J&A Template: One Source v1 F
This amount is economically unfeasible due to D No, explain:
D Substantial Duplication of Cost (for follow-on actions only): The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through competition.
| • | An estimated $ worth of work would be duplicated. |
| • | Explain in detail how this amount was determined. |
rgJ Unacceptable delay of work (for follow-on actions only): The above source is deemed to be the only source available because an award to a source other than· the original provider would result in an unacceptable delay in fulfilling the Government's requirements.
• Going to another source would create a delay of six (6) months
• Explain in detail how this delay estimate was determined.
Delay estimate is determined by the time required to issue a RFP and award a new competitive contract.
• Explain in detail how the Government would be unable to meet its requirements by this delay.
• The delay would result in PMA-242 programs not achieving critical events and milestones which are urgently required in order to del.iver operational capabilities to the Fleet for combat deployments. The Government does not have sufficient numbers of civil service or military employees to execute these critical events and still meet PMA 242 requirements. The skills of the current contractor personnel are crucial to performing these events. Without the knowledge and expertise of the current contractor workforce, the program office would not be able to deliver several of the required operational capabilities for combat deployments that are managed by PMA-242. PMA-242 programs over the course of the next six months will be going through the following critical events:
• AARGM - System Verification Review, Developmental Testing, Functional Configuration Audit, Operational Assessment, writing the Test & Evaluation Master Plan (TEMP) in support of Operational Evaluation, and conducting the Physical Configuration Audit in preparation for the Full Rate Production Decision.
• APKWS - System Design Demonstration, writing the TEMP in support of Operational Assessment, Milestone C decision. Initiation of APKWS Fixed Wing Joint Capability Technology Demonstration (JCTD).
• Medusa JCTD effort to integrate infrared seeker technology onto a legacy 2.75" unguided rocket begins at the start of FY10.
Harvest Hawk - Integration of Hellfire and Standoff Precision Guided Munitions on the KC-130J in response to an Urgent Universal Needs Statement submitted by the Marine Corps in direct support of current combat operations in Operation Enduring Freedom. ASMS JV personnel are in place and ready to continue program execution through 31 December 2009.
