5.3.1 SCOPE

5.3.1.1 All work performance specified in this Performance Based Statement of Work (PBSOW) will be accomplished at NTWL, Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Air Test and Evaluation Squadron TWO THREE (VX-23), Maryland except for occasional off-site maintenance for aircraft that are not mission capable. Alternate work sites to include, but not limited to, are United States Naval Vessels in support of projects (detachments) or unscheduled en-route maintenance as authorized by the COR.

5.3.1.2 This PBSOW establishes the requirements for the Organizational Level aircraft maintenance and logistic support on all aircraft and Support Equipment (SE) for which Air Test and Evaluation Squadron TWO THREE (VX-23) has maintenance responsibility to include assigned aircraft, aircraft on-site for project testing, transient aircraft and loaner aircraft tested at NAWCAD. Additionally, labor and services are required to perform supportability/safety studies on various VX-23 aircraft and weapon systems, and off-site aircraft safety/spill containment patrols and aircraft recovery services. VX-23 shall provide a Contracting Officer’s Representative (COR) and an Aviation Program Team (APT) to monitor contractor performance.

5.3.1.3 The contractor shall comply with the Service Contract Act. The majority of contracted labor is covered by a Collective Bargaining Agreement (CBA) and Department of Labor (DoL) Area Wage Determinations.

5.3.1.4 All aircraft maintenance and administrative tasks are to be performed per applicable Navy technical manuals and directives. The Ground Operating Procedures (GOPs) will be written to cover the requirements in the NAVAIRINST 3710.1G and based on the COMNAVAIRFORINST 4790.2B CH-1. Contractor shall submit Flight and Ground Operating Procedures to the Government Flight Representative (GFR) for review and approval prior to the first maintenance evolution (CDRL A001). Contractor shall extract the requirements from the COMNAVAIRFORINST 4790.2B CH-1 to ensure they are safe and effective, but may choose to reduce the number of OJT events or other redundant elements to reduce time and cost to the contractor. Once signed, the GOPs will be accepted based on service guidance, but must be re-submitted annually as per NAVAIRINST 3710.1G requirements. Contractor local work packages are for complex, repetitive tasks such as engine changes. Contractor’s quality control inspection procedures shall provide a clear audit trail for all work accomplished. Transient aircraft will receive normal servicing and correction of safety of flight discrepancies. Any other work to be performed on transient aircraft must be approved by the COR or the Maintenance Officer (MO)/Deputy Maintenance Officer (DMO) and the senior member of the detachment (military/civilian). Number of transient aircraft and duration of support varies.

5.3.1.5 Total Ownership Cost (TOC)/Affordable Readiness - The contractor shall support the Navy in meeting the established goals and objectives in the PBSOW. The contractor shall be responsible for the Repair or Replacement (ROR) of aircraft/system parts which includes the repair, modification (excludes Class I) and/or calibration of all EMD/SDD-unique aircraft/system and support equipment components. The contractor shall repair, modify, restore and/or return items to be serviceable, but not like new, operating condition. The contractor shall not begin servicing or continue to service any article, where it is apparent that a reasonable service life will not be attained or that the resulting total repair price (labor and parts) to the Navy is expected to exceed eighty percent (80%) of an item's replacement price. The ROR price shall be estimated by the contractor based on current production prices. The contractor shall promptly notify the COR and/or the Assistant Contracting Officer Representative (ACOR), which shall include confirmation by the Squadron MO/DMO of the contractor’s beyond economic/physical repair (BER/BPR) evaluation. No further repair action shall occur until written authorization to proceed or disposition instructions are received from the COR and/or the ACOR. The contractor is authorized to interchange components on inducted assets during the repair cycle, on a part number for part number basis.

5.3.1.8 The Program Office will determine when maintenance procedures require modification from the basic manuals and will issue Navy approved Maintenance Engineering Directives (MEDs), Interim Operational Supplements (IOSs), or Technical Directives (TDs) to incorporate the specific requirement.

5.3.1.9 The Navy reserves the right to deviate from criteria established by the approved technical service maintenance procedures. The MO/DMO shall notify the Contractor, in writing, of deviations to the approved maintenance requirements. At times to gain efficiencies the Contractor may need to deviate from approved technical service maintenance procedures. The Contractor will request such deviations through the MO/DMO.
