1.0 STATEMENT OF WORK

Contractor support for the Air Vehicle Modification and Instrumentation’s (AVMI’s) Aircraft Prototype Systems Division (APSD) Aircraft Prototype Facility (APF).

The primary mission of the APF is the support of warfighter needs through the use of innovative and rapid prototyping systems engineering solutions.

The APF is aligned with the Aircraft Prototype Systems Division, Code 5.2.8, which operates under the umbrella of the Range’s Department’s AVMI Organization. The APF is also supported by the Aircraft Instrumentation Division (AID), Code 5.2.9.

The APF in is designed to house a diversity of projects, requiring security protection beginning at General Secret and ranging upward to Top Secret. Platforms will include, but not be limited to F/A-18, E-2, V-22, EA-6B, Unstaffed Air Vehicles of many varieties and the SH-60.

The initial secure facility configuration will consist of three large office areas capable of housing project teams of up to 20 individuals each, machine tooling spaces, secure networking capability, and an aircraft sized hangar.

Projects expected to be contained within the APF will be of high priority to the Nation, and will require rapid collection of required material and resources, and flexibility in approach to projects and partnering with other National and private sector operations.

The concept of operations for the Aircraft Prototype Systems Division, supported by the APF is as follows. Upon receipt of a work order or tasking, the APSD will form focused teams to support customer requirements, with the typical product being a prototype, validation and verification system or unit, with a set of engineering drawings and data sufficient to perform mass replication of the system or unit. To meet critical fleet needs, APSD will often be called upon to produce limited supplies of such systems or units to fill the need while larger production contracts (outside of the scope of this contract, and not managed by APSD) are put into place.

3.0 Overall Requirements

3.0.1 The contractor shall provide qualified personnel, material, facilities, equipment, software, and other services necessary to support the Navy in the execution of this solicitation.

3.0.2 The contractor shall provide a quick reaction capability to purchase diverse materials and equipment for use in fulfilling the mission of the APF.

3.0.3 The contractor shall team with Government personnel to develop teams based on Integrated Product Team (IPT) concepts. The contractor shall become and remain knowledgeable in the mission of AVMI and the APF.

3.0.4 The contractor shall be required to provide training to or for Government personnel at the contractor's facility or other agreed upon locations, as required.

3.0.5 Information Technology systems purchase, development, modification or support shall be performed in accordance with all applicable Federal, DoD, DON, and NAVAIR policy, guidance, standards, and strategies.

3.0.6 Necessary technical direction or clarification concerning the details of specific tasking set forth in the contract will be given through issuance of deliver orders.

3.1 Program and Project Management

3.1.1 The contractor shall assist in the technical management of projects. The management assistance will include meeting with customers, reviewing requirements, managing cost and schedule and ensuring the timely delivery of quality products to the customers.

3.1.2 The contractor shall produce and update documentation/presentation materials such as view graphs, brochures, and other briefing materials to support program/project objectives and business development.

3.1.3 The contractor shall provide system-engineering expertise in the research and development of technical projects and program plans. The contractor shall engineer assigned projects utilizing approved processes that have been developed utilizing a systems engineering approach to project design and development.

3.2 Engineering, Technical and Production Support

3.2.1 The contractor shall provide systems engineering support, to include design, analysis, test, fabrication, installation and modification, testing and follow-on logistics support of military hardware, systems, prototypes, test beds and associated tasks in support of rapid prototyping for the Department of Defense.

3.2.1.1 The contractor shall perform integration of prototype hardware into the equipments and military systems, to include aircraft and other operational, prototypical or mock-up military equipment located within the APF labs and other participating AVMI and associated laboratories.

3.2.1.2 The contractor shall provide the material required for this tasking.

3.2.1.3 The contractor shall provide equipment as required for this tasking.

3.2.1.4 The contractor shall perform engineering design and development of aircraft hardware, software, data capture and analysis systems and data presentation systems.

3.2.1.4.1. All software developed shall belong to the government, without reservation or restriction of any type.

3.2.1.5 The contractor shall perform engineering design, analysis, installation and support of composite structural materials as they relate to aircraft, military systems, prototypes designs and aircraft structures.

3.2.2 The contractor shall, using prototype quality design information, to include drawings, working models and concepts, create production quality information packages for government developed prototypes.

3.2.2.1 The contractor shall produce Validation and Verification items using the created information packages.

3.2.2.2 The contractor shall, using production quality information packages in addition to validation and verification units, provide prototype replication support in order to meet urgent National requirements.

3.2.2.3 The contractor shall have the capability to manufacture limited quantities of small composite composed components as described in 3.2.1.5.

3.2.3 The contractor shall perform design studies to establish performance and operational requirements for military hardware and software based on broadly stated user requirements. Given only broad goals and outlines, the contractor shall prepare conceptual designs and concepts to meet warfighter prototyping needs.

3.2.4 The contractor shall support military article modifications that may range from small system upgrades to aircraft re-work tasks.

3.2.5 The contractor shall provide Information Assurance support for the classified and unclassified Local Area Networks (LAN) and Wide Area Networks (WAN).

3.2.5.1 The contractor shall perform Information Assurance (IA) and Information Assurance Officer (IAO) functions in accordance with established procedures.

3.2.5.2 The contractor shall track and validate all Information Assurance Vulnerability Alerts (IAVA) and Information Assurance Vulnerability Bulletins (IAVB).

3.2.5.3 The contractor shall maintain a portfolio for software applications in the DON Applications and Database Management System (DADMS).

3.2.6 The contractor shall control the APF material packaging, handling, shipping, and transportation of equipment as necessary to support current and future APF programs.

3.2.6.1 The contractor shall perform technical property management tasks such as bar coding equipment, entering data into the Government Furnished Equipment Property Management System, maintaining data, i.e. keep data current and accurate, and print reports.

3.2.6.2 The contractor shall provide technical project and program support for shipping and receiving of parts and products, inventory, parts tracking, parts configuration management, order tracking, and storage using provided government systems. The contractor shall receive all materials into the labs and manage the storage and inventory tracking of the receivables.

3.2.7 The contractor shall provide a licensed vehicle operator for trucks and forklifts, as well as material handler to transport, move, and pickup miscellaneous equipment and materials including but not limited to HAZMAT.

3.2.8 The contractor shall provide janitorial services for the secure spaces. The services include, but are not limited to, sweeping, mopping, vacuuming, trash removal, dusting, polishing, washing windows, waxing and buffing floors, shampooing carpets, cleaning restrooms, and other cleaning duties.

3.2.9 The contractor shall provide administrative assistance personnel as required. The services include, but are not limited to, reception services, phone support, appointment scheduling, and general office administration.

3.2.10.

The contractor shall provide facility access control support to include processing of visit requests, visitor identification checks, verification of security clearance, and issuance of appropriate access badges and visitor identification.

3.2.11. The contractor shall provide engineering documentation support for programs and projects. The creation, editing, updating or modification of process manuals, testing procedures, and documentation configuration control will be required.

3.2.12. The contractor shall move equipment, cables, and other components required to operate, maintain, fabricate, modify, repair, reconfigure, and upgrade laboratory stations, computer systems, and other facility equipment.

4.0

TRAVEL

4.1 The Contractor may be required to travel in performance of this task order. Costs associated with travel and lodging shall be reimbursed in accordance with the Joint Travel Regulation (JTR).

4.2 The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the Government Project Manager for each individual task and the COR.

4.3 Travel may include, but is not limited to, various Contractor facilities, Navy facilities, DOD facilities, other government agency offices (e.g. Federal Aviation Administration, test ranges, operational activities, project / program offices, and intelligence & support activities), simulation conferences, and seminars.

5.0

DELIVERABLE PRODUCTS

5.1 The Contractor shall provide a consolidated monthly financial summary. The report shall include the project status, labor hours expended, labor category, material, travel, and other costs. The financial summary reports shall be delivered by the 10th day of the following month. The report shall be subdivided by each assigned Delivery Order. The report will detail the monthly labor hours and charges per each person supporting that D.O., and the total material items and their cost shall be listed.

5.2 The Contractor shall provide a monthly progress report, detailing the status of work accomplished for each project. The progress report shall list the monthly accomplishments and upcoming objectives for the project/TDL. The report shall be delivered by the 10th of the month following the reporting period.

These reports shall include the following elements:

Date of report

Period covered by report

Work hours expended by discipline for the reporting period, and cumulatively during the task order Cost curves portraying actual/projected conditions through the task order Cost incurred for the reporting period and total contractual expenditures as of report date Description of progress made during period reported, including problem areas encountered, recommendations, if any for subsequent solution beyond the scope of this task order Trips and significant results Plans for activities during the following period

5.3 As requisites to the various task activities of the contract, the contractor shall provide additional reporting, documentation, schedules, illustrations and drawings. Deliverable requirements shall be determined during task definition. Contractor shall provide a listing keyed to specific tasks identifying the minimum reporting deliverables associated with each task. Reporting should be in sufficient detail and of a quality to meet relevant ISO guidelines / standards and shall include, but not be limited to:

Technical reports, instructional/training documentation, courseware, data compilations, and data surveys, evaluations, and analyses Testing procedures, requirements, assessments, calibrations, and schedules Hardware and Software engineering requirements, specifications, tabulations, drawings, designs, concepts, diagrams, circuits and source code.

Maintenance requirements, guidelines, schedules, procedures, instructions, corrective actions, etc.

Conference agenda, conference minutes, and presentation materials Purchase descriptions, equipment illustrations, program planning, support, and budget documentation and funding plans

6.0

GOVERNMENT FURNISHED PROPERTY AND SPACES

6.1 Access to specialized APF, and other laboratory spaces, equipment and computer facilities will be available to the contractor, as required by the government, in supporting the requirements of the SOW.

6.2 The Government will provide on-site office space when required. If Contractor access to NMCI is deemed necessary to provide technical support for any task under this procurement, the Government will provide it.

6.3 The Contractor shall have access to shop tools, spare parts, test equipment required to perform tasking, and laboratory space. The Contractor shall provide basic hand tools utilized in metal component fabrication. Required basic hand tools are based on current industry standards. Government purchases of basic hand tools will require COR, or designated representative approval.

7.0

SECURITY

7.1 All Contractor personnel supporting tasks under this order must be eligible for a SECRET Security clearance. The highest level of security required for performance of tasks in paragraph 3.0 is TOP SECRET. See Attached DD254.

7.2 The contractor shall conform to the provisions of DOD-D-5220.22, “National Industrial Security Program,” and shall obtain security clearances for contractor employees requiring access to classified information and/or entry to controlled areas.

7.3 The Department of the Navy (DON) Automated Data Processing (ADP) Security Program outlined in OPNAVINST 5239.1B, or the most current version of this instruction, applies to all efforts under this contract.

8.0

NON-DISCLOSURE AGREEMENTS

8.1 In the performance of the contract, the Contractor may have access to non-public proprietary information. The Contractor shall require that any employee performing services under the contract execute a non-disclosure agreement satisfactory to the Task Order Contracting Officer. The non-disclosure agreement shall acknowledge the Contractor and employees’ duties with respect to non-public information, and promise to comply with those obligations. A copy of the executed non-disclosure agreements shall be provided to the Government.

8.2 In addition to complying with the terms and conditions of NAVAIR 5252.209-9510(e)(5) with respect to proprietary data of third parties, and DFARS 252.227-7025 with respect to technical data, the Contractor shall use, modify, reproduce, release, perform, display, and disclose any non-public information provided to or obtained by the Contractor in the course of performing the contract only for Government purposes, and shall not do so for any commercial or personal purpose.

8.3 In the event that the Contractor knows of or identifies that it has a commercial interest in the subject matter of any proposed or on-going agreement with respect to which contract services are to be performed, the Contractor shall consider such interest a potential conflict of interest under NAVAIR 5252.209-9510(g) and promptly disclose it to the Contracting Officer.

9.0 Identification Badges 9.1 Contractor identification badges will be issued by the Government to on-site Contractor personnel. In accordance with NASPAXRIV Instruction 5510.15L, May 31, 2006, identification badges must be displayed at all times. The Contractor shall furnish all requested information required to facilitate issuance of identification badges, and shall conform to all applicable regulations concerning their use and possession. ID media is U.S. Government property and shall be surrendered to the Pass and ID Office upon expiration or termination of employment. The Government will not check out Contractor personnel unless all media, including Common Access Cards (CAC) are returned IAW the instruction identified previously in this paragraph.

10.0 Place of Performance Primary place of performance will be at the APF facility, NAWC-AD, Naval Air Station Patuxent River, MD.

PERSONNEL QUALIFICATIONS

The contractor is required to provide personnel having the following levels of professional and technical experience. These qualifications are only a baseline; contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond these qualifications.

All degrees must be from an accredited college or university and the required areas are described under each individual category. With the exception of the janitor positions, a High School (H.S.) diploma, or General Equivalency Diploma (GED), must be possessed by all personnel on this contract.

All personnel performing work under this contract must, as a minimum, possess a SECRET Clearance. The only exception to this is non-key personnel who will perform their work off-site; however, these individuals may be expected to obtain a clearance at the SECRET level, if necessary.

All personnel performing work under this contract must be able to speak and write in English fluently.

SPECIAL NOTE

The specialized experience included, as part of the required qualifications shall have been obtained in the fields of endeavor indicated by the applicable labor categories listed below. Unless stated otherwise in the individual labor category, experience must also be within the last five years.

Each of the categories listed below will have degrees and years of experience required for qualification in that category. However, a Master's degree may be substituted for one year of general engineering experience and a PhD may be substituted for 2 years of general engineering experience.

DEFINITIONS

As used in the minimum personnel qualification descriptions for this contract, the terms indicated should be defined or their meanings qualified as follows:

Academic year - a full year or complete year of study at a junior college, college, university, or other academic institution toward which as least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of post graduate study were completed.

Accredited institution - a post-secondary educational institution (junior college, college, university, or technical, trade, or professional school) that was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.

Accredited program - an educational program or course of study offered by a post-secondary educational institution that was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.

Degree - an academic title conferred by an educational institution upon completion of a unified course of study; if not otherwise qualified, the term shall mean a degree at the bachelor's, master's or doctoral levels only.

Postgraduate degree - Masters, Ph.D., or other professional degree for which completion of an undergraduate curriculum or receipt of a bachelor's degree was a prerequisite.

Engineering and engineering discipline - when used in relation to educational or work experience requirement, "engineering" shall mean any of the following specific subject, disciplines, or areas of work experience only: aerospace, chemical, civil, computer, electrical, electronics, industrial, materials, mechanical, nuclear, or safety engineering, and engineering technology.

POSITION QUALIFICATIONS

1. Senior Engineer

General Engineering: Applies engineering principles to research, analyze, plan, design, develop, implement, test, or evaluate systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, design, configuration management, quality assurance testing, or acquisition and resource management.

Engineering Management: Acts as engineering team leader on assigned projects, developing engineering procedures and controls, managing project efforts, and taking the lead in problem resolution. This individual interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of engineering programs/projects.

Education:

A bachelor's or postgraduate degree an engineering discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 12 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 6 years of the foregoing total experience shall have been in the support or development of aircraft systems or subsystems and

c. At least 3 years as a team leader, project manager, or principal designer or systems engineer.

2. Engineer

General Engineering: Applies engineering principles to research, analyze, plan, design, develop, implement, test, or evaluate systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. This position applies engineering experience to perform functions such as system integration, design, configuration management, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 6 years of professional engineering experience that has consisted of performing the foregoing engineering functions, and

b. At least 3 years of the foregoing total experience shall have consisted of performing engineering functions with respect to support, research or development of mechanical, electrical, or aerospace systems.

3. Junior Engineer

General Engineering: Applies engineering principles to research, analyze, plan, design, develop, implement, test, or systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. This position applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience: None required.

4. Senior Systems Engineer

Applies systems engineering principles to research, analyze, plan, design, develop, implement, and test, complex system of systems concepts, devices, and components. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. The incumbent applies system engineering experience to perform functions such as system design, system integration, configuration management, quality assurance testing, or acquisition and resource management.

Engineering Management: Acts as engineering team leader on assigned projects, developing engineering procedures and controls, managing project efforts, and taking the lead in problem resolution. This individual interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of engineering programs/projects.

Education:

A bachelor's or postgraduate degree an engineering discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 12 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 6 years of the foregoing total experience shall have been in field of systems engineering, and

c. At least 3 years experience as technical team lead, design lead, or project manager

5. Systems Engineer

Applies systems engineering principles to research, analyze, plan, design, develop, implement, and test, complex system of systems concepts, devices, and components. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. The incumbent applies system engineering experience to perform functions such as system design, system integration, configuration management, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 6 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 3 years of the foregoing total experience shall have been in field of systems engineering.

6. Senior Avionics Engineer

Applies engineering principles to research, analyze, plan, design, develop, implement, and test aircraft electrical, computer, data networks and associated systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, design, configuration management, quality assurance testing, or acquisition and resource management.

Engineering Management: Acts as engineering team leader on assigned projects, developing engineering procedures and controls, managing project efforts, and taking the lead in problem resolution. This individual interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of engineering programs/projects.

Education:

A bachelor's or postgraduate degree an engineering discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 12 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 6 years of the foregoing total experience shall have been in field of avionics or associated systems, and

c. At least 3 years experience as technical team lead, design lead, or project manager

7. Avionics Engineer

Applies engineering principles to research, analyze, plan, design, develop, implement, and test aircraft electrical, computer, data networks and associated systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 6 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 3 years of the foregoing total experience shall have been in field of avionics or associated systems.

8. Senior Structural Engineer

Applies engineering principles to research, analyze, plan, design, develop, integrate, and test aircraft structural components and mechanical systems on manned and unmanned vehicles. Reviews and prepares engineering and technical analyses, designs, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.

Engineering Management: Acts as engineering team leader on assigned projects, developing engineering procedures and controls, managing project efforts, and taking the lead in problem resolution. This individual interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of engineering programs/projects.

Education:

A bachelor's or postgraduate degree an engineering discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 12 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 6 years of the foregoing total experience shall have been in field of aircraft structures or associated systems, and

c. At least 3 years experience as technical team lead, design lead, or project manager

9. Structural Engineer

Applies engineering principles to research, analyze, plan, design, develop, implement, and test air vehicle structural components and mechanical systems. Reviews and prepares engineering and technical analyses, designs, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 6 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 3 years of the foregoing total experience shall have been in field of aerospace structures or associated mechanical systems.

10. Composites Engineer

Applies engineering principles to research, analyze, plan, design, develop, implement, and test composite components and fabrications. Reviews and prepares engineering and technical analyses, designs, reports, change proposals, and other technical documentation. The incumbent applies engineering experience to perform functions such as system integration, configuration management, stress analysis, quality assurance testing, or acquisition and resource management.

Education: A bachelor's or postgraduate degree in an engineering or physics discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 6 years of professional engineering experience that consisted of performing the foregoing engineering functions, and

b. At least 4 years of the foregoing total experience shall have been in field of composite structures or associated composite systems

11. Radio Frequency / Electronic Warfare Engineer

Applies engineering principles to research, analyze, plan, design, develop, implement, and test proposed Radio Frequency (RF) or Electronic Warfare (EW) devices as relate to aircraft and related systems. 13 Senior Computer Specialists Independently applies knowledge of computer science principles, information management principles, automated data processing (ADP) functions, hardware and software systems' structures and operation, and computer programming languages and techniques to solve automation problems. This person addresses scientific, engineering or business objectives by writing, modifying or adapting computer programs in machine level, assembly and third or fourth generation programming languages. Independently identifies and uses standard, unconventional and original mathematical, algorithmic, and programmatic approaches to define, plan, organize, design, develop, modify, test, and integrate data base or data processing systems, computer hardware systems and simulation models. The position formulates architectural design, functional specifications, interfaces and documentation of hardware or software systems considering system interrelationships, operating modes and software or equipment configurations. Researches and develops unconventional applications of software and operating systems in designing and developing new methodologies, significant modifications or adaptations of standardized techniques. May be responsible for developing project plans, guidelines, and controls, or act as team or project leader, supervising and advising with respect to the work of other computer specialists, scientists, or technicians.

14. Computer Specialist

This position applies knowledge of computer science; hardware and software systems, programming in advanced languages, structures and operations, and problem solving techniques to solve computer-related problems. This person applies scientific or engineering knowledge to the writing, modifying, or adapting computer programs in machine level, assembly, or third or fourth generation programming languages. Interfaces with and uses microcomputer and mainframe computer systems. Uses computer experience to research, define, plan, organize, design, develop, modify, test and integrate computer hardware systems, simulation models, test and evaluation support tools, and other computer support functions. Has the ability to formulate architectural designs, functional specifications, interfaces and documentation of hardware and software systems according to facility guidelines and practices.

Education: A bachelors degree in computer science, mathematics, physics, or an engineering discipline from a school where the specified curriculum was accredited by the Accreditation Board for Engineering and Technology (ABET).

Experience:

a. A total of at least 4 years of computer science or engineering experience performing the foregoing functions in an aircraft test and evaluation environment, and

b. At least 2 years programming experience with high-level languages, and

15. Program Manager

This person acts as overall manager and administrator with respect to contract requirements. The position serves as the primary interface and point of contact with the Contracting Officer's Representative (COR) on technical program/project and contract administration issues. Supervises program/project operation by developing engineering, technical and management procedures and controls, planning and directing project execution, monitoring, and reporting progress. They manage acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.

Education: A bachelor's or postgraduate degree in engineering, business or operations research from an accredited college or university.

Experience:

a. A total of at least 8 years of applied engineering or management experience, and

b. A total of at least 6 years of technical, management and supervisory experience which includes performing each of the functions with respect to technical programs/projects

16. Project Control Specialist Has experience in the management support of large projects and programs. This position oversees the data collection for management metrics in the areas of cost and schedule. They apply project control mechanisms such as Earned Value Management, Project Planning, Risk Management, and CMM in order to successfully support management in the efforts of project management. Proficient in software tools such as Microsoft Project.

Education: A bachelor’s degree in a business or technical field.

Experience:

a. A total of 3 years of experience supporting technical programs in the areas of project planning, metrics tracking, project specification development, and risk management, and

17. Senior Engineering Technician

Applies technical techniques, principles and precedents to develop, design, modify, install, test, evaluate, or operate electrical, electronic, avionics, mechanical and communications for associated support equipment or facilities. This person maintains repairs, inspects, troubleshoots, or programs systems equipment or components. Reviews, analyzes, develops, prepares or applies engineering, technical or maintenance specifications, policies, standards, or procedures. Organizes, analyzes and prepares reports or presentations of technical data and information. Plans and performs tests and evaluations of systems equipment or components. Compiles, processes, reduces, or analyzes test data and results.

Education:

a. High school graduation or equivalency certification.

b. Completion of a technical school, trade school, or advanced armed services technical school curriculum or course of training in electricity, electronics, avionics, mechanics, armaments/ordnance, or engineering technology; or, completion of at least 30 semester hours (45 quarter hours) of course studies at an accredited college or university in an engineering, scientific, or technical curriculum.

Experience:

a. A total of at leas 5 years of experience in performing the foregoing functions and,

c. At least 2 years of the foregoing total experience shall have consisted of performing engineering/technical functions with respect to in support of manufacturing of test and evaluation, aircraft systems, avionics systems or equivalent.

18. Engineering Technician

This position performs non-routine assignments of substantial variety and complexity, using operational precedents, which are not fully applicable. Such assignments, which are typically parts of broader assignments, are screened to eliminate unusual design problems. Performs at these level typical duties such as: Following specific instructions assembles or constructs simple or standard equipment or parts; may service or repair simple instruments or equipment.

21. System Administrator This position performs non-routine assignments of substantial variety and complexity, using operational precedents, which are not fully applicable. Such assignments, which are typically parts of broader assignments, are screened to eliminate unusual design problems. May be assisted by lower level technicians and have frequent contact with professionals and others within the establishment. Performs at this level one or a combination of such duties: The focus of the above assignments shall be in the operation and maintenance of large computer networks and high end engineering computers and servers utilizing various operating systems such as SGI IRIX, Linux, Solaris and NT. Additionally, the individuals shall have experience with network backup software, software installation, multi-platform compatibility and computer networking using NFS, NIS, DNS and Samba or systems of similar capability.

Education:

High school diploma or equivalency certification

22. Information Assurance Specialist

The IA Specialist applies systems analysis and design techniques to complex computer systems in a broad area such as manufacturing, finance management, engineering, accounting, or statistics, logistics planning, material management, etc. Usually, there are multiple users of the system; however, there may be complex one-user systems, e.g., for engineering or research projects. This position requires competence in all phases of systems analysis techniques, concepts, and methods and knowledge of available system software, computer equipment, and the regulations, structure, techniques, and management practices of one or more subject-matter areas. Since input data usually come from diverse sources, this worker is responsible for recognizing probable conflicts and integrating diverse data elements and sources, and produces innovative solutions for a variety of complex problems to ensure that all data and systems are adequately protected against potential threats.

Computer-Aided Design and Drafting Specialist Functions: Experience working on engineering and technical teams producing detailed and accurate technical drawings and documentation packages using Computer-Aided Design and Drafting (CADD) software, and MicrosoftTM Office tools such as WordTM and ExcelTMoMust have knowledge and experience using the MIL-STDs that govern drafting styles,formats, geometric dimensioning and tolerancing using computer aided and conventional tools to specify technical details, specify dimensions, materials and procedures

b. Trade school or industrial school graduate with course work in such subjects as algebra, plane geometry, trigonometry, drafting, and basic physics, and

23. Procurement Specialist

The Procurement Specialist fills shipping or transfer orders for finished goods from stored merchandise in accordance with specifications on sales slips, customers' orders, or other instructions. This worker may, in addition to filling orders and indicating items filled or omitted, keep records of outgoing orders, requisition additional stock or report short supplies to supervisor, and perform other related duties.

25. Administrative Assistant

Functions: Conducts administrative and record keeping aspects of the operation of engineering or technical projects/programs. This person applies knowledge of office management, methods, and procedures in producing and maintaining documentation, correspondence, records, or directives using personal computers and related office equipment.

26. Janitor

Functions: General cleaning and upkeep of facility.

Education: Sufficient to understand basic responsibilities and tasking related to janitorial duties. Ability to obtain a security clearance within 180 days of employment is required.
