5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR)(DEC 2012)
(a) The level of effort estimated to be ordered during the term of this contract is 240,000 (does not included 10% increased capacity) man-hours of direct labor including authorized subcontract labor, if any. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract. The estimated composition of the total man-hours of direct labor is as follows:

(b) FAR Clause 52.232-20, "Limitation of Cost" applies to fully funded orders and FAR Clause 52.232-22, "Limitation of Funds" applies to incrementally funded orders. Nothing in this clause amends the rights or responsibilities of the parties hereto under either of those two clauses. In addition, the notifications required by this clause are separate and distinct from any specified in either FAR Clause 52.232-20 or FAR Clause 52.232-22.
(c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of:
(1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or
52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or
(2) Effecting a reduction in the fixed fee by the percentage by which the total expended man-hours is less than one hundred (100%) percent of the established Level of Effort.
(d) The contractor agrees that effort performed in fulfillment of level of effort obligations under this contract shall include only verifiable effort in direct support of the work specified. It shall not include efforts such as work performed in transit to or from an employee's usual workplace, work during lunchtime activities, or effort performed at other non-work locations.
(e) In performing the contract/order, the contractor may use any reasonable combination of hours for the labor categories in support of section C of this contract/order.

PMA 264 – PROGRAM MANAGEMENT SUPPORT SERVICES
STATEMENT OF WORK
1.0 INTRODUCTION
PMA264 has program life cycle management responsibility for airborne Anti-Submarine
Warfare (ASW) sensor systems pertaining to passive search, intelligence, environmental, mid-high frequency sonar, multi-static wide area search, high altitude operations, connectivity and datalink, information assurance and cyber security, mission planning and tactical decision aids, modeling and simulation, CONOPS and CONEMP development, sonobuoy production and improvements, trainers, training and operator workload, autonomous sensors, radar, magnetics, laser and light detection and ranging, electro-optics, and infrared technologies; and systems integration for the P-8A, MQ-8C, MQ-4C, RQ-21A, V-22, and MH-60R, and any other platform that may have a requirement to carry aviation-based ASW sensors and/or systems. PMA264's
Integrated Product Teams include Fleet ASW Support Team, Multi-static Active Coherent, High
Altitude ASW, Airborne ASW Intelligence, Navy Underwater Active Multiple Ping, Extended
Life Sonobuoy and Anti-Access Area Denial, and Production Sonobuoys.
In addition, PMA264 manages a large portfolio of science and technology projects funded by
Small Business Innovative Research, Small Business Technology Transfer, Rapid Innovation
Fund, Innovative Navy Prototype, Swamp Work, Joint Capabilities Technology Demonstration, and Congressional Plus-ups that have the potential to evolve into programs of record sometime in the near future. PMA264, in coordination with the Defense Advanced Research Project
Agency and the Office of Naval Research monitors candidate ASW technology developments initiated from Emerging Capability and Prototypes, Defense Acquisition Challenge, Advanced
Technology Developments, Future Naval Capabilities, Foreign Comparative Testing, Technology Transition Initiatives, Technology Insertion Program for Savings, Quick Response
Fund, and Rapid Development and Deployment for emergent technology insertions into ASW programs of record as quick reaction, acquisition enablers, leap ahead innovations, and/or new discoveries and inventions.
The components of these ASW systems and subsystems are complex, state-of-the-art engineering designs consisting of leading edge technologies: acoustic transducers and coherent sources;
hydrophones and receiver arrays; deep vertical line array, hydro-mechanical suspension;
saltwater battery improvements; slotted cylinder projectors; signal and/or information processing; communications, command and control processing; energy storage technology;
information display; environmental characterization and prediction; mission planning tools and tactical decision aids. In addition, the program office performs exploratory research; scientific analysis of specialized systems and components; data and signal processing; theoretical modeling; numerical simulations; algorithm development for non-acoustic, passive and active, and special mission ASW sensor systems; development of oceanographic and atmospheric models; field testing of sensor systems and components; and the analysis of experimental and theoretical data to validate sensor and signal processing performance.
2.0 SCOPE
This is a non-performance based contract. The requirement is to provide support services in key areas of program management, systems acquisition, engineering, contract initiation and contracts management, funds management, science and technology, research and engineering, test and evaluation and at-sea experimentation, Fleet technical support and training, mission planning and post mission analysis, and product sustainment processes as defined by the
Department of Defense Integrated Defense Acquisition, Technology, and Logistics Life Cycle
Management framework.
2.1 Inherently Governmental Functions. No item in the Non-Performance Based Statement of
Work (NPBSOW) shall be interpreted to have the contractor perform any services that are inherently governmental services or personal services as defined in FAR 2.101 – (See
“Inherently governmental function” and “Personal services contract”).
2.2 This NPBSOW categorizes tasks as RDT&E or OPN to designate the appropriate Contract
Line Item Number (CLIN) for billing and funding.

4.0 REQUIREMENTS
The contractor shall have specific knowledge in defense acquisition and operations to support airborne ASW Sensors and Systems supported by PMA-264. The Contractor shall provide qualified technical support to meet the tasks identified below.
4.1 (RDT&E) Prior to programs entering the Materiel Solution Analysis Phase, the
Contractor shall contribute to the Government’s preparation of the following documents, including but not limited to:
Initial Capabilities Document and/or Annex (as required);
Concept of Operations and/or Concept of Employment;
Analysis of Alternatives study guidance and plan;
Preliminary integrated architecture; and
Materiel Design Decision exit criteria.
4.1.1 The Contractor shall assist in initiating, performing, reviewing, analyzing, and monitoring theoretical studies and/or feasibility studies to identify the best materiel approach for identifying a materiel solution.
4.1.2 The Contractor shall monitor, assist, and report on rapid transition opportunities when a sufficiently mature technology is identified that can meet a particular need on a timetable, which
1) matches that of an acquisition program, and 2) is supported by a business case analysis, which justifies the associated cost and schedule risk.
4.1.3 The Contractor shall assist with the development and upkeep of an ASW Sensor
Technology Roadmap and a technology investment spreadsheet that identifies technology insertion opportunities for emerging science and technology concepts which:
Support the Department of the Navy’s transformation priorities;
Leverage the Department of Defense and Department of the Navy’s ASW, atmospheric, and oceanographic science and technology base;
Stimulate other Navy departments, Systems Commands, and program office coordination and cooperation;
Provide input and analysis feedback to guide long-term ASW science and technology needs, capability gaps and Fleet priorities; and
Evaluate emerging and future ASW technology opportunities and needs.
4.1.4 The Contractor shall monitor, assist, and report on technology maturation, participate in brainstorming of new technologies or concepts, draft topic proposals, development of a https://dag.dau.mil/ preliminary cost estimate for product development and transition to a program of record, conduct business case analysis, and track emergent technologies suitable for insertion into ASW programs from the following programs:

Defense Acquisition Challenge;
Advanced Concept Technology Development;
Future Naval Capabilities;

4.1.5 The Contractor shall assist with drafting documentation and presentations for defining the program’s supportability objectives in preparation for a Materiel Development decision, or in support of resource sponsor’s funding decision requirements.
4.1.6 The Contractor shall assist in coordinating with Fleet ASW Operational Commands for identifying mature science and technology projects appropriate for participation in Fleet at-sea experimentations venue, environmental and target data collections, including but not limited to the following:
Distribute to PMA 264 CNO’s ASW Vision, CNO Executive Board briefs, ASW
Wholeness Briefs, ASW Functional Framework, Fleet’s prioritized capability lists, and other documents that provide prioritization, guidance and vision for science and technology development;
Update the airborne ASW capability gaps;
Participate in initial, mid and final planning meetings supporting Fleet at-sea experimentation venues, environmental and target data collections;
Update the Sea Trial Information and Management System (STIMS) database;
Coordinate report of results from Fleet experimentation venues, environmental and target data collections;
Coordinate information briefs involving program office products; and
Coordinate the reporting of program office/Undersea Warfare Science and Technology
Capability Gaps.
4.2 (RDT&E) While the program is in the Materiel Solution Analysis Phase, the Contractor shall assist with the following, including but not limited to:
Provide applicable source material to support the preparation of Analysis of Alternatives;
Draft Analysis of Alternatives to assess the materiel solution;
Identify key technologies;
Estimate the program’s life cycle costs; and
Identify a materiel solution to meet the capability need.
4.2.1 The Contractor shall assist with drafting a Technology Development Strategy, which includes but is not limited to:
Research applicable source material for the preparation of a technology development strategy;
Analyze the rationale for a program’s evolutionary or single-step to full capability strategy;
Analyze how the materiel solution will be divided into increments;
Analyze the limits on the number of prototypes;
Draft a preliminary acquisition strategy with cost, schedule, and performance goals for the program’s entire research and development effort;
Draft a program’s Technology Development phase cost, schedule, and performance goals and exit criteria;
Provide visibility of data assets;
Identify known and probable critical program information and countermeasures;
Develop a time-phased workload assessment;
Develop preliminary system and subsystem specification, net ready key performance parameters, and other system and subsystem attributes.;
Draft a summary of an approved independent cost analysis;
Draft software data reporting plans for the technology development phase;
Identify international cooperative opportunities;
Draft a net-centric data strategy; and
Draft the initial Clinger Cohen Act information technology compliance and certification documentation.
4.2.2 The Contractor shall assist with drafting an Acquisition Plan for the Government to initiate a technology development contract to begin development of initial prototypes. After the technology development contract award, the Contractor shall contribute to the Government technical review of the prime contractor’s data, plans, reports furnished under CDRL to compare results with appropriate contract and detailed specification requirements, identifying omissions, failure to meet specifications, and/or need for additional data.
4.2.3 The Contractor shall assist with drafting and/or updating the following documents, Draft system requirements;
Test and Evaluation Strategy;
Systems Engineering Plan;
Systems Safety Analysis;
Support and maintenance concepts and technologies;
Clinger Cohen Act information technology compliance documents and certifications; and
Program office and/or component cost estimate and manpower requirements documentation.
4.2.4 Prior to programs entering the Technology Development Phase, the Contractor shall assist with drafting the following documents, including but not limited to:
Update the Initial Capabilities Document (as required);
Draft the Capabilities Development Document;
Update the Analysis of Alternatives;
Identify the Materiel Solution Analysis Phase exit criteria;
Draft alternative maintenance and Sustainment concept;
Update the Acquisition Plan; and
Update the System and Subsystem Specification.
4.2.5 The Contractor shall assist with the preparation of documentation and presentations for
Technical Interchange Meetings, Initial Technology Reviews and Alternative System Reviews, and/or a Milestone-A decision.
4.3 (RDT&E) While the program is in the Technology Development Phase, the Contractor shall assist with the following:
Identify and assess technology risk;
Monitor and make recommendations regarding the maturity of the appropriate technologies for integration into a full sensor and/or system;
Support the preparation and performance of the preliminary design event;
Identify an affordable program or increment of useful military capability;
Identify and assess manufacturing risks;
Contribute to the development of the program’s initial Product Support Strategy; and
Initiate a product support business case analysis for refining the supportability objectives and constraints.
4.3.1 The Contractor shall assist with drafting and/or updating the following documents, Initial Capabilities Document and/ or annex (as required);
Capabilities Development Document;
Materiel solution;
Exit criteria for the Technology Development phase;
Support and maintenance concepts and technologies;
Analysis of Alternatives;
Technology Development Strategy;
Test and Evaluation Strategy, including development of the test and evaluation master plan;
System’s Safety Analysis;
Acquisition Program Baseline Agreement; and
Affordability Assessment (i.e., program office cost estimate or component cost estimate or independent cost estimate).
4.3.2 The Contractor shall assist the Government with drafting Acquisition Plans for the
Government to initiate an engineering and manufacturing development contract for producing prototypes of the sensor and/or system and/or key system elements, and initial product baseline prior to or lasting through Milestone B. After the engineering and manufacturing development contract award, the Contractor shall contribute to the Government technical review of the prime contractor’s data, plans, reports furnished under CDRL to compare results with appropriate contract and detailed specification requirements, identifying omissions, failure to meet specifications, and/or need for additional data.
4.3.3 Prior to a program entering the Integrated System Design sub-phase of the Engineering and Manufacturing Development Phase, the Contractor shall assist with drafting and/or updating the following documents, including but not limited to:
System requirements;
Test and Evaluation Strategy, including development of the test and evaluation master plan;
Systems Engineering Plan;
Training systems and training curriculum development strategy;
Systems Safety Analysis;
Support and maintenance concepts and technologies for use in drafting the program’s
Analysis of Alternatives, Capability Development Document, Technology Development
Strategy, Clinger Cohen Act information technology compliance documents and certifications;
Costs and manpower requirements documentation; and
Integrated System Design sub-phase exit criteria.
4.3.4 The Contractor shall draft documentation and presentations for the Technical Interchange
Meeting, Integrated Baseline Review, Program Support Review, Systems Requirements Review, Technology Readiness Assessment, Software Specification Review, System Functional Review, Preliminary Design Review, and/or a Milestone B decision.
4.4 (RDT&E) While the program is in the Engineering and Manufacturing Development
Phase, the Contractor shall assist with monitoring and tracking the following, including but not limited to:
Development of a system or increment of capability;
Completion of a full system integration, developing an affordable and executable manufacturing process;
System or increment’s operational supportability;
Reduction of the logistics footprint;
Implementation of human systems integration;
Design for producibility;
System or increment’s affordability;
System or increment’s critical program information; and
Demonstration of the system or increment’s integration, interoperability, safety, and utility.
4.4.1 While the program is in Integrated System Design, the first sub-phase of the Engineering and Manufacturing Development phase, the Contractor shall assist with drafting and/or updating the following documents, including but not limited to:
Systems Performance Specification;
Updated Acquisition Strategy;
Integrated System Design exit criteria;
Updated Acquisition Program Baseline Agreement;
Capabilities Development Document;
Systems Engineering Management Plan;
Configuration Management Plan;
Program Protection Plan;
Test and Evaluation Master Plan (including development of the Test and Evaluation
Master Plan before Milestone B review and preparing updates as required);
Programmatic environmental, safety and occupational health evaluation;
Systems Threat Assessment;
Information Support Plan;
National Environmental Policy Act compliance schedule;
Risk Assessment;
Validated systems support and maintenance objectives and requirements;
Product Support Strategy; and
Exit criteria for entering the System Capability and Manufacturing Process
Demonstration-second sub-phase of the Engineering Manufacturing Development phase.
4.4.2 The Contractor shall assist with drafting a Product Support Plan.
4.4.3 Prior to the program entering System Capability and Manufacturing Process
Demonstration, the second sub-phase of the Engineering Manufacturing Development Phase, the
Contractor shall assist with drafting a Post-Critical Design Review report, as well as documentation and presentations for the Technical Interchange Meeting, Integrated Baseline
Review, Systems Functional Review, post-Preliminary Design Review, System Engineering
Technical Review Checklists, Critical Design Review, and Test or Flight Readiness Review.
4.4.4 While the program is in System Capability and Manufacturing Process Demonstration, the second sub-phase of the Engineering Manufacturing Development Phase, the Contractor shall assist with the update of acquisition and logistics documentation.
4.4.5 The Contractor shall assist with the update of the program’s Acquisition Program
Baseline Agreement, Analysis of Alternatives, and the Clinger Cohen Act documentation.
4.4.6 The Contractor shall assist the Government with the following tasks:
Evaluate engineering changes to determine impact to training systems, training systems design, support, schedules, cost and performance;
Monitor and track the integration of training system requirements into program plans and documentation;
Provide an independent verification and validation on training system acquisition program;
Provide technical expertise for the conduct of life cycle cost evaluations and economic analyses associated with trainers and training systems; and
Provide technical expertise for the performance of cost trade-off studies related to trainer effectiveness parameters.
4.4.7 The Contractor shall assist the Government with the following tasks:
Monitor and track the system or increment’s footprint reduction;
Monitor and track the system or increment’s supply chain management;
Monitor and track the system or increment’s product support elements identified and in place; and
Support the finalization of the product support business case analysis.
4.4.8 The Contractor shall assist with the update of the Test and Evaluation Master Plan in preparation for the sensor and/or systems’ Developmental Test and Evaluation and Operational
Test and Evaluation which consists of:
Integrated Test and Evaluation to verify the sensor and/or system’s performance compliance to the sensor and/or systems’ specification;
Verification of system functionality and constraints compliance to the sensor and/or systems’ specification; and
Demonstration of sensor and/or system to specified user needs and environmental constraints.
4.4.9 The Contractor shall assist the Government with refining the supportability objectives and constraints by drafting and/or updating the affordability assessment (i.e., program office cost estimate or component cost estimate or independent cost estimate).
4.4.10 The Contractor shall assist with the Government preparation of an Acquisition Plan for the Government to initiate a Low Rate Initial Production (LRIP) contract. After the LRIP contract award, the Contractor shall contribute to the Government technical review of the prime contractor’s data, plans, reports furnished under CDRL to compare results with appropriate contract and detailed specification requirements, identifying omissions, failure to meet specifications, and/or need for additional data.
4.4.11 The Contractor shall assist with drafting documentation and presentations for the
Program Support Review, Functional Configuration Audit, System Verification Review, Technology Readiness Assessment, Production Readiness Review, Test Readiness Review, and a Milestone-C decision.
4.5 (RDT&E) While the program is in LRIP, the first phase of Production and Deployment, the Contractor shall monitor and track the system or increment achieving and maintaining operational capability that satisfies mission and/or user needs by completing the following tasks.
4.5.1 The Contractor shall assist with the update of the Acquisition Strategy, Acquisition
Program Baseline Agreement, and the Analysis of Alternatives.
4.5.2 The Contractor shall assist with drafting the Product Support Package and the Program-
Based Logistics Implementation Plan by updating:
Product support elements;
Support and cost baseline;
Sustainment support Contract (organic and commercial) procurement documents; and
Supply chain management.
4.5.3 The Contractor shall assist with drafting final product baselines, including but not limited to the following actions:
Obtain test results;
Draft exit criteria;
Update the Acquisition Program Baseline Agreement;
Update the Clinger Cohen Act compliance documentation;
Update the Capabilities Production Document for finalization;
Update the Systems Engineering Management Plan for finalization;
Update the Test and Evaluation Master Plan for finalization;
Update the Product Support Package for finalization;
Update the Programmatic Environmental, Safety and Health Evaluation for finalization;
Update the System Safety Analysis for finalization;
Update cost and manpower estimates;
Analyze deficiencies to determine corrective action;
Modify configuration (hardware and/or software specifications) to correct deficiencies;
and
Verify and validate production configuration.
4.5.4 The Contractor shall assist with drafting and/or updating the following documents, Provide technical recommendations on the production configuration;
Draft engineering change orders;
Coordinate pre-submittal of engineering change orders and pre-configuration control board issues;
Provide technical input to support the preparation of revision of related acquisition documentation; and
Evaluate engineering changes to determine impact to sonobuoys and other non-acoustic
ASW systems, training systems, training systems design, support, schedules, cost and performance.
4.5.5 The Contractor shall assist with drafting and/or updating the following documents, Contribute to the update of the affordability assessment (i.e., program office cost estimate or component cost estimate or independent cost estimate; earned value, cost, present value, and schedule analyses); and
Analyze the impact of proposed reliability and maintainability enhancements.
4.5.6 The Contractor shall assist with drafting documentation and presentations for the
Integrated Baseline Review; Program Support Review, Assessment of Operational Test
Readiness; Operational Test Readiness Review; Physical Configuration Audit, and a Full Rate
Production Decision Review.
4.6 (RDT&E or OPN) While the program is in Full Rate Production/Deployment, the second phase of Production and Deployment, the Contractor shall perform the following tasks to meet materiel readiness requirements:
4.6.1 (OPN) The Contractor shall assist with the finalization of the Product Support Package and the Performance-Based Logistics.
4.6.2 (RDT&E) The Contractor shall perform the following pre-Initial Operational Capability
(IOC) and post-IOC supportability assessments:
Monitor and collect all user data (service use data, user feedback, failure reports, discrepancy reports, system engineering management plan, programmatic environmental, safety and occupational health evaluation, air certifications, and system safety analysis);
Analyze user data and develop an Engineering Investigation Plan to determine root cause for failure mode identification;
Determine system risk and hazard severity; and
Develop corrective action for considering a process change or material change.
4.6.3 (OPN) The Contractor shall analyze data for in-service review by providing:
Input to Capabilities Development Document for next generation increment;
Input for modifications and/or upgrades (i.e., pre-planned product improvements, modernization, engineering change proposals, etc..) to in production and fielded sensors and/or systems;
Updates to the System Engineering Plan; and
Updates to the Production Sonobuoy Specification document.
4.6.4 (RDT&E) The Contractor shall draft documentation and presentations for the Integrated
Baseline Review and Follow-on Test and Evaluation meeting.
4.6.5 (RDT&E and OPN) The Contractor shall assist with drafting Acquisition Plans for the
Government to initiate a post-production software support contract. After the post-production software support contract award, the Contractor shall contribute to the Government technical review of the prime contractor’s data, plans, and reports furnished under CDRL to compare results with appropriate contract and detailed specification requirements, identifying omissions, failure to meet specifications, and/or need for additional data.
4.6.6 (OPN) The Contractor shall assist with drafting Acquisition Plans for the Government to initiate a sustainment contract. After the sustainment contract award, the Contractor shall contribute to the Government technical review of the prime contractor’s data, plans, and reports furnished under CDRL to compare results with appropriate contract and detailed specification requirements, identifying omissions, failure to meet specifications, and/or need for additional data.
4.6.7 (OPN) The Contractor shall assist with drafting and/or analyzing the following:
Data for determining in-service reliability, maintainability, and supportability of production sonobuoys;
Sonobuoy Lot Acceptance Test data for the purpose of providing policy guidance and improved management processes for the sonobuoy quality assurance program;
Sonobuoy flight clearances and air certifications using established NAVAIR processes;
Reliability and lot acceptance criteria specified in the performance sonobuoy specification;
Planning and execution of the sonobuoy quality assurance program;
Post-deployment evaluations of production sonobuoys, verifying whether the sonobuoys are meeting performance requirements in accordance with the sonobuoy in-service quality evaluation master program plan;
C-130 or other capable aircraft and the Acoustic Explorer operations in support of the sonobuoy quality assurance program and other at-sea experimentation venues; and
Sonobuoy Configuration Review Board, Sonobuoy Liaison Working Group, and
Production Sonobuoy Safety Review Board review meetings.
4.7 (RDT&E or OPN) While the program is in the Operations and Support phase, the
Contractor shall assist with the following tasks to meet the programs’ operational support performance requirements, which sustain the sensor and/or system in the most cost-effective manner:
4.7.1 (OPN) The Contractor shall assist with post-deployment review analysis.
4.7.2 (RDT&E) The Contractor shall assist with the following:
Update the Capabilities Development Document and the Capabilities Production
Document for each increment; and
Enter the increment at the correct phase within the Department of Defense Integrated
Defense Acquisition, Technology, and Logistics Life Cycle Management framework.
4.7.3 (RDT&E) The Contractor shall assist with the following:
Evaluate sensor and/or system increment upgrade changes to determine impact to training systems, training systems design, support, schedules, cost and performance;
Monitor and track the integration of new training system requirements into program plans and documentation;
Provide independent verification and validation on training system acquisition program;
Provide technical expertise for the conduct of life cycle cost evaluations and economic analyses associated with new trainers and training systems; and
Provide technical expertise for the performance of cost trade-off studies related to new trainer effectiveness parameters.
4.7.4 (OPN) The Contractor shall provide the following production and configuration control functions:
Contribute to the preparation of Program Objective Memorandum information bulletins outlining all aspects of the Program Objective Memorandum process (background, schedules, guidance, detailed instructions for specific activities, investment initiatives, utilization of Program Objective Memorandum tools, and Program Objective
Memorandum briefing format); and
Analyze annual production sonobuoy investments in conjunction with non-nuclear ordnance requirements, currently available stock levels, Fleet expenditure rates (non-combat expenditure allotments), and the quantities required to support war-fighting and
Fleet readiness requirements before deciding which sonobuoys will be produced.
4.7.5 RESERVED
4.8 (RDT&E or OPN) The Contractor shall assist with drafting the following:
Responses to internal and external (Congressional Staff, Office of Secretary of Defense, Navy Comptroller, Assistant Secretary of the Navy, Research, Development and
Acquisition, Chief of Naval Operations) information requests (i.e., data calls, articles for public release approval) for Government approval;
Issue sheets, program health assessments, and presentations for program objective memorandum and program readiness reviews;
Data entry into the Department of the Navy’s Portfolio Management Decision Support
System tool, Probability of Program Success tool;
Data entry into the Assistant Secretary of the Navy for Research, Development and
Acquisition’s Dashboard;
Data entry into the CDRL, Risk Management and Procurement Management Tool databases;
Draft briefs using Microsoft PowerPoint and computer graphics software;
Integrated master schedules and program metrics using Microsoft Project or Excel software;
Initial and/or updated Security Classification Guides for the various program office products;
Technical, programmatic and financial evaluations to support the Government’s continuous process improvement initiatives;
Minutes from meetings and track resultant action items;
Meetings, conferences, and working groups; and
Courier classified material.
4.9 (RDT&E) The Contractor shall perform the following financial management and budget support functions:
Draft financial instruments (which may include: procurement initiation documents, AIR-
TASKs, and
Workload Assignment Agreements) for recording in the Navy-Enterprise Resource Planning
Tool;
Perform financial analysis, and total cost of ownership and life cycle cost trade off assessments;
Draft budget and financial reports using Microsoft PowerPoint and Excel software, and analysis of prime contractor spend rate, costs, and schedule compliance;
Draft integrated product team, contract support services, and field activity spend plans for
Program Manager review; and
Assess Chief of Naval Operations and Congressional impacts and issues to budgets.
4.10 (RDT&E) The Contractor shall perform the following program office support functions:
Draft and update documents for meetings and conferences;
Draft and route written correspondence and official documentation;
Route articles and presentations for Public Release Authorization;
Draft and report status of metrics;
Disseminate and track training requirements;
Coordinate and track information requests;
Coordinate and track action items;
Fill the role as facilities coordinator;
Fill the role as Assistant Security Coordinator;
Conduct quarterly classified inventory inspections and digitization of hard copy classified documents; and
Perform Last Person-out Security Checks for SIPRNet and Security Container Locations after use.
4.11 (RDT&E) The Contractor shall perform the following functions:
Answer telephone;
Distribute incoming official mail and prepare packages for shipment;
Escort foreign and/or domestic visitor. Contractor employees assigned to provide escort services shall complete local Operations Security and counterintelligence training provided by NAWCAD Security (7.4.1);
Perform personnel access control including Joint Personnel Adjudication System verifications and recording of visit requests into the Base Access Security Information
Control System-BASICS II;
Perform as facilities support, office supplies custodian, and meeting room scheduler;
Receive classified mail; provide correspondence oversight, retention, and preparation of
Fleet messages using the Defense Messaging System. All documents and correspondence shall be prepared in accordance with the Navy Correspondence Manual, Naval directives and systems; and
Process travel requirements using the Defense Travel System for domestic and foreign travel requests. Process foreign country clearance requests in accordance with Electronic
Foreign Clearance Guide utilizing the 1833/ISOPREP Info Personnel Recovery Mission
Software on the SIPRNET system.
5.0 INFORMATION ASSURANCE (IA)
The Contractor shall comply with NAVAIR’s IA program which is a unified approach to protect unclassified, sensitive or classified information. The IA program is established to consolidate and focus efforts in securing that information, including its associated systems and resources. IA is required operationally throughout the DON. DON CIO (Chief Information Officer) is responsible for IT within the Navy, as mandated by Clinger-Cohen Act, and is the lead for departmental compliance with the Federal Information Security Management Act of 2002.
All IA shall be in compliance with the following:

6.0 OTHER DIRECT COSTS (ODCs)
The Government estimates for ODCs are based on a per annum not-to-exceed amount. Approval shall be obtained from the Contracting Officer Representative (COR) prior to purchases or travel.
All material purchased by the Contractor under this item becomes the property of the Federal
Government. Costs associated with travel and lodging shall be reimbursed in accordance with the Joint Travel Regulations (JTR). The number and types of trips including the number of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the Government Project Manager and receive COR approval.
The Government may direct other travel as necessary to accomplish assigned tasking including foreign travel. Local travel is not a reimbursable expense under this contract, in accordance with
Section H Clause 5252.232-9509.
7.0 DELIVERABLES
The contractor shall deliver the following documents:
Contractor’s Progress, Status, and Management Report to be submitted in accordance with Contract Data Requirements List (CDRL) A001;
OPSEC Plan to be submitted in accordance with CDRL A002;
Program Protection Implementation Plan to be submitted in accordance with CDRL
A003.
8.0 SPECIAL CONSIDERATIONS
8.1 Security – The Contractor shall have and maintain a Top Secret facility clearance upon contract award and throughout the performance of this contract. In addition, all personnel on this contract must have at least an interim Secret or Top Secret security clearance, as applicable, within 30 days after contract award. Contractor employees shall not discuss or disclose any sensitive information to which they have access to during performance under this contract. The
Contractor shall ensure that all employees have and maintain a DoD Common Access Card, or be able to obtain the interim equivalent during the period of performance in order to perform the work assigned and access the facilities required to perform.
