f. Engine Metrics, Engine Availability, "a daily status of ready for issue (RFI) equal to two per aircraft…" Question: Does this imply there are 2x43 (86) aircraft J85 engines ready for install (i.e. not currently installed in aircraft) that need to be managed by the Contractor?
Updated Government Response:
The Contractor will be required to manage a total of 134 engines, 86 firewalls and 48 spare engines that are not installed.
The response for N00421-22-R-0006 DRAFT RFP Q&A Posting 1, provided on 22 December 2021, is updated accordingly:
The current requirement for 43 A/C is to manage a total of 134 engines, 86 firewalls and 48 uninstalled engines.
The additional 22 SWISS A/C will include 44 engines.
68 Draft RFP General What equipment is Contractor Furnished Equipment (CFE) at each Base and will that inventory be provided during Draft RFP stage?
Anything not listed as GFP or GFM for the requirement is CFE. The Vendor should propose any material needed to meet the requirement as part of their proposal.
For clarification, all A/C parts and tools are provided by the Government.

RFP Pricing Note: Aircraft count = 57 aircraft PWS Section 2: current aircraft 43 (+ 22 Swiss aircraft) = 65 aircraft PWS Section 5.1.4 states "The additional Swiss aircraft are not included in each site’s base minimum manning requirements. Each aircraft will be priced as separate CLINs (CLIN 0X03, 0X05, 0X07, 0X09)."
The min manning requirements for pricing CLINs 0X02/4/6/8/10/12 provided in RFP Pg 66 are directly tied to 57 aircraft, rather than the current 43 aircraft, and does not reconcile with the expected 65 aircraft.
Please confirm the aircraft numbers are correct that offerors should propose against and price for CLINs 0X02/4/6/8/10/12? Request a reconciliation of aircraft numbers by site/date to better understand the iron flow for the current aircraft and future Swiss aircraft.
The Section B, Pricing Note, does not include the additional aircraft for CLINs 0X03, 0X05, 0X07, 0X09, and 0X11. It is the Government's intent to utlize the base CLIN along with additional aircraft CLIN to support the total number of aircraft at the site. The amount of aircraft support that could be ordered exceeds the total number of actual aircraft to allow the Government flexibility to move aircraft between sites.

"4.1 Supply Support. The Contractor shall establish, manage and maintain spare parts to include warehousing for the F-5 aircraft components. The Contractor shall notify the Government Fleet Support Team (FST) of Diminishing Manufacturer Sources and Material Shortages (DMSMS) and recommend solutions for replacement parts managed by the Contractor."
1. Can the Government confirm the warehousing for F- 5 components at the operating locations will be co-located at the hangar/on Government facilities, or do the offerors need to source warehousing facilities (other than within 25 miles of FRCSE)?
2. Request the Government provide a current inventory listing of material managed and maintained on the contract today, to include; part number, description, quantity, value and current storage location.
3. Request the Government provide the past 5-years of spare part usage

Question: Will the Government hold the contractor responsible for DLA/SAIC failure to order material items in a timely manner?

1. In accordance with the PWS, Section 5.2.1 and Addendums, the Depot Field Teams will work the operational hours. Overtime will only be approved by the Contracting Officer's Representative.
2. All Overtime requests must be approved by The Contracting Officer's Representative before a Contractor is authroized to perform.

Question: Does the Government's minimum manning account for transient F-5 support when the addition of transient aircraft exceeds the normal assigned aircraft count?

Addendum 1G, VFC-204 Permanent Detachment, NAS Fallon, NV Pg. 59, Para 4 3.0 Selected Intermediate Maintenance Question: Will the maintenance items listed in this section continue to be performed by the Permanent Detachment personnel even after the squadron relocates to NAS/JRB New Orleans?
Question: Does the Government's Staffing Chart provide enough personnel to perform this I-level maintenance as well as support the required flight operations outlined in the flight schedule?
Q1: Yes, Addendum 1G is specific to the work performed by the permenant detachment workforce while a/c are detached to NAS Fallon from other sites.

PWS 5.1.1.4 Material Accountability says During the Transition Phase-In period, the Contractor shall conduct a joint physical inventory and inspection with the incumbent contractor and designated Government representative of all Government Furnished Property (GFP) and Individual Material Readiness List (IMRL).
The Contractor shall deliver the joint inventory results IAW CDRL A018, Phase-In Inventory Report.
5.1.2.4. Material Accountability says No later than
thirty (30) days upon full performance of each new site, the Contractor shall conduct a physical inventory and inspection with the designated Government representative of all Government Furnished Property (GFP) and Individual Material Readiness List (IMRL).
The Contractor shall deliver the joint inventory results IAW CDRL A020, New Site Standup Inventory Report. Question: Are these requirements redundant?
The Contractor will be required to conduct an inventory and inspection at the time of the Transition Phase-In as well as during the stand up of a New Site.

PWS Scope 2.0 and RFP Section B pg. 66 Pricing Note - There appears to be a disconnect between the PWS and the RFP regarding the number of F-5 aircraft at each site. The RFP Pricing Note shows 12, 10, and 15 aircraft at Fallon, Yuma, and Key West, respectively while the PWS shows 14, 12, and 17 a/c respectively at the 3 locations. 37 total aircraft vs. 43 total aircraft. Question: Will the Government please reconcile the difference?
