or regulates the behavior of other devices or systems. These system perform many tasks at once through a custom button pad and/or Touch Panel device.
InfoComm Industry Set Standards – As a global organization for the professional AV industry, InfoComm presents trade shows, special events, and training opportunities on six continents. As an ANSI Accredited Standards Developer (ASD) organization, InfoComm provides industry standards as the foundation for quality audiovisual systems. In addition, as an ANSI Accredited Certification Body, InfoComm offers the Certified Technology Specialist (CTS) program – the only ANSI accredited audiovisual verification under the ISO/International Electrotechnical Commission (IEC) 17024.

The contractor shall provide technical management and AV operation systems engineering services and supplies as required under paragraphs 3.1 through 3.6. Performance shall be measured in accordance with the Quality Assurance Surveillance Plan (QASP). Services shall require performance at the contractor’s facilities, Government facilities, or other locations designated by the SCMS Division.
AV Planning. (CLINs 0110, 0120, 0130) Using SCMS Division furnished criteria, the contractor shall provide services to perform analyses to develop new or modify/upgrade in-service AV systems with consideration of the Government's overall mission and technical requirements in addition to the physical limitations of the AV systems configuration. These analyses shall provide necessary documentation to support the development of new AV systems or the modification/upgrade and/or replacement of existing AV systems to meet mission and operational requirements. Results of surveys, interviews, analysis, and associated technical data may be reported on and shall be provided in accordance with Exhibit A (CDRLs A002, A003, A004 and A011). The contractor shall:
Conduct surveys, interviews, and process analysis at specified sites to determine and document capabilities of existing AV systems and their adequacy to recommend current and future mission and operational requirements. Identify the relevant processes and relationships between business processes, training requirements, AV systems and technology, and facilities that are key to successfully implementing new or enhanced AV solutions.
Research, identify, analyze and document system performance and interoperability requirements to achieve, improve or upgrade the AV system. Manage AV system requirements throughout the Certified Technology Specialist-Design (CTS-D) implemented system planning cycle in accordance with InfoComm industry set standards.
Conduct detailed user requirement analyses to determine and document site schedules, level of data, AV system requirements, communications requirements and constraints, and other potential site unique constraints.
Develop AV system design alternatives based on the results of operational and performance requirements analysis to postulate recommend potential technical approaches.
· Develop documentation and design drawings to support the configuration and arrangement of the proposed AV system elements.
· System improvement / production engineering documentation and drawings to support the configuration and arrangement of the modified AV system elements.
· Update engineering documentation and drawings to support the configuration and arrangement of the upgraded AV system elements in support of Engineering Change Proposals (ECPs).
Evaluate design concepts. Perform comparative analysis of AV design concepts considering supportably, technology availability, reliability, compatibility, interoperability, and cost effectiveness. This shall include program needs, modifications and upgrades of existing systems, human interfaces, information handling, data base management, and communications networking. Research and identify alternatives, formulate selection criteria, evaluate alternatives, and perform sensitivity checks.
Document the implementation plan for the new, modified and upgraded AV system integration, equipment, and subsystems with distinctly defined near, mid and long-term initiatives. Develop project schedules to include activity durations and effort milestones to support management of overall communication and risk management of the AV effort.
AV Engineering Research, Design and Testing. (CLINs 0210, 0220, 0230) The contractor shall provide CTS-D services in accordance to InfoComm industry set standards to research AV technologies and develop designs for the development of new AV systems ranging from small room to large facility solutions in support of SCMS Division activities. Results of surveys, analysis, and associated technical data may be reported on and shall be provided in accordance with Exhibit A (CDRLs A002, A003, A004, A005, A006, A007, A008, A009, A010, A011, and A017). The contractor shall:
Develop and review AV system requirement analysis and assess the proposed system’s ability to meet operational and organizational requirements. Conduct surveys at proposed installation sites to determine architecture designs and conceptual architectural alternatives, design options, operational assessments and post deployment evaluations.
Conduct and review site surveys. Identify facility layout, space considerations, cable plant layout, and structural considerations. Identify and review available power, physical, environmental, and security constraints. Identify the organization’s points of contact for supporting the system design, upgrade, operations and maintenance activities.
Identify, evaluate, and document AV system design options to include classification sensitivity (i.e. Secret, Top Secret, Non-secure Internet Protocol Router (NIPR)/Secret Internet Protocol Router (SIPR)), scale of requirement, room specific functionality, building management functionality, such as Fusion, Room View, or Resource Management Suite; scheduling functionality, energy management, and overall maintenance design. Identify strengths and weaknesses associated with the various design alternatives and provide recommend course of action. Assess the strengths and weaknesses of proposed alternatives based on their impact to the user’s organization’s mission and training requirements, facility impacts such as power and space, and the effect of the design alternative on the Total Cost of Ownership.
Document the AV system design and alternatives. The design document shall include an implementation plan, hardware and software Material Equipment List (MEL), anticipated AV equipment and services, network requirements, engineering drawings, panel diagrams, Graphical User Interface (GUI) layouts, staffing plan and a Plan of Action and Milestones (POA&M) on how SCMS Division will develop an integrated Audio Visual capability to their customers. System design and alternatives will follow DOD and AV InfoComm processes and accredited by CTS, Certified Technology Specialist Installation (CTS-I), and CTS-D professionals.
Participate in milestone design review meetings, technical reviews, and conference presentations to provide AV design expertise. The contractor shall provide AV specification drawings, technical reports including charts and hardware and software documentation detailing the purpose and objectives of the proposed AV system, operational constraints and summarization of the research of the tasks listed above.
Participate in research and development of new and emerging AV technologies. Evaluate the potential application of the new technology to new AV systems and assess additional organizational risk factors and opportunities it creates for the user.
Develop mockup to evaluate system design including software customization. Evaluation may occur in a controlled lab or at end user facility.
Develop test plans, procedures, and specifications to test and evaluate systems, subsystems, components, and subassemblies. Prepare test reports that shall include test data, results and conclusions, recommendations for correction of any deficiencies encountered during testing, system integration or, interface verification.
Execute test plans and procedures, to include conducting equipment inspection testing, subsystem testing, specialized performance testing (such as EMI/EMC, interoperability, environmental), full system testing, and support to operational testing. Test data and results shall be properly demonstrated, documented and delivered to the Government.
Resolve system deficiencies to include identification, diagnosis, and documentation of observed AV system, subsystem or equipment testing. Recommend changes to the Government for review, evaluation, and input to development of the system design.
Maintain configuration control of the technical documentation and drawings.
AV Integration, and Verification. (CLINs 0110, 0120, 0130) The contractor shall integrate, verify, upgrade and repair AV systems to meet the SCMS Division mission, design and operational requirements. Required plans and associated technical data may be reported on and shall be provided in accordance with Exhibit A (CDRLs A002, A003, A004, A005, A006, A007, A008, A009, A010, A011 and A017). The contractor shall:
Prepare implementation plans that identify organization responsibilities and all schedules for implementation and verification.
Review AV system designs and associated MELs. Review available equipment and material performance characteristics to include identification and procurement of suitable equipment and materials. Prepare an integration plan that describes technical approach, interface requirements, electrical and physical layouts and schedule of events. Review manufacturer certifications and hardware/software specifications.
Provide support services to integrate, and/or upgrade AV equipment supporting tactical and non-tactical systems, including facility considerations. During integration efforts, verify that the systems are fully compliant with AV CTS-I standards and specifications.
Conduct physical, manufacturing, and stage II-IV production testing for all AV system components. Specifically, the contractor will verify all system cables, ports, hardware, and panels integrating programming code into the systems to ensure full system operability prior to system delivery and installation.
Develop production and operational test plans to be used by AV system production engineers. Plans shall be composed of sequential and increasingly sophisticated steps to ensure that needs, limitations, resources, and all engineering aspects of the test are considered.
Develop AV system acceptance verification plans and perform AV system acceptance verification to ensure that the newly installed or modified/enhanced in-service AV system meets all functional, operational, and performance characteristics within the specification and it adheres to all identified standards. Provide documentation to validate the acceptance verification plan provides complete coverage of all documented system requirements.
Provide independent and objective evaluation of verification plans, procedures, results and data. Identify and track deficiencies to closure and recommend corrective measures. Take corrective action to resolve problems identified by the Government.
Plan for and conduct performance and integration validation of AV systems to identify defects and potential system limitations.
Document verification results and identify problems and issues associated with the AV system. Develop and provide verification result reports, requirement traceability matrices, and other required verification documentation.
AV Software Customization. (CLINs 0410, 0420, 0430) The contractor shall provide services to define, code, debug and verify software using SCMS Division furnished criteria. Required documentation may be reported on and both documentation and software shall be provided in accordance with Exhibit A (CDRLs A002, A003, A005, A006, A007, A008, A009, A010). As required, the contractor shall follow the guidance and mandatory elements of the manufacturer’s proprietary software and depending on solution, ensure compliance with AMX, Crestron, Bi-Amp, ClearOne, BARCO, Planar, RGB Spectrum, Jupiter, Polycom, Axis, and/or Extron solutions or emergent technologies as specified in task orders. The contractor shall:
Identify and define the functional and performance requirements for each component of the modified or enhanced in-service AV system and document how the identified requirements satisfy the specific mission, goals, and objectives of the fully integrated system.
Document the GUI, system specifications, and design which shall include a detailed functional summary for each module, including all data inputs, screen formats for each input function, input data sources, processing requirements, interface requirements, data flow, and proposed programming languages. It shall include a description of the function and purpose of each module, accuracy and validity requirements, timing, flexibility, interfacing requirements and constraints, security requirements, and output destination(s) and formats.
Document the network specifications which shall include a layout and description of the organization’s network architecture, classification requirements, and source requirements.
Incorporate state of the art tools and technologies in system solutions to include AMX, Crestron, Extron, Biamp, and/or Clear One providing the user a certified and tailored GUI and system programming with the ability to support SCMS Division users at the Top Secret (TS) level.
Customize, code, debug, and validate the required units, modules, and programs in accordance with the AV specifications. Customize, develop, and validate source code to ensure compliant AV functionality meeting user requirements of the modified or enhanced in-service system.
Create user training materials and conduct training for the AV systems and user interfaces.
Provide independent and objective validation of modified or enhanced in-service system specifications, production designs, and source code. Identify and track deficiencies to closure and recommend corrective measures. Take corrective action to resolve code problems as identified by the Government.
AV Equipment Installation. (CLINs 0510, 0520, 0530) In the accomplishment of work under this contract, the Government real property facilities may include classified spaces. Required information shall be provided in accordance with Exhibit A (CDRLs A002, A003, A004, A005, A007, A008, A009, A010, andA011). The contractor shall:
Conduct or review AV installation requirements analyses. Evaluate the AV equipment installation and its capability to meet operational and organizational requirements. Conduct surveys at potential and existing installation sites to determine and document layout and conceptual alternatives, system options, and operational assessments.
Conduct or review AV facility site surveys. Identify facility layout, space considerations, cable conduit layout, and structural considerations. Identify and review available power, physical, environmental, and security constraints. Identify the organization’s points of contact for supporting the facility layout, upgrade, operations, and maintenance.
Create and document an implementation plan including a POA&M for the facility modernization/upgrade.
Prepare required project facility supporting documentation including architectural plans, regulatory studies, and construction drawings.
Provide technical support to SCMS Division at designated meetings with architect and engineering contractors, construction contractors, and Public Works representatives that may be involved in the facility layout, modifications and upgrade.
Conduct physical inventory of AV system components and verify serial numbers and parts provided to the SCMS Division customer. Review all AV system drawings and finalize prior to AV system delivery, modifications and upgrades.
Coordinate installation schedules with SCMS Division Government representatives and conduct a full systems acceptance verification with users to identify any functional discrepancies. Develop an After Action Report (AAR) and mitigate identified discrepancies with users prior to final signoff.
Provide the receiving AV system user with final user guides, source code, manuals, drawings, equipment list, and warranty information.
AV System Operation Support. (CLINs 0610, 0620, 0630) The contractor shall provide system operation support services in support of AV systems. This includes COTS applications and AV system unique training along with operation and maintenance support for AV systems including hardware and software installation, removal, repair, and periodic verification of AV system components. Required training course/curriculum outlines and operation and maintenance plans and procedures shall be provided in accordance with Exhibit A. (CDRLs A002, A003, A005, A007, A008, A009 and A010). The contractor shall:
Prepare and update training plans, course materials, quick reference guides, and materials for required system training.
Define a course curriculum based on identified train the trainer and user training requirements.
Provide course material for all trainers and class participants.
Conduct training courses for new, modified or upgraded AV systems.
Prepare a comprehensive user package to include the training plan and materials, quick reference guides, component manuals, and system warranty information.
Conduct in-house, on-site, and ad-hoc training as required to support SCMS Division user training needs.
Develop an operation and maintenance procedures for the AV system. Provide support for identification of an operations and maintenance infrastructure to satisfy the organization and system operational and mission requirements.
Implement operation and maintenance procedures for the AV system.
Provide support for on-call and/or on-site operations and maintenance support. Provide the ability to rapidly respond to user requests with available and certified AV resources.
Conduct maintenance activities. Support corrective maintenance solution, providing on-call support per established response time. Investigate and recommend maintenance and service agreements with vendors for outside services.
PROGRESS REPORTS.
Technical Progress Report. Technical report is to be delivered in accordance with CDRL A001.
Financial Progress Report. The Financial Progress Report is to be delivered in accordance with CDRL A013 and Attachment 1, Electronic Transfer of Contractor Expenses.
Workforce Report. The Workforce Report is to be delivered in accordance with CDRL A018 and Attachment 2.
Ordering Period/Task Order Close-Out. Ordering Period/Task Order Close-Out Report is to be delivered in accordance with CDRL A012 and Attachment 3, Option Closeout.
Segregation of Cost and Invoice Report. To support invoice reviews conducted as part of proper surveillance, the contractor shall report costs in accordance with CDRL A015.
(a) The contractor shall segregate costs incurred under this contract at the lowest level of performance, either by tasks or by subtask, rather than only on a Contract Line Item Number (CLIN) or total contract basis and shall submit invoices reflecting costs incurred at that level. In addition, the contractor shall submit invoices containing summaries of work charged during the period covered, as well as overall cumulative summaries for all work invoiced to date.
(b) When there is more than one line of accounting, the Government will describe each ACRN preceding the accounting citation in the contract or a particular CLIN. The Government will pay contractor invoices by charging only an ACRN corresponding to the CLIN invoiced. Accordingly, when there are many lines of accounting, the Government will fund each CLIN separately and it will summarize the funding level for each CLIN. The contractor’s invoices shall state separate incremental and cumulative amounts for each CLIN with further segregation by task and subtask showing each element of cost.
Invoices shall contain the following cost elements by schedule and include supporting detail. Invoices shall be submitted with two attachments. The first attachment shall contain Schedules A through D, F and G and shall be provided as fully burdened. The second attachment shall contain Schedule E.

* On-site work is considered to be work performed at a Government installation. Off-site work is work performed at the contractor’s facility.
** Unburdened rate information shall be made available upon request. When requested, unburdened rate information shall not include indirect costs and shall reflect the actual rate paid.
Schedule B - MATERIAL Material charges shall be itemized and shall include the invoice number, date, total amount, company, purchase order number, and description of the item. A copy of the paid invoice shall be made available upon request.
Schedule C - TRAVEL Travel charges shall be itemized and shall include the dates of travel, names of individuals traveling, destination, purpose, and total cost. A copy of the travel voucher shall be made available upon request. Copies of back-up receipts need not be submitted; however, they should be retained and are subject to review.
Schedule D - OTHER DIRECT CHARGES Other direct charges shall be itemized. Copies of invoices shall be available upon request. Subcontractor invoices shall be in the same format and require the same detail.
Schedule E - INDIRECT CHARGES Indirect charges include those charges based upon a rate that is subject to verification by DCAA at contract closeout.
Schedule F - ADJUSTMENTS Current option year invoice adjustments shall be shown in this section along with the justification. Adjustments that pertain to prior option years shall be invoiced separately.
Schedule G - OUTSTANDING COMMITMENTS Any authorized expenditure that remains unpaid but will be reimbursed pending the receipt of a supplier invoice or travel claim shall be shown in the section.
Invoices that must be segregated by CLIN can either have the CLINs itemized on each schedule or each CLIN can be presented individually. The contractor is not authorized to claim nor will the Navy pay for direct costs associated with preparation of an invoice.
Program management/support charges are limited to the first level supervisor.
HARDWARE PROCUREMENT SUPPORT.
The contractor shall provide hardware procurement and tracking support to gather data for equipment and hardware requirements in accordance with efforts performed in SOW 3.1 – 3.6 above. Exhibit A. (CDRLs A002, A005, and A017). Elements of this effort shall include:
Provide support to the Government for the procurement of equipment and material. Research, analyze, and provide recommendations via market research per Federal Acquisition Regulation (FAR) Part 10 to determine sources capable of satisfying the Government’s requirements. Provide inputs to support justifications required for sole source acquisitions as needed. Identify quantity and schedule requirements (including requirements for spare parts support) and support planning for the procurement of long lead items.
Maintain a current list of required hardware items that are to be procured and provide inputs in the preparation of procurement documentation.
Provide support by monitoring and tracking of all material/equipment during activities in the acquisition process (from procurement planning, receipt and bar-coding of material/equipment, to delivery of final product to the Government). The contractor shall report to Government technical personnel and interface with vendors regarding procurement and delivery of equipment and materials required to support AV systems and subsystems.
Review Federal Stock System for availability of required items.
Enter, update, and complete requisition tracking data in the Government’s automated systems.
Using the Government's automated systems and internal databases to track acquisition status from procurement initiation to hardware delivery. Compare expected hardware availability with system installation, test, production and operational schedules. Utilize the Government's automated system to provide project material tracking reports and to identify delinquent material deliveries. Notify the Government of discrepancies between schedules and hardware delivery.
Maintain accurate inventory records on equipment received by the contractor for storage prior to integration; warehouse equipment and materials; and establish and maintain a system for tracking, inventorying, and managing parts/equipment required for test and repair of systems.
Gather information, analyze, and make recommendations to the GPL concerning use and integration of National Stock Number (NSN) and non-NSN hardware materials.
Input requisition receipt data in the Government's automated system for commercial procurements, when directed by the Government and received by the contractor.
Input, recall, forward, and/or print data from the NAVY/NAWCAD corporate procurement initiation systems.
FACILITIES/PROPERTY.
Contractor-Furnished Facilities. The contractor shall provide its own support facilities needed to perform the requirements of this contract except as provided in paragraph 5.2. The contractor shall provide all equipment and office/facility furnishings to support the PBSOW requirements.
Because of the hands-on effort, the contractor’s facility shall contain assembly, vehicular access, test, and storage space, as well as attendant office space for the support staff. The primary facility shall be within 50 ground transportation miles of NAWCAD St. Inigoes, MD. A second satellite office will be required within 50 ground transportation miles of North Island, CA to support 10% of the technical requirements of the contract. The facility location and size shall satisfy the daily technical and management operation of the contract. The vendor may propose an alternate location for integration efforts only. The contractor shall be responsible for coordinating delivery of Government provided equipment, i.e. integration materials and special purpose equipment, from the Government location to the designated contractor site. It is anticipated that the cost of the facilities will be proposed as an indirect charge to the Government and the facility may not be located on Government property.
The contractor shall ensure all contractors requiring connectivity with the SCMS Research, Development, Test, and Evaluation (RDT&E) network are either furnished or provided access to computers for development of documentation, databases, and spreadsheet data. These computers shall have sufficient memory, hard disk space, a network interface card, and be capable of running a full range of standard software including current versions of Microsoft Windows Operating System and Microsoft Office Professional.
The contractor shall also provide laser printers, fax machines, and other office automation equipment for each building in such a manner that employees’ time can be utilized in the best fashion, without delays in waiting for data to be processed or to be printed out. Portables are to be used for remote/web access only. The use of laptops and docking stations on the network is prohibited at this time. Contractors are mandated by DOD policies to use Government-approved client Public Key Infrastructure (PKI), or Class 4 Certificates, for accessing various Government DOD resources, i.e. web sites. The contractor shall provide approved client DOD client PKI Class 4 Certificates or Common Access Card (CAC) Badge/CAC Readers. The contractor shall provide all desks, chairs, and other office/facility furnishings. It is anticipated that the cost shall not be a direct charge to the Government.
Contractor-owned equipment shall be permitted connections to NAVAIR/DOD networks in order to carry out the performance of this contract. All contractor-owned hardware and/or software shall meet DOD 8500.2 Information Assurance (IA) controls, is subject to validation scanning, and must be approved by the COR and SCMS Network ISO prior to connection.
All property must be tagged as Contractor Furnished Equipment (CFE) assets. All CFE assets must have COR and SCMS Network ISO approval prior to connecting to the SCMS Division network. No personally owned computers are allowed to be attached to the SCMS Division network.
Government-Furnished Facilities/Property. Shared access spaces may be provided with integration benches, lights, power, and climate control as required during the execution of this contract for short term efforts. The contractor shall provide all equipment, tooling, test equipment, and transportation vehicles to support the PBSOW requirements. Transportation vehicles shall be provided to support and meet delivery and pick-up of Government provided equipment and integration materials when scheduled. Integration materials will be provided to the contractor. On a limited case-by-case basis, special purpose equipment may be provided for use in the test and evaluation of Government furnished AV systems, equipment/systems, and subsystems. The cost of transportation vehicles supporting PBSOW requirements for the contractor to conduct its normal business operations will not be considered as an allowable direct cost in the performance of the contract.
QUALITY ASSURANCE.
Best Commercial Workmanship. The contractor shall provide and maintain a quality program in accordance with the following:
The contractor is required to maintain and operate a facility wide quality management system that is designed for the products and services to be provided under the contract.
The manufacturing and quality management systems will use ANSI/J-STD-001, "Requirements for Soldered Electrical and Electronic Assemblies," IPC-A-610, "Acceptability of Electronic Assemblies," and IPC-R-700, "Suggested Guidelines for Modification, Rework and Repair of Printed Boards and Assemblies" as the required guidelines for producing electrical and electronic assemblies.
The quality management system will use the quality requirements as defined in FAR 46.202-4(a) and satisfy ISO 9001:2008, "Quality Systems - Model for Quality Assurance in Design, Development, Production, Installation and Servicing."
The quality management system documentation and the system's effectiveness are subject to review by NAWCAD at any time during the POP of this agreement.
Standard program data that may be required by the Government to compile trend studies shall be made available as needed.
The contractor's quality management organization must be clearly defined and employees providing quality functions must have adequate responsibility, authority, and freedom to identify and evaluate problems and to initiate, recommend, or provide corrective action.
A periodic review of quality requirements shall be conducted by the contractor to identify the controls, processes, skills, fixtures, tools, and test equipment needed to ensure product quality. The results of this review shall update inspection and testing techniques, instrumentation, manufacturing methods, and processes. Standard program data that may be required by the Government to compile trend studies shall be available as needed.
DATA ITEMS FORMAT. The contractor shall provide a uniform order of the following information clearly placed on all required contract data item (deliverables): contract number, contract number, contractor's name, contractor Work Breakdown Structure Number (WBSN), CDRL number and title, period covered, and date of submission. Progress reports identified in PBSOW 4.0 shall include charts, curves, and other graphics needed to clearly define the status of the contract. All data items required by the CDRLs (DD Form 1423, Exhibit A) shall be distributed only to the COR.
The contractor shall provide deliverables in electronic format whenever possible. Deliverables shall be electronically mailed to the COR where feasible, or delivered by hand or postal service in electronic or hard copy format. Specific internet addresses for electronic submission of deliverables will be provided after contract award.
WORKPLACE AND SCHEDULE.
Work Schedule. The contractor shall provide the required services and staffing coverage during Normal Working Hours (NWH). NWHs are usually 8.5 hours (including a 30-minute lunch break), from 0730-1600 each Monday through Friday (except on the legal holidays specified elsewhere). Some supported Government offices have flexibility to start as early as 0600/0630 and end as late as 1800 Monday - Friday. Services and staffing shall be provided for each office at least 8 hours per day (during the 8.5 hour workday which includes the 30-minute lunch break).
Government employees are allowed to voluntarily work a Compressed Work Schedule (CWS). CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period of time: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one Friday is alternately worked as 8.5 hours (which includes a 30-minute lunch), and one Friday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.
The contractor awarded this contract, with agreement by COR, may allow its employees to work a CWS schedule. Any contractor that chooses to allow its employees to work a CWS schedule in support of this contract agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Furthermore, all contractors shall comply with the requirements of the Fair Labor Standards Act (FLSA) and particularly with Section 7 regarding compensatory overtime. Additionally, the CWS schedule shall not prevent contractor employees from providing necessary staffing and services coverage when required by the Government facility.
9.1.3 In the event that the contractor is prevented from performance as the result of an Executive Order or an administrative leave determination that applies to the entire activity, such time may be charged to the contract as a direct cost provided as such charges are consistent with the contractor’s accounting practices. In the event that any holidays occur on a Saturday or Sunday, then such holiday shall be observed as they are by the assigned Government employee at the using activity.
TRANSPORTATION. The contractor may, on occasion, be required to provide transportation to Government members of the Temporary Duty Assignment (TDY) team when it is deemed most economical to the Government and is otherwise in the Government’s best interest, and the cost for such transportation will be reimbursed in accordance with the Other Direct Costs (ODC) CLINs included in this contract.
OPERATIONS SECURITY (OPSEC).
OPSEC Plan. The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with the National Industrial Security Program Operating Manual (NISPOM) and DoDM 5200.01, Information Security Manual. The DoD Contract Security Classification Specification, DD Form 254, specified in Section J, defines program specific security requirements. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only (FOUO) in accordance with DoDM 5200.01, Information Security Program: Controlled Unclassified Information (CUI) Volume 4 (enclosure 3) and DoD 5400.7-R (Freedom of Information Act Regulation) (Chapter 3). All contractor facilities shall provide an appropriate means of storage for controlled unclassified and classified documents, equipment, and materials in accordance with OPSEC requirements. FOUO information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01 (DoD Information Security Program: Controlled Unclassified Information (CUI)) Vol. 4 (enclosure 3 pages 11-17) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf. All controlled unclassified technical information shall be appropriately identified and marked with the following distribution statement:
All controlled unclassified technical information shall be appropriately identified and marked with the distribution statement identified on the source document or directed by the COR.
The contractor shall prepare an OPSEC plan for Government review in accordance with the (CDRL A014).
OPSEC Program. The contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the contractor and any subcontractor during performance of the contract. The contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. This program may include IA and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include:
Assignment of responsibility for OPSEC direction and implementation.
Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.
Establishment of OPSEC education and awareness training.
Provisions for management, annual review, and evaluation of OPSEC programs.
Flow down of OPSEC requirements to subcontractors when applicable.
OCONUS Travel. The contractor may be required to provide support Outside of the Continental United States (OCONUS) in support of AV/VTC systems as required by the COR in accordance with DFAR clause 252.225-7040. OCONUS support shall include, but not limited to, providing adaptive engineering assistance, integration assistance, installation, informal training, review, and evaluation of configuration management feedback, trouble report tracking, equipment evaluation, procurement assistance or equipment, assistance in the resolution of user maintenance issues, assistance in repairs, and testing of communication equipment in accordance with PBSOW paragraphs 3.0-3.9. When travel is required to OCONUS locations the contractor shall meet requirements set forth in the contract. Potential locations may include but are not limited to Germany, QATAR, Korea, Philippines, Kuwait, Japan, Guam, Puerto Rico, and Italy.
ESTIMATED MATERIAL. It will be necessary for the contractor to have a material funding allocation to immediately respond to system development requirements, system failures, and system operational requirements. All incidental material purchases will be approved per the H Clause, Restriction on the Direct Charging of Material.
INFORMATION TECHNOLOGY (IT). The Government will provide all necessary reference documents not generally available to the Contractor as required. Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement or superseding instruction or document shall be applicable to the requirements defined in this SOW. The Contractor shall not purchase any IT equipment on behalf of NAVAIR in support of this Contract, which reports to PBIS-IT, without a Naval Air Systems Command (NAVAIR) Command Information Officer (CIO) approved NAV-IDAS ITPR.
Clinger-Cohen Act: In 1996, Congress enacted the Clinger-Cohen Act (CCA) requiring agencies to use a disciplined capital planning and investment control process to acquire, use, maintain and dispose of information technology. In accordance with the following Department of Defense Directive (DoDD), Department of Defense Instruction (DoDI), Office of the Secretary of Defense (OSD) memo, and Secretary of the Navy Instruction (SECNAVINST), CCA compliance is required for all programs that contain IT, including National Security Systems (NSS). NSS are defined in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-59. Six factors are used to identify NSS, one of which is IT in weapons and weapons system programs. The law provides authority to the agency’s Chief Information Officer (CIO) to manage IT resources effectively and ensure cybersecurity and interoperability. The authority to grant compliance with CCA as a statutory milestone program document resides at either first echelon or second echelon. The level of the Acquisition Category (ACAT) or designation as an Abbreviate Acquisition Program (AAP) determines which echelon has this authority. ACAT III and below acquisition programs CCA compliance assertion confirmation approval authority is delegated to the second echelon Command Information Officers. ACAT I and ACAT II acquisition programs CCA compliance assertion confirmation approval resides at DON CIO (First echelon). Approval of interoperability standards compliance for all acquisition programs resides at DON CIO. Approval of the Cybersecurity Strategy (formerly Acquisition Information Assurance Strategy) is a component of CCA compliance however it is approved separately. Approval authority is divided among the DoD, and DON CIOs as well as the second echelon Command Information Officers. See Table 1 for allocation of approval authorities.
