This Solicitation is a:

1. It is anticipated that this solicitation will result in an award of a FIRM, FIXED-PRICE SUPPLY type contract.

2. NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in response to quotes/proposals received to this solicitation. As a result, the contract's pricing will not be subject to any adjustment on the basis of the contractor's increased costs due to COVID-19 and/or inflationary causes experienced during contract performance. A firm, fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals.

3. See block 8 on page 1 of the solicitation for the closing date and time.

4. This acquisition will be negotiated on a sole source basis with Company Name per FAR 6.302.

Interested parties may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.

7. Invoices – The contractor shall utilize electronic invoicing upon delivery of the required supplies/service. See contract clause entitled “DFARS 252.232-7006 Invoicing and Payment (WAWF) Instructions (May 2013)” for instructions on submitting invoices electronically through Wide Area Work Flow – Receipt and Acceptance.

Note: In accordance with 52.212-4(f), in part, "The contractor will be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor."

The contractor SHALL notify the Contracting Office and/or customer POC in writing immediately, but NO LATER THAN 2 weeks prior to expiration, for any delays, to include delivery dates and periods of performance specified in the schedule.

STATEMENT OF WORK

Navy Region Northwest’s (NRNW) has installed a closed loop single security alarm system Region wide called Hirsch/velocity (HVEL) owned by IDENTIV at Everett/Whidbey/Indian Island/Naval Base Kitsap with an Authority to Operate (ATO) each year from 2009-until its expected life cycle replacement in 2029 . We are required to maintain the software licensing per the Department of the Navy DOD Risk Management Framework (RMF) DoD 8510.01 in accordance with NIST SP 800-37 to comply with FISMA requirements. This will maintain our current existing alarm system (with an authority to operate on a network (ATO)).

Requirements by the Program Management (PM) include insurances that:

Supports RMF practitioners by providing access to DoD security control baselines, security control descriptions, security control overlays, and implementation guidance and assessment procedures, all in accordance with CNSSI 1253, NIST SP 800-53, 800-53A, and 800- 53B.

Oversee and verify that personnel engaged in, or supporting, the RMF are appropriately trained and possess professional certifications in accordance with DoD 8140.01 and supporting issuances.

Manage, maintain, and mitigate risks throughout the system lifecycle in accordance with cybersecurity operational requirements.

Awardee needs to prove:

Do you have written Supply Chain Risk Management (SCRM) requirements in your contracts with your suppliers?

Implement formal organizational roles and governance responsible for the implementation and oversight of Secure Engineering across the development or manufacturing process for product offerings, awardee would need to provide proof that they have the ability to put in issues for consideration with IDENTIV. Have the ability to provide a copy of “IDENTIV Software Support Agreement” in effect for all new software releases and updates, cyber threat integrating for cybersecurity improvements for both Operating system for workstation and Server environments as well as Firmware deployed for Panels and Readers.

Vendor will support the IDENTIV/HVEL software provided and the support required shall be such that all identified operational problems and security vulnerabilities are mitigated by vendor provided with patches within 30 days of the vulnerability. Vendor will write code as necessary to interface with CAD cobalt software as necessary. N-6 will control the annual Technical Support with 96 hours calls for service. Includes telephone support for software licenses during normal business hours (8:00am - 5:00pm M-F Pacific Time, USA). Problems corrected and delivered in a new service pack or new release. Assures access to future releases or service packs (including new features) for licensed installations under maintenance.

1. PLACE OF PERFORMANCE

The Contractor shall provide the equipment, services, materials, and supplies to satisfy all requirements as a result of the PWS additions and revisions. Services performed here under by the Contractor shall be performed at:

Naval Station Everett, Naval Air Station Whidbey Island, Naval Station Indian Island, Naval Base Kitsap

2. SUBMITTALS:

(a) All invoices shall be submitted to the Point of Contact (POC) listed for review.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) WAWF access. To access WAWF, the Contractor

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(c) WAWF training. The Contractor should follow the training instructions of the WAWF Web-

Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(d) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(e) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(2) Inspection/acceptance location. The Contractor shall select the following inspection/acceptance location(s) in WAWF, as specified by the contracting officer.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request. WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system. 3. PRODUCTS: (LISTED HEREIN, BUT NOT LIMITED TO):

All materials and products provided by the Contractor in the performance of this contract shall be first quality, and products that were manufactured and assembled in the United States of America, will meet or exceed the manufacturer’s specifications.

4. QUALITY CONTROL:

The Contractor shall provide Quality Control in all work performed to include but is not limited to planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality assurance.

5. EXECUTION (GENERAL):

1. Contractor will provide a minimum of 10 working days notice to N-6 prior to scheduling or preforming any maintenance. On-Site maintenance and support will cover the server system architecture and all aspects of the HIRSCH Velocity and CAD interface Software

2. The Contractor shall clean up after they perform work and shall keep all spaces clean.

3. The Contractor is responsible for inspecting for all hazards at all times, no exceptions. Stop work and notify the Command Duty Officer (CDO) at each site if they find any issues. Notify the CDO immediately if unsafe conditions are present at the worksite.

4. Ensure all workers are wearing the proper PPE for the assigned task.

5. Prevent or minimize pollution at its source as we seek out ways to eliminate or further minimize use of hazardous materials and generation of hazardous waste.

6. Contractor shall dispose of all hazardous waste in accordance with the Resource Conservation and Recovery Act and all other applicable Federal, state and local laws and regulations. No disposal of hazardous waste onboard the installation is allowed.

7. A Safety Data Sheet (SDS) for all hazardous material used on this contract shall be provided to each site prior to use for review.

8. All Contractor personnel on the project site shall be competent persons and responsible for their own actions. All persons on the project site will have the right to stop work if any unsafe conditions exist.

9. Protection of Government Property: The Contractor shall use every means at his disposal to prevent any damage to government owned property during the execution of his work. If property does become damaged, the Contractor shall notify the Government immediately.

10. Completion Time Frame: This contract for services are to be performed between the period of performance state in the contract.

11. In depth on-site consultation for future planning and preparation of upgrades and projects.

12. Onsite Performance monitoring of the system and on check for errors messages.

13. Test Redundancy and Failover performance, Check SQL Server jobs for failures, Check Velocity logs for error messages, Install and verify all updates.

14. Maintenance and support will cover the server system architecture, and all Hirsch CAD interface aspects of the system. The service level agreement covers the project, process, testing, operation, and change management of the all systems that relate to Hirsch CAD interface products.

6. Deliverable Items:

Hirsch includes support services for the following critical components: P/N PS-CAD-SYS-M Computer Aided Dispatch Velocity Server License - Annual Maintenance Agreement. Includes telephone support during normal business hours (8:00am - 5:00pm M-F Pacific Time, USA). Writing code for problems corrected and delivered in a new service pack or new release. Assures access to future releases or service packs (including new features) for licensed installations under maintenance. US Navy CAD Velocity Server Annual License - P/N PS-CAD- CONNECT-M Computer Aided Dispatch Velocity Server License - Annual Maintenance Agreement. Includes telephone support during normal business hours (8:am-5:00pm M-F Pacific Time, USA). Problems corrected and delivered in a new service pack or new release. Assures access to future releases or service packs (including new features) for licensed installations under maintenance. Yearly technical support - The service level agreement covers the project, process, testing, operation, and change management of all the systems that relate to Hirsch products. It includes a combination of routine onsite maintenance visits, telephone, e-mail and engineering support of the production environment. 90 HOURS OF SUPPORT WITH 6 VISITS BY A

HIRSCH ENGINEER FOR TWO DAYS, EACH VISIT TO ADDRESS PLANNING AND

ENGINEERING FOR UPDATES OF THE VELOCITY SYSTEM. THESE VISITS NEED TO

BE DOCUMENTED AND SUPPORTED BY EACH VISITS FINDINGS AS WELL AS

REMEDIES. Maintenance and support will cover the server system architecture, and all HIRSCH Velocity aspects of the system. HIRSCH Velocity CAD interface updates will follow the normal IDENTIV Engineering Cycle. Bug remediation. Offer expert guidance on logical use of HIRSCH Velocity access control objects within the context of the end users business logic (Credentials, Access Zones, Control Zones, Time Zones, Inputs, Relays, Alarms, Threat Levels, etc.)

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(iv) For performance based payments, submit a performance based payment request.

(v) For commercial financing, submit a commercial financing request.

(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.

(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.

(a) In accordance with section 8116 of Division C of the Consolidated Appropriations Act, 2021 (Pub. L. 116-260), or any other Act that extends to fiscal year 2021 funds the same prohibitions, none of the funds appropriated (or otherwise made available) by this or any other Act for DoD may be used to enter into a contract to maintain or establish a computer network unless such network is designed to block access to pornography websites. This prohibition does not limit the use of funds necessary for any Federal, State, tribal, or local law enforcement agency or any other entity carrying out criminal investigations, prosecution, or adjudication activities, or for any activity necessary for the national defense, including intelligence activities.
