Performance Based Statement of Work

For

The United States Naval Test Pilot School

Ground and Flight Instructor Support Services

1.0 Introduction: The United States Naval Test pilot School (USNTPS) is acquiring Ground and Flight Instructor Support Services. Period of performance to include base year and four option years.

2.0 Background: The U.S. Naval Test Pilot School (USNTPS) trains and graduates qualified engineering test pilots, flight test officers, and flight test engineers to conduct Test and Evaluation (T&E) at the Naval Air Systems Command (NAVAIR) and other activities. The instructor staff of the USNTPS provides highly specialized ground and flight instruction for this rigorous course. In addition, the USNTPS instructor staff acts as a technical and scientific advisory group and serves as the primary source of standardization and reference concerning flight test and technical report writing for NAVAIR.

The curriculum of the USNTPS and the underlying philosophical approach to flight test at the NAVAIR and other test sites supported by USNTPS graduates are undergoing revolutionary changes in response to changes in the federal acquisition process, rapid technological advances in aviation systems and flight control mechanization, and budgetary/man-power reductions. The USNTPS is streamlining older, more fundamental flight test precepts in order to incorporate classes and flight exercises in advanced flight control systems and military airborne systems throughout the syllabi. Additionally, since the advent of the Congressionally mandated Acquisition Corps, the USNTPS feels an incumbent responsibility to graduate students as qualified members of the Acquisition Corps. The demand for experienced, highly qualified, and motivated instructors has never been greater at the USNTPS.

3.0 Scope: In order to perform its mission safely and effectively, the USNTPS depends upon highly capable instructors and a favorable student-to-instructor ratio of approximately 3 to 1. Traditionally, these instructors have been supplied by NAVAIRTESTWINGLANT test squadrons from the most highly qualified USNTPS graduates in the last 12 to 18 months of their duty at Patuxent River. Manning shortages at NAWC have made it virtually impossible to continue this procedure to the extent required to maintain USNTPS instructor levels at the quantity not requiring a syllabus reduction. In an era of burgeoning technology and continuous advances in state-of-the-art flight controls, avionics, and weapon systems, any syllabus reduction at USNTPS will result in graduates who, at best, are marginally qualified to perform their T&E duties. The situation is exacerbated by the fact that student throughput requirements at the USNTPS are the largest ever and are forecast to remain so. In order to meet its training requirements the USNTPS needs contract services for flight instructors.
