IWHY is the source above the only one that can fulfill the requirement?
In accordance with Title 10 U~S.C 2304(c)(1) as cited In FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

This amol;Jnt Was determined by This amount is economically unfeasible due to o No, explain:
IZI Sub§tantial Duplicatidn of Cost (for follow-on actions only): The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through cor1npetition. .
• . An estimated $ 20100 worth of work would be duplicated.
• Explain in detail h6w this amount was determined.
GDATP has beenlthe sole manufacturer of the M61 Gun System since It was developed I,.. the 1960"S. At this time, GDATP is the only company that has the expe'rtise, tooling, working production line, proven suppliers, faciliti"s, test equipment and established test procedures to support Navy req, uirements and any FMS Cases that may be approved.
While the Government does have unlimited rights to the majority of the technical data and drawings for the Gun System, It does not have rights to the Fiberglass Reinforced Plastic (FRP) Inner Drum (PN 209F572) and Inn.r Drum Insert (PN 16701837) as they were developed entirely at GDATP(private) expense. Although these two parts could be reverse-engln"ered, the cost and time associated would not be prudent for this final buy. The $20M amount was derived by PMA-265 personnel using historical estimates for efforts inclUding: design and development and f,valldation/veriflcatlon costs for the two parts identified above; loss of learning resulting from a new source to learn the technical datal package requirements and test procedures, identification and !development of sources for parts, preparation of production routings and quality procedures, development of manufacturing pr~cesses, and design, manufacture and set-up of tooling; and the U~ Government costs to support requaliflcation of the Gun System. The!costs that would be involved in qualifying a new source far outwelOh the potential benefits of competition., , I2J Unacceptable delay of Work (for follow-on actions only): The above source is deemed to be the only s04rce available because an award to a source other than the original provider would result in an unacceptable delay In fulfilling the Government's requirements.
• Going to another sQurce would create a delay of .
four years, at a mihimum. The first year that another source could reasonably be exp~cted to be able to supply Gun Systems is FY-15.
• Explain in detail hovt this delay estimate was determined.
Approximately on" year would be required to conduct a competitive source selection. ~nother year would be required for the selected source to interpret, the technical data package and testing .
requirements, estaiblish its vendor base, prepare manufacturing tooling, fixtures a"'d procedures, and to train personnel. An 18-month period would then [be required to manufacture prototype gun systems and develop test eqUipment and facilities. Qualification of the initial gun systems mamifactured would then require an additional six

months, at a mln1lmum, before production of fleet assets could begin.
The Gun System is very complex and a new source would encounter many technical challenges resulting in high schedule risk to the F/A 18E/F program. i,
• Explain in detail h~w the Government would be unable to meet its requirements by tlMs delay.
The Gun Systems are provided as Government Furnished Equipment to the Boeing F/A-18E/F production contract and the aircraft cannot be completed or flown without them. Boeing would be unable to satisfy F/A-18E/F production schedule requirements due to Government inability to prOVide the required GFE in a timely manner, and the Navy would be legally liable to Boeing for the financial impact. Deliveries of F/A-18E/F aircraft to the U.S. fleet could not occur on schedule, jeopardizing the fr,lavy's ability to complete mission requirements.
• Describe the speci~ed source1s ablllty to provide the needed supplies I services within thei necessary timeframe.
GDATP is the de~eloper of the M61 Gun Systems and has been the sole manufacturer of t~e System for the FJA·18 program since the aircraft's inception in the 1$70's. GDATP has the test facilities, technical expertise, tooling~ production line, and technical data to produce the M61A2 Gun Syst4lm. GDATP has consistently proven the capability to meet the requiredl program schedules and provide a product which meets all F/A-18 ~perational requirements. Procuring from any other source would cre,te unacceptable Impacts to the U.S. fleet users.

• No market research or survey was conducted due to:
The fact that the M61A2 Gun System Is very complex and requires very specIalized knowl~dgeJ equipment, facilities and personnel to .
manufacture. GDATP Is the only source that has ever been qualified to produce the Gun $ystem and no other source could manufacture systems of demonstrated quality In time to meet FY-10 through FY-12 schedule requiren>ents. Costs to enable another vendor to manufacture this 'un system far outweigh the potential benefits of competition. A sy.,opsls was published on 19 February 2009 In accordance with ~AR 5.201 for informational purposes only. No inquiries have bee;n received to date In response to this synopsis. The Procuring Contradtlng Officer (peO) will evaluate'any responses received prior to a~ard of the contract. Additionally, Interested parties will be referred to GDATP for potential subcontracting opportunities.
