About this file
This is a Statement of Work (SOW) for UHF SATCOM System troubleshooting, repair, and testing services under TARS Class contract 0400, Item No. 0401, Category "A." The contract requires hiring a USA Technical Representative to service an ARS Class UHF SATCOM communications system aboard a vessel during a two-day period from May 16-17, 2026. The location is redacted in the document.
The primary equipment to be serviced includes two AN/WSC-3 UHF SATCOM Transceivers, one TD-1271B/U Multiplexer, one OK-454(V)/WSC Control-Monitor Group, one OE-82C/WSC-1 UHF SATCOM Antenna Group, and one C-10315/U Remote Switching Control unit. Known issues include WSC-3 units #1 and #2 failing to key locally or remotely, and inability to key radios from the C-10315 through the OK-545/TD-1271 pathway following the TD-1271 replacement by ship's force. The SOW requires the Technical Representative to test, troubleshoot, perform repairs, align, operate, and train onboard operators in accordance with referenced technical manuals. Deliverables include daily briefings to the MSC Representative, a detailed written report on equipment condition, full operational testing to validate transmit and receive functionality, and four hours of training for ships' communication personnel on system operations, configuration, and basic troubleshooting. The contractor must also assist with visa requirements for the USA Technical Representative and notify the MSC Representative and ship's force "CRET" of any major subassemblies, circuit boards, or modules requiring replacement. No government-furnished equipment or materials are provided, and no additional quality assurance requirements are specified beyond standard work performance.
