About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the Naval Supply Fleet Logistics Center Puget Sound on June 16, 2026, for Solicitation N0040626Q0227, originally dated May 22, 2026. The amendment extends the response deadline from June 15, 2026 at 12:00 PM to June 17, 2026 at 09:00 AM. The contracting officer is Ashley A Rollin, and the document is effective as of June 16, 2026 (Amendment Number 0002, Requisition Code N00406).
The amendment addresses a Questions and Answers section clarifying requirements for the fabrication and delivery of twenty concrete anchor blocks to Naval Station Everett. Key clarifications include: (1) reinforcement/rebar is required for block construction using contractor standard engineering practices acceptable for general commercial grade applications; (2) eyelet "A" connection hardware should be structured using stainless steel SS2343 in accordance with drawings; (3) the contractor must be capable of removing items from the transport vehicle and placing them at the designated destination, with Naval Station Everette providing a laydown area/drop station and assistance with block movement within that area; and (4) the requirement covers fabrication and delivery labor, materials, tools, and equipment to form, reinforce, pour, finish, strip, and deliver the blocks, but installation/offloading equipment will be provided by the Government. Offerors must acknowledge receipt of this amendment prior to the extended deadline or face potential rejection.

Questions and Answers:
The specification section states that:
"All blocks must be constructed using industry-standard concrete, reinforced with rebar..."
However, the submitted anchor drawings for the 8-ton and 12-ton units note:
"The anchor is not reinforced."
1. Can the Government please clarify whether reinforcement/rebar is required for fabrication of the anchor blocks, or if the drawings are intended to govern construction requirements? Requesting that the blocks be reinforced to prevent cracking and structural failure.
2. Additionally, if reinforcement is required, please confirm whether the Government has a preferred reinforcement schedule/design standard or if contractor standard engineering practices are acceptable. Contractor standard practices is acceptable for this general commercial grade application.
3. Can the Government provide manufacturer details associated with these concrete anchor blocks and/or the Integrated Secure Anchor Connector (ISAC) component referenced in the drawings? Due to different manufactures offering different options we cannot offer drawing showing connectors.
Eyelet "A" on the drawing is required but we do not know the exact composition of the connection hardware used. Recommend eyelet "A" be structured using stainless steel SS2343 and in accordance with drawings.
4. The specifications state that the contractor shall provide the labor, materials, tools, and equipment required to form, reinforce, pour, finish, strip, and deliver the twenty concrete anchor blocks to Naval Station Everett.
Could you please confirm whether the Government will provide offloading/unloading equipment at the destination, or whether the contractor is expected to provide crane/offloading services? Our understanding is that this is a supply requirement for fabrication and delivery only, and that installation/offloading is not separately required unless otherwise stated
Vendor should be capable of removing the items from the transport vehicle and placing them at the designated destination. Naval Station Everette will provide a laydown area/drop station for the concrete blocks and can provide assistance with moving of the blocks in the designated laydown area.
