Questions & Answers
Amendment #0001
Q1: Reference Section C, para 3.6 describes work that will require the Offeror to have staff that meet the appropriate qualifications for the CSWF as defined by DOD 8570.1-M and NAVAIR 5252.204-9505. Several IT centric labor categories are provided but the baseline qualifications provided in Section C, para 16.0 lack the 8570.1-M requirement they must meet to be able to perform their tasking. 8570.01-M defines several categories of compliance. In our experience IAT-2 and IAT-3 are the most common designations and require a CompTIA Security+ CE or a CISSP certification respectively plus an additional certification in the platform or operating system supported. Will the government revise the labor category descriptions to provide the 8570.01-M level that are required for each IT centric position to perform their tasking?
A1: The Government will not be updating the labor categories as the tasking for this solicitation does not require the certifications suggested. Please note section 7.5 “Cyber Security” has been removed from the Statement of Work (SOW) in Amendment 01.
Q2: The RFP does not define when a contractor staff member must be compliant with DoD 8570.01-M and NAVAIR 5252.204-9505. Per these instructions contractor staff must meet the criteria with no grace period. Will the government require 8570.01-M related certifications to be met at the time of proposal submission so that a proper technical and cost evaluation of a proposed staff can performed?
A2: NAVAIR 5252.204-9505 applies when Contractors are tasked to perform work under the contract that requires access to Navy Information Technology Resources. Contractor staff members are not required to be compliant with DoD 8570.01-M at the time of award as there is no planned cybersecurity tasking to be performed under this contract. See Amendment 01 which removes Section 7.5 of the SOW which identifies DoD 8570.01-M.
Q3: The RFP contains a number of IT, IA, and Cybersecurity labor categories which should in accordance with Appendix 10 of DoD 5200.2-R, Personnel Security Program be designated ADP-1 (IT Level Designation 1 on the SAAR-N Form) due to the privileged level of access required to perform their duties. ADP-I (AKA: IT-1) should minimally require a background investigation at the SSBI/SBPR/PPR level. The only available method for contractors to have a SSBI performed is to submit their staff for a TOP SECRET clearance. The current clearance level stated in the solicitation is not sufficient for these positions to perform their duties. Will the government amend the RFP and related DD-254 to provide for and require a contractor to submit staff in the IT, IA, and Cybersecurity related labor categories with TS clearances in order to demonstrate their completion of an SSBI?
A3: See Amendment 01 which removes section 7.5 “Cyber Security” from the SOW as there is no planned tasking for cyber security. The only labor categories requiring Top Secret (TS) clearances are identified in paragraph 15.0 of the Statement of Work found in Section C. The DD-254 found as Attachment 02 to this solicitation will be amended to reflect the TS requirements of paragraph 15.0.
Q4: Page 75, paragraph 2 of the solicitation states, “The Offeror shall submit no more than five Past Performance Information Forms as the Prime Contractor, no more than two forms for each principal subcontractor, and/or no more than two forms for each JV team member.” Page 72 of the solicitation limits the pages for the Past Performance volume to 10 pages and each Past Performance Information Form is 2 pages. In order to accommodate five forms for the Prime Contractor as well as the required forms for any principal subcontractors, could the page limitation for the Past Performance volume be removed?
A4: The page limitation for the Past Performance volume has been removed as of Amendment 01.
Q5: On Attachment P1, the Past Performance Information Form, the Task/Delivery Order box fill in is linked to the fill in for Demonstrated Systemic Improvement Information on page 2. The form does not allow for different responses in these two areas. Can Attachment P1 be updated to allow Offerors to fill in the correct information in these fill in areas?
A5: See Amendment 01 which updates Attachment P1 to unlink the text boxes associated with Task/Delivery Order and Demonstrated Systemic Improvement Information. There is no longer a fill-in for Task/Delivery Order; that information should now be provided within the Contract Number field.
Q6: Page 76, Section 3.3 (a) of the solicitation states, “Show the traceability with the CLINS, the SOW, proposed effort, and the prices/costs.” Page 4 of the Solicitation states the CLINS are not separately price (NSP) from CLIN 0001 and on Attachment P6, only one CLIN is listed. Please confirm that the Government is only looking for a price/cost breakout at the CLIN 0001 level.
A6: The Government is only looking for a price/cost breakout at the CLIN 0001 level. This answer is also applicable to Other Direct Costs (ODCs) for the Prime in which the Government is only looking for a price/cost breakout at the CLIN 0006 level. See Amendment 01 which updates the CLIN numbers indicated in Attachment P6 have been revised from CLINs 0101 and 0202 to CLINs 0001 and 0006 and the CLIN number indicated in Attachment P7 has been revised from CLIN 0101 to CLIN 0001.
Q7: Page 76, Section 3.3 paragraph 1, states, “The Offeror shall use the CLIN Summary tab to breakout total proposed costs by CLIN” on Attachments P6 and P7. Attachments P6 and P7 do not have a CLIN Summary tab. Where should we provide this breakout?
A7: The breakout of total proposed costs shall be provided in Attachments P6 and P7 on the tab titled “SUMMARY Cost Type.” The total price/cost breakout should be provided at the CLIN 0001 level for Labor and the CLIN 0006 level for ODCs (P6 only). Section L, Part B, Volume 3.0, Section 3.3, Paragraph 1 has been revised to state “The Offeror shall use the SUMMARY Cost Type tab to breakout total proposed costs.”
Q8: On page 70, Section 2.0, paragraph 1 it states, “Graphs shall be presented in no smaller than a 10pt font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.” Can 10pt font be used in tables as well?
A8: Tables shall contain no smaller than a 10pt font. Please note this statement has been added to Section L, Part A, Section 2, paragraph 1 as of Amendment 01.
Q9: The SF33 is currently marked “DRAFT”. Is the Offeror required to submit the SF33? If yes, will the Government provide a copy that is not marked as “DRAFT?”
A9: The Offeror is required to submit the SF33. The DRAFT watermark has been removed from the RFP as of Amendment 01.
Q10: Solicitation page 14 of 93. Paragraph 3.4 states that a duty will be to review deliverables (3.4.1) and expenditures (3.4.2) for ALL SAIW Division contracts. Will this requirement preclude the awarded Prime and their subcontractors from bidding on any other AIR 4.11.3 contract efforts?
A10: This requirement will not specifically preclude the awarded Prime and its subcontractors from bidding on any other AIR 4.11.3 contract efforts. However, potential conflicts of interest may arise during performance of this contract. Bidding on other contracts may be contingent upon approval of a Conflict of Interest Mitigation Plan. Please note that NAVAIR 5252.9510(e)(5) is checked.
Q11: Solicitation page 21 of 93. 9.2 GFE and 9.3 Facility IT requirements identifies the need for the awarded company to provide for all furniture and additionally required IT equipment.
Will the Government please provide a listing of the required materials (e.g.,
(1) If the space is adequate to support a desk and chair for every employee,
(2) the number of desks/chairs that will fit in the space allocated,
(3) the required number of printers, faxes, etc.).
(4) Is the Government able to provide a foot print of the allocated space to be used in support of this effort?
(5) Is the space shared with government personnel?
A11: (1) The space is adequate to support a desk and chair for every employee. (2) The number of desks/chairs that will fit in the space allocated varies by building and office location. Each building and office is filled based on facility regulations. (3) An estimated six printers and zero faxes are required. This value may fluctuate based on requirements. (4) The Government is unable to provide a footprint of the allocated space to be used in support of this effort due to security concerns. (5) The space is shared with government personnel. Please reference Section L, Part B, Volume 3, Section 3.7.5 for the number of spaces the Government has the ability to provide.
Q12: Solicitation page 31 of 93 Engineer, Journey Level Experience the word ‘three’ is used with the number (4). Will the Government please clarify that the requirement is for four (4) years of experience?
A12: The requirement is for four (4) years of experiences. The correct requirement can be found on page 36 of the RFP posted on 16 February 2017.
Q13: Section L-1.A.3.0 Proposal Content and Volumes (p. 71); Section L-1.B Specific Instructions 2.0 Vol 2: Past Performance (p. 75). In the table presented, the maximum page count for Past Performance is ten (10) pages: for a Prime to submit up to five (5) references and each principal sub (potentially two) or JV team member (unknown quantity), ten (10) pages will not allow for the required information to be presented. The past performance Information form itself is two (2) pages (if not modified). Will the Government please consider a limitation on Past Performance of one Past Performance Form per contract, with the length limited to the two-page form?
A13: The page limitation for the Past Performance volume has been removed as of Amendment 01.
Q14: Solicitation page 74 of 93. L-1, 1.0 General Instructions, Paragraph 3 states “Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific Instructions.” However, the table that follows states Annex 1 information is limited to Past Performance Supporting Documents. Is it the Government’s intent to allow Offerors to include in the annex other information in addition to that specified for Past Performance?
A14: The Government requests that Annex 1 contain only Past Performance Supporting Documents as specified in Section L, Part B, Volume 2, Section 2.1, Paragraph 3. See Amendment 01 which revises Section L, Part A, Section 3, Paragraph 3 to read “Information submitted as an Annex to the proposal may include manuals, specifications, plans, procedures, policies that exist as an official document of the company or facility, or other information as requested in Part B Specific Instructions. Page limitations for Annexes, if any, are specified below. The authorized Annexes and content are summarized in the table below.”
Q15: Section L-1.B Specific Instructions 2.0 Vol 2: Past Performance. Will the Government confirm that the written consent letters from subcontractor(s) and team member(s) will be exempt from page count in Volume 2: Past Performance?
A15: The page limitation for the Past Performance volume has been removed as of Amendment 01.
Q16: Section L-1.A.3.0 Proposal Content and Volumes (p. 71); Section L-1.B Specific Instructions 2.0 Vol 2: Past Performance (p. 75), Annex 1: Past Performance Supporting Documents-1 Original/2 Copies; "Additionally, the Offeror shall provide one electronic copy of the Statement of Work/Performance Work Statement for each contract reference as Annex 1 to this Past Performance Volume." As the potential exists for Prime and Subcontractor Contract Reference PWS/SOWs to comprise hundreds of pages, creating a hardship to print, bind, and ship, will the Government please clarify that Annex 1 will not be required in hard-copy, but as one electronic copy as stated in Section L-1.B.2.1?
A16: One electronic copy will be sufficient for Annex 1. A hard copy is not required. The table found in Section L, Part A, 3.0 Proposal Content and Volumes has been updated to reflect this change as of Amendment 01.
Q17: Attachment 01 Wage Determination: Wage Determination 2015-2103 was updated on Jan. 03, 2017 (WD#15-2103, Rev# 04); the DOL Wage Determination provided at Attachment A is not the most current (WD#2015-2103, Rev# 03, Date: 11/04/2016). Will the Government please provide the updated Area Wage Determination?
A17: A new Wage Determination for St. Mary’s County, Maryland was released on 14 February 2017: WD#2015-4279, Rev# 01, Date: 02/09/2017. An updated Attachment 01 – Wage Determination is provided in Amendment 01 to reflect this new Wage Determination.
Q18: 3.5 Use of Government Furnished Property: If the Offeror proposes/requires the use of Government Furnished Equipment (GFE) or Government Furnished Information (GFI), Government Furnished Property (GFP), then the Offeror shall provide:
• A complete description of the required GFE/GFI/GFP including part number and serial number, if applicable.
• Where the GFE/GFI/GFP is to be located.
• The name, organization, complete address and telephone number of a cognizant Government point of contact.
• In the case of GFE/GFI/GFP accountable to other Government contracts, a copy of the correspondence authorizing use of such GFE/GFI/GFP on this contract.
• The monetary impact to the Offeror’s proposal if the proposed GFE/GFI is not provided as GFE/GFI.
If no GFE/GFI/GFP is required, the Offeror shall so state.
It is unlikely that any other contractor besides the incumbent will have the general knowledge required to make such a list or to definitively state that no GFP is needed in the execution of this contract. This places an unfair competitive advantage in favor of the incumbent. Will the Government please provide a listing of current Government Furnished Property (GFP) including any Government Furnished Equipment, Government Furnished Information (GFI) and or Government Furnished Material? We request that such lists include an indication of whether the equipment or item is serially managed or not serially managed as well as the acquisition cost of the item. Reference PGI 245.103-(70-73)
A18: The only GFP are NMCI assets and telephones which are incidental to this effort and are provided to contractors located on-site at a Government facility.
Q19: Page 26-37 Section C, Key Labor Categories / Education Requirements. Would an Engineering Degree, as a related discipline, be a suitable replacement for a LCAT education requirement of a BA or BS in Management or Business?
A19: An Offeror must be able to demonstrate that the proposed degree meets the specifications of a related discipline as defined in paragraph 16.0 of the SOW: “a field of study with a similar curriculum of study but is referenced by a different name.”
Q20: Page 26-37 Section C, Key Labor Categories / Education Requirements. Would an MBA or Executive MBA be a suitable replacement for a LCAT education requirement of a BA or BS in Business?
A20: See Amendment 01 which updates Paragraph 16.0 of the Statement of the work to include an MBA or an Executive MBA as a suitable replacement for an LCAT education requirement of a BA or BS in Business.
Q21: Page 82: Section L, Volume 3: Price/Cost Proposal, Paragraph 3.0 bolded statement: The solicitation states “-If subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted below”. However, none of the requirements are noted as such. Is it the Government’s intent subcontractors submit:
3.1 (a) i. Offeror Summary Table – this table includes data for all team members which will be available only to the prime.
3.1 (a) ii. Signed SF33’s – when it is the prime who has the direct contractual relationship with the Government
3.1 (b) Section B of the solicitation, filled in with all prices when full data available only to the prime.
3.3 Attachment P3 – Fully Burdened Labor Rates – for all prime AND subcontractors – available only to the prime
3.3 Attachment P4 - Streamlined Rates for Order Pricing – composite rates based on all team member pricing – available only to the prime?
A21: Subcontractors are not required to submit any requirements labeled as “Only required from Prime contractor.” This includes the above mentioned requirements of 3.1(a)(i) Offeror Summary Table, 3.1(a)(ii) Signed SF33, 3.1(b) Section B, 3.3 Attachment P3, and 3.3 Attachment P4.
Q22: Attachment 04 Organizational Conflicts of Interest (OCI) List; Pg 51/90, NAVAIR Clause 5252.209-9510(b)(1), ORGANIZATIONAL CONFLICTS OF INTEREST (SERVICES) (NAVAIR)(MAR 2007): The restrictions set forth in paragraph (e) apply to supplies, services, and other performance rendered with respect to the suppliers and/or equipment listed in Attachment 04. The 5251.209-9510 states the contract will specify to which suppliers and/or equipment subparagraph (f) restrictions apply.” However, there are no suppliers or equipment listed in Attachment (4) (which is marked “N/A”). Is this clause applicable if there are no suppliers and/or equipment listed wherein restrictions are placed? In addition, it appears that the second sentence is in error when referencing subparagraph (f) as subparagraph (f) is remedies, not restrictions. Will the Government please clarify what the requirement is for completion of Attachment 04?
A22: The second sentence of NAVAIR 5252.209-9510 has been revised to reference subparagraph (e). This clause is applicable to the contract. Attachment 04 – Organizational Conflicts of Interest List has been updated and is provided via Amendment 01. Please note periods of prohibition in NAVAIR 5252.209-9510(e)(1) and (2) have been filled in as of Amendment 01.
Q23: SF 33 Block 9. Indicates a due date of 20 March 2017. Request the Government grant an extension of at least one day: since this due date falls on a Monday, there is an associated heightened risk of receiving commercially shipped or mailed hard-copy submissions immediately after the weekend.
A23: Given the Government’s schedule restrictions, the Government will not grant an extension.
Q24: Attachment 06 Authorized_Key_Personnel; Sec C.15 Personnel Security; Sec C.16 Personnel Requirements - table p. 25. Attachment 06 shows four (4) “Managers” and in Personnel Requirements the table shows five (5) “Key Managers” are required. Personnel Security shows two (2) Managers require TOP SECRET clearances. Will the Government please clarify if the requirement is for four (4) or five (5) Managers, Key, and what the corresponding clearance requirements are?
A24: The requirement is for five (5) Managers, Key. Two (2) Managers, Key require Top Secret clearances in accordance with the SOW. Attachment 06 – Authorized Key Personnel has been modified to reflect this requirement and is included in Amendment 01.
Q25: On the SF33 it states: “Naval Air Warfare Center AD-PAX,” however, on page 72 of 90 under 4.0 Proposal Submission it states “Naval Air Systems Command.” Please clarify which Agency this solicitation should be submitted under.
A25: The proposal should be submitted under Naval Air Warfare Center AD-PAX. See Amendment 01 which revises Section L, Part A, Section 4.0 to state “Naval Air Warfare Center Aircraft Division, PAX.”
