PERSONNEL QUALIFICATIONS
IFF SYSTEMS ENGINEERING
1. The contractor shall be responsible for employing personnel having the following levels of education, professional, and technical experience. These qualifications are only a baseline; contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond these qualifications.
2. The specialized experience included as part of the required qualifications shall have been obtained in the field of endeavor indicated by the applicable labor categories listed below. The experience indicated in the following labor categories must have been performed during the timeframes described in the labor categories. Key personnel are those who will be performing in Key Labor Categories listed below. The contractor shall provide personnel data forms in the amount listed to the right of each labor category.
3. All personnel designated key must have an appropriate security clearance as stated on the DD Form 254 (Section J, Attachment ##) at the time of contract award. Personnel designated non-key must have or be able to obtain the appropriate security clearances as stated on the DD Form 254 (Section J, Attachment ##) within one year after contract award. Proof of U.S. citizenship is required to be permitted access to government installations, aircraft, and ships. Each person bid must be able to obtain a Common Access Card (CAC) at the time of award. Any new hires must be able to obtain a CAC at the time of hiring. A minimum of 3 personnel must be COMSEC briefed according to the NISPOM.
Note: All required experience for all labor categories may have been obtained concurrently.
All degrees shall be obtained from an accredited college or university.

DEFINITIONS
As used in the minimum personnel qualification descriptions for this contract, the terms indicated shall be defined or their meanings qualified as follows:
Academic year - a full or complete year of study at a junior college, college, university, or other academic institution toward which at least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of postgraduate study, were completed.
Accredited institution - a post-secondary educational institution (junior college, college, university, or technical trade, or professional school) which was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.
Business-related disciplines include Business Administration, Business Management, Economics, Financial or Accounting.
Degree - an academic title conferred by an educational institution upon completion of a unified course of study; if not otherwise qualified, the term shall mean a degree at the bachelor's, master's, or doctoral levels only.
Engineering or engineering discipline - when used in relation to educational or work experience requirements, "engineering' shall mean any of the following specific subjects, disciplines, or areas of work experience only: aerospace, computer, electrical, electronics, industrial, mechanical, or engineering technology. Engineering disciplines include disciplines from a school where the specified curriculum was accredited by the Accreditation Board of Engineering and Technology (ABET).
Experience and years of experience -
a) When used in relation to requirements for past participation in professional work or employment activities, "experience" shall mean full-time (on the basis of a standard forty hour work week) participation, at least one-half of which time was spent performing qualifying functions as a practitioner or employee.
b) When used in relation to requirements for a particular term or period of participation, "years of experience" shall mean full, productive years of participation. Productive years are work years of fifty-two weeks reduced by reasonable amounts of time for holiday, annual, and sick leave. If participation was part-time, or if less than one half of the standard work week was spent performing qualifying functions, the actual time spent performing qualifying functions may be cumulated to arrive at full years (or years and months) of experience. For example, only the actual number of full days (or full-day equivalents) of duty or drills completed during a year of military reserve participation, or in other qualifying part-time employment or practice may be cumulated toward years of experience. Qualifying part-time experience performed in addition to other full-time qualifying employment during the same period of time may be cumulated on a full-time equivalent basis and added to the full-time experience to satisfy a total experience requirement.
Postgraduate degree - a master's, Ph.D., or other professional degree for which completion of an undergraduate curriculum for receipt of a bachelor's degree was a prerequisite.
Related field - a "field of study with similar curriculum of study but is referenced by a different name".
Technical discipline – when used in relation to educational or work experience requirements, “technical discipline” shall mean a degree in the field of Mathematics, Computer Science, Information Systems Management, Aerospace Engineering, Computer Engineering, Physics, Electrical Engineering and Mechanical Engineering .
Technical rating – completion of a U.S. Navy electronic technology rated B or C school for Cryptologic Technician Technical (CTT), Electronic Technician (ET), Electronic Warfare Technician (EW), Fire Controlman (FC), or Information Systems Technician (IT) or the equivalent from another branch of service.
Qualifications:
Program Manager (Key)
Function: Manages and administers the contract and serves as the primary point of contact between the contractor and the Government on program/project and contract administrative issues. Supervises program/project operation by developing management procedures and controls, planning and directing project execution, and monitoring and reporting progress.
Minimum qualifications are:
Education: BS or BA degree in Business Administration or other "Relevant Technical Discipline". An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.
Experience:
(a) At least six (6) years of professional experience in the Defense acquisition.
(b) Three (3) years of experience in support of Navy Acquisition management.
Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
(c) Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
(d) Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series.
(e) Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
Engineer/Scientist III (Key)
Function: Applies advanced engineering principles to investigate, analyze, plan, design, test or evaluate digital equipment, hardware, radio frequency (RF) system concepts, or software development tasking. Applies systems engineering experience in, but not limited to, system design and implementation, system integration, and system architecture design to perform engineering design and feasibility evaluation, component and system design engineering, or installation testing and evaluation of Identification Friend or Foe (IFF) equipment, systems and subsystems, and advanced technologies. Reviews and prepares engineering and technical analysis, reports, change proposals, and other engineering documentation. Uses IEEE ISO/IEC 26702:2007, Systems engineering - Application and management of the systems engineering process; IEEE ISO/EIC 12207:2008 - Systems and software engineering - Software life cycle processes and the SEI CMMI for Development, Version 1.3 model for guidance in providing systems and software engineering products and services.
Minimum qualifications are:
Education: BS or BA degree in a "Relevant Engineering/Science Field".
Experience:
(a) At least six (6) years of experience in a "Relevant Engineering/Science Field".
(b) At least four (4) years of the foregoing total experience shall have consisted of specific experience in IFF equipment, systems and subsystems, and advanced identification waveforms. Familiarities with ship or aircraft systems, data bus interfaces, Xilinx FPGA, C/C++, and VME are required.
(c) The four (4) years of specialized experience shall have been obtained within the last seven years.
Engineer/Scientist II
Function: Applies engineering principles to investigate, analyze, plan, design, test or evaluate IFF systems. Applies systems engineering experience in, but not limited to, system design and implementation, system integration, and system architecture design to perform engineering design and feasibility evaluation, component and system design engineering, or installation testing and evaluation of IFF equipment, systems and subsystems, and advanced technologies. Reviews and prepares engineering and technical analysis, reports, change proposals, and other engineering documentation. Uses IEEE ISO/IEC 26702:2007, Systems engineering - Application and management of the systems engineering process; IEEE ISO/EIC 12207:2008 - Systems and software engineering - Software life cycle processes and the SEI CMMI for Development, Version 1.3 model for guidance in providing systems and software engineering products and services.
Minimum qualifications are:
Education: BS or BA degree in a "Relevant Engineering/Science Field".
Experience:
(a) A total of three (3) years of experience in a "Relevant Engineering/Science Field".
(b) At least two (2) years of the foregoing total experience shall have consisted of specific experience in the analysis, design and development of electronic hardware IFF equipment, systems and subsystems, and advance technologies development programs.
(c) Experience in ship or aircraft systems and data bus interfaces is required.
(d) The three years of specialized experience shall have been obtained within the last five years.
Engineer/Scientist I
Function: Applies engineering principles to investigate, analyze, plan, design, develop, implement, test or evaluate military IFF systems and provide support to hardware and software development tasking involving system design and feasibility evaluation, system integration, field service analysis, and installation testing and evaluation of IFF equipment, systems and subsystems. Uses IEEE ISO/IEC 26702:2007, Systems engineering - Application and management of the systems engineering process; IEEE ISO/EIC 12207:2008 - Systems and software engineering - Software life cycle processes and the SEI CMMI for Development, Version 1.3 model for guidance in providing systems and software engineering products and services.
Minimum qualifications are:
Education: BS or BA degree in a "Relevant Engineering/Science Field".
Experience:
(a) At least one (1) year of experience in a "Relevant Engineering/Science Field".
Electronics Technician, Maintenance I Function: Applies basic technical knowledge to perform simple or routine tasks following detailed instructions, performs such tasks as replacing components, wiring circuits, repairing simple electronic equipment; and taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. This person works under close supervision receiving technical guidance from supervisor or higher-level technician. Work is checked frequently for accuracy.
Minimum qualifications are:
Education: High School diploma or GED; Vocational training commensurate with Department of Labor functional description.
Experience: Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Electronics Technician, Maintenance II Function: Applies basic and some advanced technical knowledge to solve routine problems by interpreting manufacturers’ manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence, in selecting tools, testing instruments, and is reviewed for compliance with accepted practices.
Minimum qualifications are:
Education: High School diploma or GED; Vocational training commensurate with Department of Labor functional description.
Experience:
(a) Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Computer Programmer III (Key) Function: Analyzes, documents, designs and develops information technology (IT) hardware and software systems including writing, modifying and adapting computer programs in high-level programming languages, and performing research on applications for hardware, software and operating systems. Uses IEEE ISO/EIC 12207:2008 - Systems and software engineering - Software life cycle processes and the SEI CMMI for Development, Version 1.3 model for guidance in providing systems and software engineering products and services.
Minimum qualifications are:
Education: High School diploma or GED; Completed the following certifications within one and a half year after assuming duties: Certified Software Development Professional (CSDP) (Previously known as Certified Software Engineering Professional (CSEP)), or with COR approval complete a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), other).
Experience:
(a) At least six (6) years of experience, to include: Software Design, Development, and Test and Evaluation.
(b) Four (4) years of programming experience with "Specific Project" programming languages.
(c) Three (3) years of experience, to include: Database development, Web page design, Computer Based Training development, and using .NET tools and .net Integrated Development Environment tools, asp.net, SQL Server 2000, and HTML editor tools.
(d) Experience may be concurrent.
(e) Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Computer Programmer II Function: Analyzes, documents, designs and develops information technology (IT) hardware and software systems including writing, modifying and adapting computer programs in high-level programming languages, and performs research on applications for hardware, software and operating systems. Uses IEEE ISO/EIC 12207:2008 - Systems and software engineering - Software life cycle processes and the SEI CMMI for Development, Version 1.3 model for guidance in providing systems and software engineering products and services.
Minimum qualifications are:
Education: High School diploma or GED; Working towards completing the following certifications: Certified Software Development Professional (CSDP) (Previously known as Certified Software Engineering Professional (CSEP)), or with COR approval complete a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), other).
Experience:
(a) At least three (3) years of experience, to include: Software Design, and Development.
(b) One (1) year programming experience with "Specific Project" programming languages.
(c) Experience may be concurrent.
(d) Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Financial Analyst
Function: Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Utilizes Navy ERP to perform financial execution functions. Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.
Minimum qualifications are:
Education: BS or BA degree in a Business, Management or "Relevant Technical Discipline". OR
An AS or AA degree and an additional four (4) years of experience
OR
An additional eight (8) years of experience may be substituted for a BS or BA degree.
Experience:
At least four (4) years financial management experience, two (2) of which must be within DoN. Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR,), PPBE process and two years of DoN procurement policies and procedures.
Systems Engineer (Key) Function: Has programmatic or technical leadership roles in an organization identifying, formulating, designing and/or testing practical solutions to engineering problems and guide the engineering development of modern complex systems; and to employ systems engineering methods and tools in the development of advanced complex systems, and when appropriate, conduct research in applied systems engineering to advance the field.
Minimum qualifications are:
Education: Master’s degree from an accredited institution in systems engineering.
Experience:
(a) At least twelve years of experience performing the foregoing functions.
(b) A knowledge of shipboard and aircraft based IFF systems is required.
OR
Education: Bachelor’s degree from an accredited institution in engineering, computer science, mathematics, or physics including system design and analysis, test and evaluation.
Experience:
(a) At least fifteen years of experience performing the foregoing functions.
(b) A knowledge of shipboard and aircraft based IFF systems is required.
Systems Analyst, Senior (Key) Function: Provides oversight to Systems Analyst and Jr. Analyst. Provides senior level development and analysis of the systems and equipment cited in the Statement of Work. Develops preliminary support and maintainability plans, performs systems requirements analysis, requirements management, configuration management and life cycle analysis, and modifies, prepares, or validates documentation.
Minimum qualifications are:
Education: MS or MA degree in a "Relevant Technical Discipline".
Experience:
(a) At least ten (10) years of experience systems analysis, software design, software development and database administration.
(b) Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques.
(c) Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies.
(d) Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.
(e) A knowledge of shipboard and aircraft based IFF systems is required.
OR
Education: BS or BA degree in a "Relevant Technical Discipline".
Experience:
(a) At least fourteen (14) years of experience systems analysis, software design, software development and database administration.
(b) Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques.
(c) Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies.
(d) Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.
(e) A knowledge of shipboard and aircraft based IFF systems is required.
Systems Analyst Function: Provides development and analysis of the systems and equipment cited in the Statement of Work. Develops preliminary support and maintainability plans, performs systems requirements analysis, requirements management, configuration management and life cycle analysis, and modifies, prepares, or validates documentation.
Minimum qualifications are:
Education: BS or BA degree in a "Relevant Technical Discipline".
Experience:
(a) At least six (6) years of experience systems analysis, software design, software development and database administration.
(b) Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques.
(c) Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies.
(d) Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.
(e) Performs tasks with little or no guidance.
(f) A knowledge of shipboard and aircraft based IFF systems is required.
OR
Education: Associate’s degree from an accredited institution in a technical discipline.
Experience:
(a) At least ten (10) years of experience systems analysis, software design, software development and database administration.
(b) Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques.
(c) Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies.
(d) Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.
(e) Performs tasks with little or no guidance.
(f) A knowledge of shipboard and aircraft based IFF systems is required.
Administrative Assistant Function: Types manuals, texts, formal reports, technical reports, and documentation for reproduction in accordance with applicable military standards and procedures. Operates various types of modern office equipment such as personal computers with word processing software, high speed copiers, etc. Prepares materials for presentations using presentation graphics/drawing software.
Minimum qualifications are:
Education: High School diploma or GED.
Experience:
(a) At least one (1) year of experience in a customer and business oriented position.
Engineering Technician IV Function: Performs non-routine assignments of substantial variety and complexity, using operational precedents that are not fully applicable, such assignments that are typically parts of broader assignments, are screened to eliminate unusual design problems. This incumbent may plan such assignments. Work shall include developing or reviewing designs by extracting and analyzing a variety of engineering data, applying conventional engineering practices to develop, prepare, or recommend schematics, designs, specifications, electrical drawings and parts lists. Construct prototype models and conducts experiments and tests. Work is reviewed for technical adequacy (or conformity with instructions).
Minimum qualifications are:
Education: AS or AA degree in a "Relevant Technical Discipline".
Experience:
(a) At least twelve (12) years of practical experience with shipboard and aircraft based IFF systems.
(b) Six (6) years of experience, to include: installation of IFF equipment.
(c) Two (2) years of experience, to include: design, preparation and modification of engineering documents, and drawings.
(d) Six (6) years of experience with shipboard and aircraft based IFF systems discipline, of which 3 must have been performed within the last 5 years. Experience may be concurrent.
(e) Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Engineering Technician III Function: Performs assignments that are not completely standardized or prescribed, selects or adapts standard procedures or equipment, using fully applicable precedents, receives initial instructions, equipment requirements, and advice from supervisor or engineer as needed, performs recurring work independently. Work to include component construction and packaging, test and experiment conduction, data analysis, and design modifications. Work is reviewed for technical adequacy or conformity with instructions.
Minimum qualifications are:
Education: AS or AA degree in a "Relevant Technical Discipline".
Experience:
(a) At least ten (10) years of practical experience with shipboard and aircraft based IFF systems. (b) Four (4) years of experience, to include installation of IFF equipment.
(c) One (1) year of experience, to include design, preparation and modification of engineering documents, and drawings.
(d) Four (4) years of experience in shipboard and aircraft based IFF systems discipline, of which 2 must have been performed within the last 3 years. Experience may be concurrent.
(e) Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
